INTRODUCTION TO TIP AND HAMBOYE VILLAGE

INTRODUCTION OF TIP: TIP is Traditional Irrigation and Environmental
Development Organization, which started its operation on August 1, 1999.
The basis for this new NGO was formed during the past 10years since 1988 when TIP was launched as a Traditional Irrigation Improvement Programme under the Netherlands Development Organization SNV.
During these years TIP worked through the district councils of seven districts, i.e Kilosa, Mpwapwa, Iringa, Arumeru, Mwanga, Same and Lushoto as a strategy to reach farmers in Traditional Irrigated areas. During the third phase of the programme (phase 3 1997-2000) it was decided to institutionalize the TIP programme into an NGO in order to assure the continuation of the TIP activities for years to come.
OBJECTIVIVE:
Is to effectively contribute to the socio-economic development of men and
women living in selected traditional irrigation area in the context of sustainable agriculture and natural resource management.
TIP PACKAGE:
TIP package consists of four main components.
Organisational strengthening and gender. Soil and water conservation. Tradition irrigation. Marketing.
TIP APPROACH:
In the implementation of the above four activities TIP uses the following stepwise approach.
Request; request for assistance formulation by water users.
Introduction; Knowing each other (TIP vs farmers). Intake evaluation / PRA; Situation analysis as well as
study the background of the request. Agreement; Define and agree upon constitution and
participation of involved parties. Implementation; Implementation of the agreement. Conclusion; Evaluation of the achievements. Follow-up; Follow up depending upon the conclusion.
(filling gaps).
ACHIEVEMENTS:
80 WUGS (with 20000 water users) have been assisted. 2000 ha of irrigated land has been conserved with bench
terraces, cut off drains, tree planting. 13 dams constructed. 14 intakes constructed. 3 domestic water structures 1 cattle trough constructed. 4 water drops constructed 2 gully crossing structures constructed. 1 low pressure sprinkler installed Registration of 7 WUGS Gender awareness training – 80 WUGS
Leadership training – 75 WUGS Communication – 80 WUGS Legal rights – 30 WUGS HIV/AIDS training – 80 WUGS. Book keeping – 60 WUGS Record keeping 50 WUGS Saving and credit – 40 WUGS Business awareness – 10 WUGS 200 village technicians trained. Tree nursery establishment and management – 70

HAMBOYE VILLAGE
Hamboye village it’s a new village recently started in 2005 which formerly was in Manolo village
The village is located at 414000 East to 416000 East and 9488000 North. The size of the village is 5000 ha cultivated area is 4900ha where by 100ha is not cultivated, with the population of 4114 (2202 women 1912 men and with 932 households.
The major tribe is Wambaa with few Wapare. Majority of them are Muslims. There are 4 hamlets in the village which are Tetei, Dule, Kwemazumba and Hamboye.
Major crops grown are tomatoes, sweet paper, cabbage, beans maize, what, Irish potatoes as well as peas fruits. The major livelihood activities are agriculture and livestock keeping. Major problems facing these people at this village are insufficiency of domestic water, accessibility of the road during rain seasons, flooding of the valley bottom during rain season cultivation around the water sources, difficulties of organization of farmers since it’s a new village, insufficiency of primary classrooms.
Historical perspective of Hamboye TIP started to work at the village in 2001 at one of the
hamlets known as Dule. It was through farmers’ request which was sent to the TIP office in 1996. Activities carried by the TIP package was explained to the farmers, PRA exercise was conducted, Implementation of the package took place.
Problems gathered during PRA exercise were:- Insufficient of water for irrigation as well as insufficient of
domestic water Low crop yield. Shortage of fuel wood Shortage of fodder Increase of population Workloads to women
These problems were solved through TIP package where by various trainings were conducted i.e. gender awareness training, leadership, communication, farmers excursion, HIV/AIDS training business awareness, legal rights training, village technicians training in soil and water conservation, tree nursery establishment and management.
Also one irrigation dam and one domestic structure have been constructed. The group has 113 water users where by 67 are women and 66 are men. There is a water use r committee with 10 people 5 men and 5 female.
The irrigation area is 30 ha where by 20 ha have being conserved by bench terraces, cutoff drains and trees. Trees planted are 3962 (cedrella (60), Grevillea (282) casuarinas (160). Acrocarpus (80), eucalyptus (508), Cyprus (2818).
Lessons leant: the group was very positive in adopting TIP
package Approach used was participatory one since
farmers knows exactly what their roles are and what the roles are.
Cultivation around the water source was a very difficult issue to solve
Reluctance of to other farmer who ware not among the irrigators to carry out physical soil conservation measures
Suring rain seasons the road is silted up by the loose soils which come from the steep slopes which are not conserved.
Problems encountered by TIP:
Too much request that the organization can handle Existing traditions and customs especially issues of
involvement of women in development activities. Farmers have other burning issues which the
organization cannot handle e.g. domestic water Farmers being assisted by the NGO the crop
production has increased and hence raised a problem of marketing
TIP relationship with other district departments:
The Implementation of TIP package, TIP does cooperate with other departments like community development, agriculture department, forestry department cooperative department and water and land department.
Recommendations:
Since Tip is working at a very small area i.e. in one hamlet its not easier to reach the whole village as far as the issue of environmental conservation is concerned, so its high time now for the village government to implement this bylaws so the Hamboye soil could be saved.
