International Classification of Functioning, Disability and Health (ICF)
• ICF is the World Health Organisation’s (WHO) framework for measuring health and disability at both individual and population levels.

• ICF uses a biopsychosocial model:
–A person’s functioning and disability is conceived of as a dynamic interaction between
• Health conditions (disorder or disease)
• Environmental factors
• Personal contextual factors
BUT: be aware that current qualifying standards for benefits are primarily medical!

International Classification of Functioning, Disability and Health (ICF)
• ICF was officially endorsed by all 191 WHO Member States in the Fifty-fourth World Health Assembly on 22 May 2001(resolution WHA 54.21) as the international standard to describe and measure health and disability.

UN Convention on the Rights of Persons with Disabilities

• Disability Strategy 2010-2020 – A comprehensive framework committing the Commission to empower
people with disabilities to enjoy their full rights, and to remove everyday barriers.
– Areas for action: • Accessibility – Ensure accessibility to goods, services -including public services- and
assistive devices for people with disabilities. • Participation - able to fully exercise their fundamental rights as regards European
citizenship • Equality - active policies to promote equality at European level and in Member States • Employment - number of disabled workers in the traditional labour market to be
increased • Education and training - benefit from an accessible education system and lifelong learning
programmes • Social protection - compensate for the income inequalities, risks of poverty and social
exclusion • Health - benefit from equality of access to services and health facilities, including mental
health facilities • External action - promote the rights of people with disabilities at international level
– It supports and supplements national activities for implementing accessibility and removing existing barriers, and improving the availability and choice of assistive technologies

DECISION No 1350/2007/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 23 October 2007 establishing a second programme of Community action in the
field of health (2008-13)
• DECISION No 1350/2007/EC formulates contributions to policy development with the issues at stake for people with disabilities.
• It is also establishes the EC Health Programme.

Disability Action Plan
• The Council of Europe adopted in 2006 a Disability Action Plan 2006-2015 addressing participation in political and public life, education, information and communication, employment, personal care, accessibility of the built environment and transport.

Recommendation on ageing and disability
• Recommendation CM/Rec(2009) 6 of the Committee of Ministers to member states on ageing and disability in the 21st century:
– Promoting autonomy and an independent and active life
– Enhancing the quality of services
– Enhancing equal access to services, including social services, and legal protection

Recommendation 1592 (2003) towards full social inclusion of people with disabilities
• The document is issued by Parliamentary Assembly which stipulates
– the right to education
– the right to work
– the right to private and family life
– the right to protection of health and social security
– the right to protection against poverty and social exclusion
– the right to adequate housing and personal care, etc.

The European Social Charter
• The European Social Charter is a

– adopted in 1961 and revised in 1996.
