Pokémon Omega Ruby is better than the Pokémon Red because you interact more with your pokémon.

Pokémon O.R. is better tan the Pokémon Red in the graphics. 

Pokémon O.R, is better tan Pokémon Red because now has more tan 700 pokemon to catch.

These are the medals of the Hoenn league you need to fight the best in the game.

Conclusion

In my opinión Pokémon Red is better  because it has less pokemons and is proven that can capture all of the game while the other is more dificult to capture the pokemon of a new generation.
