My sincere congratulations to the Bago City College’ Teachers’ Certificate Program graduates from Vientiane, Laos! The hard work, perseverance and dedication in the academe world has reached its pinnacle, and today you are conferred with the honorable tag as graduates. You have worked long and hard and you deserve the honor being conferred to you today.

As you continue to move forward to face new challenges in your teaching career, let the sense of patriotism and gratitude be virtues wherever your fate brings you. As patriots, be the best Filipinos that you can be by being the best professional in your field of endeavor.

Always bear in mind that academic institutions were established to mold and develop great men and women who will dedicate their idealism, enthusiasm and great works for the betterment of this country and ASEAN nations as well. However, always be thankful to the ones who made your achievements today – your parents, spouses, teachers and mentors. Indeed, you have been provided enough inputs and trainings that you may use as tools in overcoming the upcoming challenges. Remember, as you keep climbing the ladder of success, the obstacles become more difficult and you need to remain strong, dedicated and committed into becoming great teachers of your time. You have once again proven the nobility of your profession as molders of great and self-sacrificing individuals. To one and all, Congratulations and Godspeed.

I wish to convey my warmest congratulations and best wishes to the Filipino graduates of the Teacher’s Certificate Program (TCP) program conducted by International Technology Management Corp. Philippines (Intem) and Bago City College in Vientiane, Lao PDR from October 2015 to October 2016.

Your completion of the requirements and successful passing of the assessment and evaluation examinations of the TCP program are testaments to your hard work and dedication to the field of teaching. You may have faced difficulties and challenges balancing your workload during the week and your TCP lessons during the weekends, but such hardships were worth it as you would now reap the benefits of your diligent efforts. A teacher’s job is a noble one, as you impart not only academic knowledge to your students, but also life lessons that they will carry throughout their lives.

I hope that you will continue to excel in your career in helping shape the lives of future leaders of this country. I wish to take this opportunity to express my sincere appreciation to Intem Philippines and Bago City College for providing an opportunity for the Filipinos to become professional educators.

I also wish to acknowledge Dr. Bernadette Gonzales, Chief Executive Officer (CEO) of Intem Philippines, for taking this initiative to bring this distance-learning program from the Philippines to Laos. I am hopeful that these efforts to come up with programs to assist Filipinos in their respective career growth and development will continue, so that they will be able to contribute more to Lao society as well as to the positive image of the Philippines and respected reputation of Filipinos.

History of the Teacher Certification Program (TCP) in LaosBy: Faith Ruth Villanueva

VIENTIANE, LAOS. As lead adviser to the Ministry of Education and Sports (MOES), for ADB Grant 0257 (Secondary Education Sector Development Project) Dr. Bernadette Gonzales, President and CEO of International Technology Management Corp. (INTEM), developed the Teacher Recruitment, Placement and Performance Management Policy; Teacher Upgrade Schemes, and revised the pre-service training curriculum for the MOES as implementation support to Lao Education reforms. She saw the need for Laos-based Filipino teachers to have a continuing professional development course.

Thus, a series of special workshops for teachers to develop Pedagogical Content/Context Knowledge (PCK) and skills were conducted no less by Dr. Gonzales and BESDP/SESDP Deputy Team Leader for Education Quality – Mr. Joel Wayne Ganibe (who oversaw the redesign of the new pre-service teacher training curriculum to competency based mode and designed the corresponding in-service training courses; instructional materials production and ICT4E strategies) aligning competencies of Filipino teachers with the newly established standards at the Ministry. first Experiential Learning for Instructors Training Enhancement (ELITE), a 5-module course for Filipino teachers in Laos was organized in 2013.

Dr. Gonzales then initiated a partnership between INTEM and Bago City College to provide continuous professional education (CPE) services for Laos-based Filipino teachers through the Teacher Certificate Program (TCP).

On November 27-29, 2015, twenty-nine (29) student-teachers finished the TCP 1 module. No less than BCC President Dr. George Parroco and his team flew to Laos for the Assessment and Certification Exam for the TCP 1 – Batch 1 group.

Currently, the professional development courses created by BCC and INTEM can be categorized into three groups: (1) the Bachelor of Education Program for undergrad students, (2) the Teacher’s Certificate for Professionalism 1 (TCP 1) – for college degree holders to acquire 18 units of Education (as a qualification for the Philippine Licensure Exam for Teachers), and (3) Teacher’s Certificate Program 2 (TCP 2) – an additional 18 Education units for students who wish to acquire a Certificate in Teaching Education.

Dr. Gorgonio George T. Parroco, President of Bago City College (BCC) and his team flew to Laos for the Certification/ Assessment Exams for batch 1.
