According to current FIFA habit, no more than one city may use two stadiums, and the number of host cities is limited between eight to ten of the city. Brazilian Football Confederation (CBF) requested permission to wear 12 cities hosted the World Cup. On 26 December 2008, FIFA gave permission to the CBF plans to use the 12 cities.

Even before the 12 host cities selected, there is little doubt that the chosen venue for the final match will be the Maracanã in the city of Rio de Janeiro , which also hosted the FIFA World Cup play-off in 1950 . CBF its original intention is to host the opening match at Estádio do Morumbi in São Paulo , the largest city in Brazil. However, on June 14, 2010 the stadium was removed from one of the

stadiums hosting the tournament because of a failure to provide financial guarantees for the improvements needed to have as an eligible place. In late August 2010, the CBF announces that the opening match will held inArena Corinthians in São Paulo and although the stadium was originally designed to have a capacity of 48,000 seats, the project has been modified to increase to at least 65,000 to make it comply with the requirements for the opening game.

Reported U.S. $ 3.47 billion has been spent on the stadium project. Five of the cities host selected have places with a brand new custom built for the World Cup, while the National Stadium Mane Garrincha in the capital Brasilia was destroyed and rebuilt, and the remaining six were many renovated. [20] Maracanã Stadium in Rio de Janeiro, already holds the record for attendance ( 199.854 ) for the FIFA World Cup Final match, which is the largest of the stadium and will host the finals. CBF originally intended to host the opening match in São Paulo at the Morumbi Stadium but was dropped in 2010 and replaced by the Arena Corinthians after failing to provide financial guarantees for the necessary repairs.

The new stadium first, Castelao , in Fortaleza , began operating in January 2013. According to Joe Leahy of the Financial Times , a job in Castelao, "could be an example for other sporting public works", since the project is "coming in cheaper budget per seat "compared to the Maracanã stadium in Rio. Six of the space provided is being used during the FIFA Confederations Cup in 2013 . The completion of the Arena Corinthians has been hindered by a fatal crane collapse in November 2013 that destroyed part of the stadium, killing two construction workers.

On January 22, 2014, FIFA general secretary Jerome Valcke visited sites Arena da Baixada in Curitiba and stated that the city can be eliminated as a World Cup host city if adequate progress in the renovation of the arena was not shown on February 18
