Fee levied on all imports of phosphorous per kilo

Food becomes more expensive., but organics get relatively cheaper

Solutions to recycle phosphorous become much more competitive

Water treatment becomes cheaper as phosphorous is removed upstream

It makes more and more economic sense to recover phosphorous and pollution abates

Households get good percentage of phosphorous levy paid to them.
