Introduction

The headline is all too common: Schools budgets are shrinking and schools are looking for new ways to reduce their costs. While Federal and state governments continue to reduce school funding, parents and school boards are asking for more programs while student enrollment increases. All of this is in addition to the mandatory testing requirements that strain already tight budgets. Many simply cannot afford expensive computer labs or the infrastructure that is needed to support it.
