Kosi broke banks in
Bihar and Nepal in september
2008. 3.3million Indians were
displaced, left homeless, and in despair the government
was busy exchange blames
with the state of Bihar and
Nepal. Who did it? What
caused it? No one knows and
no one will, all everyone will
remember is the rampage of
kosi and our helplessness to
deal with it.
It happens every year and we do nothing about it,
nothing at all. 30 years ago
plans floated of diverting the
waters of kosi, Brahmaputra,
Mahanadi to the states of An-
dhra Pradesh, Madhya
Pradesh, Gujarat and Ma-
harashtra. Our politicians
were more engrossed in petty
politics and these grave issues
were too unimportant for
them.
Now after the floods
no one talks about a perma-
nent demographic change.
Bihar cried for help and the
country answered generously.
Youth For Equality
also joined hands with Indian
Railways and sent teams of
relief workers to Supaul in Bihar. This encouraged us in
Pune and we too collected
some money in our campus.

How long can political class fool OBC’s, SC’s & ST’s with quota?
India‟s education
sector should be admitted to
intensive care unit. For all practical purposes it has
collapsed. This is happen-
ing at a time when we want
to become knowledge econ-
omy. Instead of worrying
on ways to improve our
education system, our po-
litical class is more con-
cerned about quota to
“help” the people belonging
to OBC, SC and ST. This should remind us of Nero
fiddling while Rome was
burning.
Studies after stud-
ies have showed that even
after 60 years Independence
quota system has not helped
the very people which it is
supposed to help. In some
cases it is more than 100
years. Now the political
class wants to expand the
quota system in appointing
teachers at IITs, IIMs, IISc,
etc. despite the strong oppo-sition by all their directors.
Is any political leader pre-
pared to have a major surgi-
cal operation done by a
doctor based on his caste to
help the OBCs? Why is he
then asking parents to send
their children to be taught
by teachers selected not
based on merit but on caste?
An incompetent teacher can hurt the future of entire
generation including that of
OBCs.
Result of appalling ine-
quality in access to pri-
mary and secondary
schools:
We need sound
strategic thinking and greater appreciation for
ground realties. There have
been umpteen studies, re-
ports, commissions, expert
committees to look into the problems of education sec-
tor both at national and state
levels. But nothing of sig-
nificance has happened to
bring about the needed im-
provement in education
sector. We want to help the
down trodden classes and
the poor. We want social
equity while trying to reach
excellence. Today we have neither.
It is with depress-
ing accuracy we can predict
the level of education one
will attain based on one‟s
economic status independ-
ent of caste or religion or
gender or region as shown
in the following Table-1.

In the table-1, schools
are arbitrarily classified into 8
categories. In the top class we
have expensive residential schools charging from Rs.
80000 to Rs. 2 lakhs a year.
The next category is the private
schools. They are either private
unaided or aided.
All unaided do not give similar
kind of education and they are
further classified into top tier
and second tier. In the private
aided also there are two tiers –
good and bad. The bottom of the
school system is government
schools which are grouped into
good, average and poor. There
are some government schools
which are better than or equal to top tier aided or second tier un-
aided schools. But these are
exceptions. It is not that the
government is not capable of
managing a first rate high school. At one time the central
government-managed Demon-
stration Multipurpose School in
Mysore was the best in the city.
However today it does not have
such high standards of yester
years. A child going to residen-
tial schools is likely to graduate
with a probability of near-
ly100% and is likely to go for
professional college with a high probability of 80%, whereas a
child attending a poor or aver-
age government schools is
likely to complete high school
with 25% to 35% probability
and he or she is likely to have
less than 1% chance of attend-
ing a professional or degree
college. These statistics should
shock any society. But all our
political leaders shed crocodile
tears on this sorry state of af-fairs while sending their chil-
dren to private schools.
It is admirable and praiseworthy
that our political class wants
poor children belonging to
OBC, SC and ST category
should be able to join premier
institutions like IITs and IIMs.
When one looks at the above
table, what chance do they have
of joining even an ordinary pro-
fessional college leave alone
IITs and IIMs? It is only the
children belonging to creamy class with high income level can
afford the expensive coaching
classes and tuition to take com-
petitive examinations. How are
they socially or economically
backward? Does the current
quota system help in the short or
long term to help the downtrod-
den people belonging to eco-
nomically and socially back-
ward classes?
Shocking revelations of dread-
ful quality in rural schools by
Pratham’s ASER :
Since 2005, Pratham
has been conducting ASER
(Annual Status of Education
Report which can be viewed at
www.pratham.org) to provide
district level estimates of the
status of basic learning.
Across the country, 31.9% of the children cannot even recog-
nize alphabets while only 6.9%
can read above level-1. In stan-
dard V, only 58.3% can read at
level-2. The following Table-2
gives the arithmetic levels for
children I to VIII standards.
This is not a pretty picture.

