Solution: Build in ‘adaptability / re-usability” from the start;- Use opensource programs- Low adaption costs

Solutions: Make it easier to add third party support / services- Translation support- English as a second / foreign language support- Study skill support- Online study skill support

3.4: Collaborate with other institutions and stakeholders in stimulating community of practices
New recommendation: Stimulating (European) community of practice
Institutions involved in OER/OEP development in small languages should make use of large European Initatives to reach a larger audience: e.g. EMMA, ECO and OpenupED
