It outlines key trends, challenges and technological developments that are likely to have an impact on schools over the next five years. It builds on the well-established methodology of the NMC Horizon Reports and the contribution of 53 experts from 22 European countries. The Creative Classrooms framework developed by JRC-IPTS is used to link the analysis of the report's topics to essential questions of policy, leadership and practice that are needed to mainstream ICT-enabled learning innovations.
