Public perception on skilling which is viewed as last option meant for

Lack of availability of good quality trainers
Skill landscape has been largely devoid of industry/employer linkages until last few years
93% of workforce is in informal/unorganized sector. Consequently it is difficult to map existing skills in unorganized sector and gauge skilling requirements in sector
Job creation for youth is a major challenge. Global innovation index 2014 ranks India 76 out of 143 countries
Indian capacity for harnessing entrepreneurship has not been fully realized- the MSME (micro, small & medium enterprises) sector contributes to only 17% of GDP

CapacityIndia has a tremendous amount of hard and soft infrastructure Over 10 lakh institutional buildings that are used for less than 40 hours a weekOver 1.55 million schools, 25000 colleges, 3200 polytechnics, 83 youth hostels, 1.5 lakh post offices, over 1 lakh kiosks across country and 65000 km of railway network in the country with over 8000 stations out of which a large proportion have adequate infrastructure facilities, electric supply and exclusive optical fibre cable network
Quality“One nation One standard” should become the mantra. This will help Indian youth to secure local, national & international job opportunities.
SynergyMake in India and skill India are complementary to each other. Make in India will promote manufacturing in 25 sectors of economy which will lead to need for skilled manpower.
Mobilization & engagementSkill development is a shared responsibility of both government as well as industry. Industry should design curricula and standards for skill training courses.
Global partnershipsTo leverage best practices from across the world. This will enrich domestic training programmesCurrently there are about 14 million Indians overseas, 70 % of whom are unskilled or semiskilled labourers
OutreachThe proposed KVKs will play a pivotal role in identifying local employment opportunities and providing adequate training and post training support according to needs of local areas.
ICT enablementTechnology will be used to scale up training facilities, enable access to remote areas and increase cost effectiveness of delivery of vocational training.
Trainers and AssessorsThere should be quality trainers and assessors who are capable of training people in several fields and ensure consistent outcomes of assessment and certification process.
InclusivityIt is necessary to promote skill development initiatives that will ensure inclusivity irrespective of gender, location, caste, sector etc

Recent developments
Oracle on 12th Feb 2016 announced to build a new 2.8 million sq. ft campus in Bengaluru. Oracle academy will launch an initiative to train more than half a million students each year to develop computer science skills
Indian government calls upon prison administration authorities to adopt skill development programme to accelerate prison reforms
MSDE has partnered with Ministry of external affairs for the implementation of Pravasi Kaushal Vikas Yojana (PKVY) under which 50 centres will be opened by the end of this year in India
International companies like Heraud, Skillsonics and Mahindra, Future group, Kalyani at national level are investing in skill development
Launched labour management information system (LMIS) which will sort out the issue of integrated database of skilled, unskilled, employed and unemployed
MSDE has formulated a crack “Skill development” scheme in 34 Naxal hit districts
