Roles of the U.S. Embassy

Information Resource Centers (IRC)

IRC staff work with American Corners staff to help select U.S. books and reference materials and to assist with their use in answering questions about the U.S.

The Public Affairs Section

This section of the U.S. Embassy Manila coordinates cultural programs, supports English language programs, and is the main contact for media relations and information dissemination.

An IRC staff member is normally designated as the Embassy liaison with American Corners.

Memorandum of Understanding (MOU)

The Memorandum of Understanding (MOU) is an agreement signed between the U.S. Embassy and the institution hosting an American Corner. An MOU is signed by the head of the institution and by the Public Affairs Officer or other representative of the U.S. Embassy. It outlines the institution’s contributions to the American Corner and describes what the Embassy will contribute to the partnership. Property (books, equipment, etc.) is not listed in the MOU but is detailed in specific property grants issued by PAS.
