Background

• The Greater Christchurch Education Renewal Programme (GCERP) was established following the February 2011 earthquakes to respond to major building and land damage and demographic change.

• An infrastructure work programme is underway to deliver repairs, remodels, rebuilds and new schools across greater Christchurch.

• The programme provides a unique opportunity to not only restore but renew the education system. It will deliver improved facilities that reshape education delivery, improve learning outcomes and raise student achievement.

Their priorities...Priority 1Mergers, closures and dependencies – schools where deadlines have been announced (new schools, closures or mergers). This includes schools that are key dependencies to other schools with committed dates.Priority 2Roll growth and capacity - schools where works are required because the existing network does not have capacity to accommodate projected roll levels. Projects should be completed as soon as possible.Priority 3Student achievement - schools where there is key opportunity to undertake property works aimed at improving student achievement. Promoting the needs of priority learners, inclusion, greater community cohesion and innovation are key factors.

Priority 4Effectiveness in delivery - improves the quality of the built environment and deliver programme efficiencies.Ministry representatives are planning to visit all learning community clusters and key stakeholders from the wider community over the next two to three months to discuss and provide more information about the property programme and how it will be delivered. To date approximately $60m has been spent carrying out repairs to the majority of schools in greater Christchurch as well as 21 swimming pool repairs. The programme has also established more than 120 temporary classrooms at 12 schools and commissioned and received more than 2,000 engineering building reports.

The property programme...Which schools are in the property programme and when willwork be completed?

By 2017, $500 million will have been invested in the schools programme.Work on all schools in the programme will be completed by 2022.

The table left, identifies the 115 schools involved in the property programme.

After 2017 we will undertake a review of the programme to bring forward thework scheduled in the latter years.

Master PlanningDelivering the capital programmeWhen a school enters the capital programme, one of the first activities will be to develop a master plan. This process involves a series of workshops with the school, facilitated by Ministry appointed consultants. This issue focuses on providing information about the master planning phase to coincide with a number of schools which are beginning or about to begin their master planning journey.

What is a master plan?The master plan is a comprehensive long term plan intended to establish and guide the future development of the school site. It is a blueprint that reflects a clear vision for the future direction of teaching and learning at the school and is supported by policies, guidelines and priorities.

The master plan will identify priorities for action (based on the educational vision), set out suggested relationships between public and private spaces, determine the activities and uses which will take place in school areas and identifies movement patterns around the school. Master planning can help redefine a familiar place, opening up its potential and offering new insights into the place it could be. The master plan can help bring out the best in an area in terms of its landscape, topography and ecology. An example of a master plan is shown below

Master PlanningWhy do schools need a master plan?To ensure a coordinated approach to property development and maintenance, each school will develop an overarching site plan that will be delivered over the long term.

The school will develop their 10 year property plan (10YPP) from the master plan. We expect that a significant part of the master plan will be implemented under the Christchurch Schools Rebuild (CSR) Programme, however, there are likely to be elements of the plan that will be implemented over a longer period.

The master plan will include an implementation strategy and a staged approach for site development. This is shown in diagram 1 below.Under the CSR programme the Ministry’s priorities are to:

● upgrade in and outdoor teaching spaces and spaces that support teaching and learning (e.g. student social spaces and teacher resource spaces)

● to ensure all leaky building issues are resolved, earthquake strengthening iscarried out where required, earthquakedamage is repaired

● to meet core MLE standards

Developing the property plan

• An architect will be appointed to work with each school.

• This is a collaborative process providing schools with an opportunity to think strategically, aligning educational vision with the need for built facilities.

• The process matches school aspirations, available resources and site constraints in a proposal for long term future development that is consistent with the LCC vision.

• High level concept drawings, explanatory diagrams and supporting documentation will be developed to describe the future direction of the schools.

What happens to my school between now and the time it is due for remediation?

• In the immediate response to the earthquakes, the Ministry has completed

repair works or provided temporary accommodation to ensure that all schools remain operational and provide a safe and secure environment for students.

• The Ministry will continue to support schools in maintaining their facilities until the proposed programme of works is complete. Schools should contact the Ministry if there are any capital maintenance or health and safety concerns at their school.

Key questions

• Why can’t the Ministry complete the works quicker? The total rebuild across greater Christchurch is currently forecast at $40 billion dollars. There are a finite number of suppliers available to provide this level of investment. This imposes limits on how quickly the Ministry can proceed and the maximum amount of work that can be undertaken at any one time while maintaining appropriate value for money, quality and health and safety standards.

• When will my school be included in the programme of works? An indicative high level programme of works will be released to all schools identifying when work is scheduled to begin and likely end dates for each School.

• What happens to property that is owned, wholly or partly by School boards? Will this also be included in the renewal programme? Property wholly owned by School boards is the responsibility of those Boards. The Ministry is willing to engage with Boards to include those buildings in the work programme if the School has the funding to cover the required work. Where a building is partially owned, the Ministry will asses the work programme on a case by case basis and work with the respective school boards to arrange appropriate remediation.

• What will Modern Learning Environment plans mean in the case of schools that will only require refurbishment (as opposed to schools that will be rebuilt)? The Ministry is currently assessing every teaching space in greater Christchurch for compliance with modern learning environment standards. The Ministry is aiming to have a at least 85% of all teaching spaces at or above the Designing Quality Learning Spaces standard in greater Christchurch, regardless of the level of repairs required at each school.

The hall...● The BoT spent 2013 engaging with the

MoE for the purchase of land around the school

● They chose to purchase 62 Major Hornbrook (the old church Manse)

● All possible land purchases were provided

● At the beginning of the year the MoE signalled the house and hall would be demolished

● The house is currently being demolished with the hall to be completed by the end of next week

● Tentative agreement for the hall is based on 230m2 with $550,000 cost (based on MoE figures)

● Discussion around the timeframe is dependant on the Master Planning Process (with some room for negotiation?)

The pool...● In 2012 the MoE commissioned a review

of all Canterbury School pools.● Priority pools were repaired in the first

round (easy fixes)● Mt Pleasant was identified as needing

$120,000+ ● In 2013, we were placed on ‘Round 2’ of

repairs. The MoE is currently going through the tender process for planning

● Once costing is complete, the MoE & BoT must discuss where the costs for the additional repairs comes from

● Pool and plant being covered out of separate fund

● Ancillary buildings + heating from school funds (allocated for 2019 development)