ASER has rein-
forced what we already
knew that while the govern-
ment has succeeded in great measures in creating rea-
sonable amount of educa-
tion infrastructure (number
of primary schools exceed-
ing 1.2 millions) quality of
education our children are
getting is at abysmal level.
While ASER has
showed high enrollment
ratio at primary levels, drop out rates climb to depress-
ing levels as children to go
to higher standards. As a
result India has a poor en-
rolment of 7 per cent stu-
dents in higher education. It
is an average of 25 per cent
in developing countries.
Need for million mutinies
to reform education sector
ASER has also
showed the wrong priorities
of the political class in im-
plementing caste and class
based quota system for in-
stitutes of higher education
like IITs, IIMs, IISc, AIMS,
etc. Experts have showed
that such quota system will help only those who are
from higher income levels
who can attend either resi-
dential schools, or top tier
private schools or can af-
ford to pay huge fees to
attend coaching classes.
What is of critical impor-
tance is to improve the stan-
dards of education in gov-
ernment schools both in
rural and urban areas. To-day teachers working in the
government schools are
better paid, more qualified
and have more training.
Still students are getting
relatively better education
in private schools.
Most teachers are
trained mainly to cover the
syllabus in a mechanical, exam-oriented manner.
Teachers encourage rote
methods and drilling. The
quality of education is a
reflection of the quality of
teachers. Still our political
class wants the appointment
of teachers based not on
merit but on caste. Even
those who are for social
equity and are concerned about the development of
the backward classes do not
agree with these measures.
The Indian government has
earmarked a whopping Rs
850 billion ($21 billion) for
the education sector in the
11th Five Year Plan, which
ends in 2012. The budget is
almost five times more than
the budget allocated for the
education sector in the pre-vious 10th Five Year Plan.
Unless three strate-
gic reforms, namely, elimi-
nation of public examina-
tion system, total decen-
tralization by forming local
level education autonomous
body consisting of educa-
tionists, and appointing
heads of the institutions who are properly selected
for their managerial compe-
tence and training, any
other measure like DPEP,
Serv Sikshan Abhiyan , new

Framework etc will not
have any impact. We need
million mutinies in different
parts of India. There are
thousands of NGOs work-
ing hard to improve the quality of education. Their
efforts are a drop in the
ocean of state indifference
and wrong centralized poli-
cies. Partly literate citizens
are also to blame who have
remained indifferent.
From first day in
the class to the last day,
teachers emphasize how to secure high marks in the
public examinations con-
ducted by faceless people
through an inhuman and
anti-learning system. This
was the system originally
implemented by Macaulay
to produce clerks for East
India. When most of the
developed world has given
up on such examination system, we in India are un-
able to reform or drop it.
Teachers while critical of
the present day examination
system are against the ex-
amination reform since the
status quo gives them ample
opportunities to earn money
through coaching, tuition
and grading papers. We
need to drop public exami-
nation system and move over to a more student and
learning oriented examina-
tion system.

tion was based on total de-
centralization to achieve the
dream of Mahatma Gandhi.
One of the topics to be de-
centralized was education. Since education sector gives
ample opportunities to earn
huge money under the table
through transfer of teachers,
recruitment of staff, selec-
tion of text books, etc po-
litical class would like to
keep all the levers of power
at the state capitals. We
need to dismantle the elabo-
rate centralization and allow
city or taluk level formation of education autonomous
body to take over the re-
sponsibility of education
sector.
Finally we need to appoint

