- Required to provide local citizen services
- Financing is related to tax income / amount of residents

Size and financial capability are very different
Different capability to provide public services for citizens
Different rules for citizens request public service (up to local government regulations)
Local government capability for IT development
According budget, missing of IT personnel, clear understanding central government IT strategy etc:
Development of IT systems was different or missed at all
NO reasons to develop 226 Information Systems when basic needs for the IS are the same!
IT will help provide public services for citizens / grow of citizens involvement in government actions
Ministry of Interior role
From 2007 decided it would be Ministry of Interior to take responsibilities helping
support local municipalities improve quality and availability of public electronic services!
