Osborne and Gaebler suggest that governments should:

1) steer, not row (or as Mario Cuomo put it, "it is not government's obligation to provide services, but to see that they're provided")

2) empower communities to solve their own problems rather than simply deliver services

3) encourage competition rather than monopolies

4) be driven by missions, rather than rules5) be results-oriented by funding outcomes

rather than inputs

7) concentrate on earning money rather than

A. Local Government Code of 1991

One of the main failures of the Weberian bureaucracy is it’s being too HIERARCHICAL & CENTRALIZED.

The 1991 LGC is a big step towards

DECENTRALIZATION & DEVOLUTION of power and function.

Grounds for the LGC of 1991:“It is more efficient for local authorities to

administer said functions because they are in a better position to respond to diverse and changing local conditions; it promotes local democracy since local elected officials are now responsible for the delivery of such functions; and it is more equitable in the sense that local communities are more likely to get their due share of public services.” (Mila A. Reforma, 1998)

B. PrivatizationPrivatization is founded on the principle that

“governments should steer, not row” and that "it is not government's obligation to provide services, but to see that they're provided".

Government should only come in areas where private sector is unwilling or unable to provide the goods and services in a market setting.

Strategy to reduce capital outlays and financial burden of government.

Part of the conditionalities of IMF and WB.

C. Build-Operate and Transfer (BOT) Law/ Public-Private PartnershipThis law allows the private sector to construct,

own, maintain, operate ,and manage infrastructure projects.

This opens the doors to active participation by the private sector in development/infrastructure projects of the government, such as roads, highways, expressways, public markets, ports, harbors, airports, industrial estates, solid waste management, telecommunications, and so forth.

D. Use of Alternative Mechanisms for Service Delivery/ NGOsThe inadequacy and ineffectiveness of

government in delivering basic services to the people have altogether led to the opening up of service delivery functions to NGOs and quasi-NGOs.

The absence of structural or bureaucratic constraints in the operation of many NGOs and QUANGOs makes them more reliable and efficient implementing mechanisms of basic services.
