But often are people who are poor and homeless, looking for any chance to survive there daily living.

Of course should thief’s be persecuted but I want point out in my clip, that (also) specially people who are coming fresh out of jail often don’t know how to continue their life and if there not being helped to integrate themselves into the society back again, that they fall into their old life back.