heads of the institutions not
based on some “donkey years”
service system. Such a system
forces the educational institu-tions to appoint the senior most
teacher as the head irrespective
of his or her competence. We
need a new cadre of teachers
who are selected on a competi-
tive basis. They should have
management ability as well as
pedagogical competence. They
should be held accountable to
carry on their responsibilities of
imparting quality education to all while giving them all the
power to hire and fire the teach-
ers like in any well run institu-
tions.
None of the three strategies sug-
gested is easy. But they are ab-solutely necessary. Instead of
working on these reforms to
impart better primary and sec-
ondary education to the children
of OBCs, SCs and STs, our po-
litical class are more interested
in providing higher education
and jobs to the creamy class in
the name of redressing the civi-
lizational blunders of discrimi-
nating against them. The exam-ple of Democratic Presidential
candidate Barrak Obama should
teach our political class how to
help the OBCs. But are they
really interested in helping the
OBCs or more concerned about
the vote bank politics?

just an harbinger
of times to come...
Case of Affirmative Action in US Law Schools
The caste based
reservations in India are
highly criticized not only
because of its methodology or „process‟ but also be-
cause of its „place‟. And
hence there is a general
apprehension about whether
it is serving its „purpose‟ of
not. While in India few
credible researches have
gone into assessing this, a
similar study was done in a
US law school in 2004.
In his research
titled “A systematic analy-
sis of affirmative action in
American law schools”,
Professor (Dr.) Richard H.
Sander made a path break-
ing study and came out with
eye opening results which
have been widey discussed
and debated. Dr. Sander is a
professor of Law at Univer-
sity of California Los Ange-les (ULCA) law school and
analysed the law school
admission data and the fail-
ure rates of the black stu-
dents.

In the US, affirma-
tive actions are the policies
meant to promote the access
of historically socio-
politically non-dominant groups to education and
employment, are also called
racial preference policies or
simply racial quota.
The data showed
that around 50% of black
students formed the bottom
10% of the class and these
were more than twice as
likely as the whites to drop
out. These black students
who were given admission because of the quota were
six times as likely as whites
to fail the bar exam after
multiple attempts.
Based on the
analysis, Prof Sander
reached to the conclusion
that racial preferences in the
admissions resulted in a
counterproductive mis-match between the abilities
of the black beneficiaries
and the law schools which
gave them admission under
affirmative action. In the
case where black students
were given admission pref-
erably under affirmative
action, their failure rates
were much higher than the
law schools which matched
their academic abilities. This in turn harms not only
the law schools but also
these very black students
for whose benefit such poli-
cies are made!
A very similar
condition is prevailing in
the case of caste based res-
ervations in institutes of
higher learning in India.
From Prof Sander‟s re-
search it comes out that a preference-policy benefici-
ary student was more likely
to succeed if he was al-
lowed to take admission in
a college matching his aca-demic calibre – i.e. where s/
he would have got admis-
sion solely based on his/her
merit, rather than s/he be
given admission to an insti-
tute where the teaching rig-
ors are much higher than
what s/he can cope up with.
This points out at
the fallacy in „place‟ ele-ment of the quotas. And this
research result makes a very
strong advocate for removal
or non-inclusion of any
reservation policy in insti-
tutes of higher learning. If
India has to succeed, the
foundation has to be made
strong – focus should be on
primary education and let
the best talent grab the op-
portunity to get through the competition and access the
higher education, irrespec-
tive any bias like caste/
gender. It is time we stop
for a moment and see if our
3Ps are correct: Purpose,
Process, and Place of any
such reservation policies.

