An important step towards bilingualism was the European Section Program for Kindergarten, Primary and Secondary schools in 2005. Students can choose to study different subjects in English.

• 2010 – 2011: There are 183 bilingual centers and 189 bilingual sections, in which parents can choose different subjects in English (there can be more than one class per course). They represent 21% of the total amount of educational institutions in CLM.

• 2011-2012: There will be 204 bilingual sections (170 in English and 34 in French) in 195 education centers. Different sections could be found in the same centre. 89 programs in Kindergartens and Primary centers. 108 in Secondary education. 7 in Vocational Training.

• A total of 1.300 teachers will work in these centers.

• A total of 32.000 students will study in bilingual centers.

• There are native speakers who provide assistance in conversation classes and provide first hand cultural knowledge to the students and teachers. In 2011-2012 there will be 214 native speakers.

• At least two non-linguistic subjects should be taught in a foreign language (English or French).

• The most common subjects are: Social Sciences, Biology, and Arts & Crafts in Kindergarten and Primary school. Biology, Social Sciences, Maths, and Technology in Secondary school.

• In all the bilingual centers there is a linguistic consultant.

Requirements to become a teacher in a bilingual Requirements to become a teacher in a bilingual High School in Castilla - la ManchaHigh School in Castilla - la Mancha

1) To hold a higher education degree.

2) To have a teaching certificate (CAP) or a Master's degree

3) To have certifications proving linguistic competence of B2 or higher within the European Reference Framework for Languages. To do that, teachers need to legalize their certificates (national or international certificates) through the “Conserjería de Educación, Ciencia y Cultura de CLM”

Main Objectives

• All students in CLM should be able to use fluently at least one foreign language.

• To study a second language both linguistically and in context.

Eight Secondary Objectives. Some of them are:

1) To increase the number of bilingual educational centers in CLM and to encourage a stronger link between bilingual Primary schools and bilingual Secondary schools.

2) Teacher´s Training. Five routes have been developed, being the most important:• El Programa de Aprendizaje de Lenguas (PALE).• Language learning abroad.• Content learning: 100 hours length.

3) Linguistic Immersion Programs for students. These will be held annually, will include 3.500 students and will be carried out in the context of European Education Programs.

4) The plan takes into account also adults and foreigners, and includes Spanish courses in Escuelas Oficiales de Idiomas, Adults Centers and so on.

5) To teach Spanish to foreigners but always maintaining their culture. In order to do that, agreements have already been made with Rumania and Morocco.

6) Everybody has the right to take an official exam and to obtain a certificate assessing their competence level.

7) Library resources will be revised in order to update language resources.

The results of the plan are evaluated every year.

• The bilingual program was set in Andalucía in the year 2000 and in Castilla la Mancha in 2005.

• In Andalucía, in the years 2010-2011, there are 762 bilingual public centers and in Castilla la Mancha 183.

• There are 4320 teachers in bilingual centers in Andalucía of which 1244 are native speakers. In contrast, in Castilla La Mancha there are 1300 teachers, 214 natives.
