Introduction - What is ReSAKSS? (1)

Regional Strategic Analysis and Knowledge Support System

Information and knowledge management system Africa-wide initiative organized in three nodes and implemented by IFPRI, ILRI, IWMI/ICRISAT, and IITA in collaboration with regional and national partners

ReSAKSS-ECA based at ILRI for COMESA region; ReSAKSS-SA based at IMWI/ICRISAT for SADC region; and ReSAKSS-WA based at IITA for ECOWAS region. Africa–wide coordination is by IFPRI

Phase I jointly funded by: United States Agency for International Development (USAID);

UK Department for International Development (DFID); and

Swedish International Development Cooperation Agency (SIDA)

Phase II -2011-2015 USAID & Bill and Melinda Gates Foundation through IFPRI

Objectives of ReSAKSS

Aim is to promote and support effective and sustainable agricultural and rural development in Africa

By providing analytical and knowledge support to RECs, governments, donors, etc in the implementation, monitoring and evaluation of CAADP and other agricultural development strategies across Africa

Form of policy-relevant analysis, data, and tools to improve policy making, fill knowledge gaps, promote dialogue, and facilitate the benchmarking and review processes associated development strategies under CAADP

How does ReSAKSS Work? (1)

Common agenda across all the three ReSAKSS nodes: Strategic Analysis, Knowledge Management and Communication, and Capacity building Monitoring and Evaluation of CAADP is integral to all of the above

Nodes implement work plans that are defined through a consultative process with stakeholders and driven by respective RECs – who serve as Chairs of Steering Committees

Wide range of collaborative networks of users and suppliers of knowledge and research products

How does ReSAKSS Work? (3)

ToRs of the Steering Committee:

Provides political and strategic guidance to the ReSAKSS-ECA Node

Reviews and makes recommendations on the future plans of the node and discusses the strategic implementation of activities in line with its multi-year work plan

Guides and supports the building of strategic partnerships and collaborations to enhance effective implementation of ReSAKSS agenda, leveraging resources and sharing lessons.

Work/Activities of ReSAKSS-ECA Common agenda across all the three ReSAKSS nodes: 1. Strategic analysis: e.g. growth and investment options

(role of livestock); impact of NTBs in EAC; impact of CET in COMESA region; vulnerability analysis; Mapping investments (donors, governments, etc.); responding to the rising food prices in ESA; dynamics of intra-regional trade; Regional M&E framework

2. Knowledge management: e.g. ReSAKSS website- data, knowledge products (WPs, briefs, e-newsletter, presentations, posters); database of agric and RD indicators, synthesis of existing research and analysis

3. Capacity building: economic modelling, targeted GIS training, support to country CAADP roundtable processes, operationalization of M&E; support to collaborators in database design and management

Future outlook and work plan (1)

Two components in Phase II: Consolidation

Leading knowledge platform for agricultural

policy planning and implementation in the

region;

Operationalization at country level of the

monitoring and evaluation system (M&E); and

Technical assistance for the establishment

and operation of country SAKSS nodes
