IntroductionIn 1978, massive congestion at Karachi Port brought Pakistan’s logistics cycle to a grinding halt resulting in severe shortage of essential commodities in various parts of the country. The crisis warranted urgent measures to restore normalcy and avoid recurrence of logistic emergencies in future. For this purpose, National Logistic Cell (NLC) was created as strategic Crisis Management Organization on 20 July 1978 as a special autonomous cell in the Ministry of Communications. The Cabinet Division Government of Pakistan issued Notification for establishment of National Logistic Board (NLB) and NLC on 12 AUG 1978

TollingIn 1999, NLC was assigned the task of reviving the sick tolling sector and making it a major source of earning for the Government. NLC introduced a comprehensive package of reforms in collection of Toll revenue primarily focusing on prevention of corruption, induction of strong management & efficient human resource, installation of e-system on toll plazas, round the clock monitoring through CCTV and feedback from commuters and general public. Due to tremendous credibility established by NLC, people now by and large consider paying toll tax as civic responsibility.

Training Of Tolling Staff

NLC Tolling has trained staff over 1000 working on various Toll Plazas. Apart from on job training at the Toll Plazas under the supervision of Toll Plaza Manager, a school is being run for training of Tolling staff under management respective Tolling Projects for following staff:→ Newly inducted employees (operational and management).→ Technical training for operating ETTM system

Dry Ports & Border Terminals

The Dry Ports managed by NLC are known for their client friendly facilities, state of the art infrastructure with least administrative encumbrances in accordance with Government policies, rules and regulations. The businessmen and traders are afforded facilities like easy customs clearance, comprehensive handling services, safe & accessible warehousing and inland movement of goods to any location within Pakistan. The Dry Ports and Border Terminals are adequately equipped with Cargo Scanners, Baggage Scanners, Weigh Bridges, Cranes of Different Capacities, Reach Stackers, Top Lifters, Fork Lifters, Tender Fire Crash Tractors, Mechanical Brooms, Towed Water Bowzers, Aerial Platform

Border TerminalsDevelopment of a network of Border Terminals is imperative to materialize the objective of promoting inter regional and intra-regional trade & business. To achieve this end, NLC has set up Border Terminals at Wagha, Torkham/Jamrud, Chaman.These Terminals are playing a crucial role in boosting trade with neighouring India and Afghanistan. Similar Terminals are being established at Sust, Taftan border points to facilitate import/export business with China and Iran, respectively.Another terminal is  Multimodal Transit Hub .

Sharing success with the community constitutes an important plank of the core values of every Corporate Organization. Cognizant of its obligation to the society, NLC has initiated projects aimed at the betterment of the common people and serving them without distinction of cast and creed. Of all Government sector institutions, NLC is the pioneer to undertake CSR projects. NLC has established technical institutes, play grounds, public parks and a modern Motocross Track where armature and professional competitions of off-road sport are being regularly organized
