THE PROGRAMME

After a long deliberation, a critically important legislation, "The Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (LARR Act)" was introduced

by the Government of India. Undoubtedly, the subject being an industrial affair will have a significant

impact on the senior management of implementing agencies towards their understanding, approach

and the way they design and implement their policies in this regard. Under the backdrop, NSB involving

relevant stakeholders and experts has designed a three day training programme on efficient

management of LAND ACQUISITION, REHABILITATION & RESETTLEMENT. The basic objective of the

programme is to provide an insight on the legislation, concepts, best practices, innovative measures,

latest approaches and methods of LAND ACQUISITION, REHABILITATION & RESETTLEMENT for

professionals who are responsible for planning, execution and monitoring of these activities and enable

them to positively engage with community and other Stakeholders.

OBJECTIVES

Critically examine the salient features of the Right to Fair Compensation and Transparency in

Land Acquisition, Rehabilitation and Resettlement Act, 2013 (LARR).

Define the concept of displacement, resettlement & rehabilitation

Comprehend the magnitude and impact of displacement, resettlement and rehabilitation in

different sectors.

Explain the national and international norms and plans on Rehabilitation

Recognise the role and responsibilities of stakeholders and prepare an action plan to minimize

displacement and reduce the trauma of displaced people.

Conflict resolving and community engagement techniques

Involving affected persons in the resettlement planning process

The Right to Fair Compensation and Transparence in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (LARR)–/Rules/Procedures practiced in India

Definition; background, aims and objectives of resettlement plans

Preparation and execution of resettlement plans; importance of resource and socio-economic surveys.

Impact assessment methodology, Base line data; mitigation measures and monitoring and evaluation

Alternative Methods and choices to reduce the displacement and minimize the trauma of the displaced persons

The role of Governments/Project Authorities/NGOs in reducing the trauma of the Displaced Persons and Project Affected Persons

PROGRAMME DELIVERY

A rich blend of interactive class-room sessions, sharing of experiences, film shows/videos, case studies/ hands on exercises, simulation games, lectures and presentations by experts/activists from the field for developing core competence shall be the mainstay of this programme. The multi disciplined experts at NSB will use their rich industrial and public policy experience to orient the professionals considering the social reality and the field challenges.

Expected outcome

The participants will be able to become effective in dealing with LAND ACQUISITION, REHABILITATION & RESETTLEMENT activities in a systematic manner, by demonstrating confidence and practicing new skills in implementing Government guidelines on these subjects, and by focusing their interventions on pressing development issues which are well aligned with government programmes.