How long will brave officers die & for whom ??
. YET ANOTHER
brave man laid down his
life while performing his
duty. Delhi police‟s most decorated inspector Mohan
Chand Sharma‟s sense of
duty can never be forgotten
by a true patriot. When the
entire nation is sceptical of
the response by the state
machinery to terrorists, it‟s
the presence of such brave
officers which provides a
glimmer of hope. May his
soul rest in peace and may his valiant act not go in
vain.
But my only point
is how long should brave
and patriotic officers lay
down their lives for the
blunders committed by an
incompetent government
and coward politicians? The
death of innocent people
doesn‟t matter to them; they are busy playing their own
politics. The Central gov-
ernment has shown no incli-
nation to counter terrorism
and there is a complete ab-
sence of leadership. More-
over, allies of the govern-
ment, like Mulayam Singh
Yadav and Laloo Prasad
Yadav have gone on record
as saying that the Student Islamic Movement of India
(SIMI) is being targeted in
the country. So they are
trying to convey that our
investigation agency and
our intelligence is a total
failure and they are right.
Should not action
be taken against these two
leaders for openly support-
ing the revocation of ban on SIMI? Are these politicians
not as culpable as the ones
who commit the dastardly
acts of terror?
Terrorists will win,
if an unspoken religious
subtext defines and divides
our political class. The main
opposition party is leaving
no stone unturned in harp-
ing on the reintroduction of
the Prevention of Terrorism
Act (POTA) and in criticis-
ing the Centre; but it has no
time to focus on the prob-lem and find a solution. At
times I feel why the terror
attack failed on December
13, 2001. I don‟t want as-
surances and condolences
anymore.
At the present mo-
ment the state looks weak,
helpless and paralysed.
Politicians are only concen-
trating on their vote banks and delivering parochial
speeches to strengthen their
position before the general
elections. They just can‟t
act strongly in an hour of
crisis. Shivraj Patil was
more interested in dressing
himself up when he was
inspecting the blast sites.
He is the wrong man for the
job. The Prime Minister hasn‟t addressed the nation
for years on television now
and is shying away from his
responsibility and credibil-
ity by not convening the
monsoon session of parlia-
ment. This is the new face
of the world‟s largest de-
mocracy. The nation, as a
matter of serious planning
and vision, has simply van-
ished from the agenda of those who are the known
faces of our leadership and
represent the decision-
making apparatus of the
country.
Our ministers are
busy playing their cards
right to improve their
chances at the next elec-
tions; but none of them has
ever shown any interest in
pushing for reforms in the
police force or giving more
power to our security agen-
cies or bringing in stringent laws or modernising our
security apparatus. The in-
formation and broadcasting
minister P.R Dasmunshi
said that there was no need
for special powers for the
police to deal with jihadi
terrorism. He even ridiculed
the concern raised by the
public over the recurring
jihadi terrorist strikes across
the country. The English daily ‟Hindu‟ quoted him as
saying, "Can anyone predict
a terrorist strike? No gov-
ernment can prevent it." So,
going by his words, the
innocent civilians of this
country have no option but
to keep dying at the hands
of the terrorists.
Do I need to say anything
more?
I just want all of us
to come forward and de-
mand action from the gov-
ernment. A nation‟s collec-
tive will is the biggest
weapon against fissiparous
tendencies. America and
China have shown that.
There should be a policy of
„no compromise‟ on inter-nal security. to eliminate

.this weed; we must get
ready to face the wrath of
these malevolent elements
with the confidence of a victor. People‟s power has
shown the way before and
this is the right time for all
concerned citizens to come
forward and gel as a force
to reckon with. We have to
decide how many more
lives will force us to rise in
revolt under one banner,
namely the tricolour. If you
cannot, then I don‟t want
another inspector like Mohan Chand Sharma to
lay down his life for the
welfare of the callous citi-
zens of the country. This is
very true because only five
per cent of Indians partici-
pated in the freedom strug-
gle; the rest were too lazy
and sadly it could be so this
time too.

Increase in creamy layer limit is Anti Poor and divisive: Sign online Petition
To all well meaning citizens of India
Govt‟ s decision of increasing creamy layer limit to 4.5 lakhs will defeat the very purpose of reserva-
tion phenomenon. This way we are overlooking, a significant section of backward class who feel dif-
ficulties to even manage their daily meal. They can never be benefited through this reservation pol-
icy.
During the arguments on legality of 27% Quota for OBCs, we have seen the examples of Rikshapull-
ers, Sweepers etc but when it came in fixing the creamy layer limit, we totally forgot them.
In support of 27% reservation for OBCs, it had been submitted that, 97.5% of OBC population had a
daily income of less than Rs 80 but when it came for distribution of reservation benefits, income of
Rs 1200/- per day will be beneficiary of reservation.
Govt‟s argument for hike in creamy layer limit to keep with economic changes sounds absurd, as if the economy is changing for particular caste. If there is inflation, that is for whole Indian society irre-
spective of caste. The transition of creamy layer limit from 1lakh to 2.5 lakhs to 4.5lkahs and now in Uttar Pradesh it is
