General Conditions of Recognition

– 171 conditions

– plus QCF regulatory arrangements

Change in regulatory focus

– From point of qualification accreditation

– To throughout the life cycle of the qualification.

Change for both the regulator – Ofqual - and for

awarding organisations

Reviews

Review of the QCF

• Areas under review:

– Reduction in the detailed QCF rules

– Assessment focus to ensure validity and reliability

– Structure and sharing of units

Review of Guided Learning Hours (GLH) /

• New definition of Total Qualification Time:

TQT = guided learning hours (glh) + directed study hours (dsh) + dedicated assessment hours (dah)

Highlights

• Unit bank will close

– 2 year notice period for any withdrawal of shared units

• Withdrawal of the QCF rules

– Does not mean that QCF style qualifications will

disappear

– Qualifications must at that point be “valid” and

comply with the conditions

– if Award, Certificate, Diploma removed, what will

replace them?

• Consistent approach to credit

– glh consultation highlighted current inconsistencies

in calculation

• SFA funding currently requires QCF accreditation
