• TheRFQlackstheintentcomponent.• Whentheintentcomponentismissing,thedocumentismerelyaninvitationtobid.

• In1996theUnitedNationsCommissiononInternationalTradeLaw(UNCITRAL)adoptedtheModelLawonElectronicCommerce,whichoffersmemberstatesoftheUnitedNationsmethodstoaddressbarrierstotheuseofelectroniccommunicationsintheircommerciallaw.
