This deck is an overview, and not a definitive explanation, as different States, Cities & districts will be implementing different teacher evaluation frameworks, and the ones implementing Danielson may be doing so in different ways than in New York City.

Danielson FrameworkOriginally published in 1996

Enhancing Professional Practice: a Framework for Teaching by ASCD

based on research in Praxis III: Classroom Performance Assessments of an observation-based evaluation of first-year teachers used for the purpose of licensing

Updated in 2007 & enhanced to reflect findings in research post-1996

Included frameworks for non-classroom positions such as librarians & counselors, tailored to the different responsibilities & expectation of those different roles

2013 EditionIn addition to tighter language to assist evaluators in making clear distinctions between performance levels, the 2013 Edition now includes specific language around the instructional implications of the Common Core State Standards. The Framework for Teaching has always been grounded in student learning and included the big concepts of the Common Core. New York CityConflict

United Federation of Teachers wanted the Framework to be used primarily to help teachers improve

UFT felt Department of Education was using the Framework strictly for evaluations

Originally the UFT & DOE were in sync on the Framework, even offering professional development sessions for both teachers & administrators
