What is my RTO’s responsibility for FS?from Standard 1 of Standards for RTOs 2015To maximise the chance of learners successfully completing their training, your RTO needs to: identify any support individual learners need prior to

their enrolment or commencement (whichever is the earliest)

provide access to that support throughout their training.Standards for Registered Training Organisations 2015

What does this Standard mean for your RTO? 19

How can we build learner foundation skills?ActivityIn broad terms, what do you suggest to build foundation skills into training?

21

Page 22: 1 acsf c sf_w_v2

How can we build learner foundation skills?

Build a ‘community’ of learners Value, and make it easy to ask questions Offer a ‘place’ / time for support Prepare ‘accessible’ resources

Context is everything—build FS into VET

Myth: By teaching the vocational task, all learners build competence in both the vocational task and in the foundation skills needed to perform that task.Fact: To develop foundation skills, some learners need explicit foundation skill-building strategies merged into the vocational program

Page 25: 1 acsf c sf_w_v2

How can we use technology to build FS?

25

Page 26: 1 acsf c sf_w_v2

Technology makes it easier

The effective use of digital technology to develop digital literacy has been shown to be a traversal enabler of other key competencies

Data to support the need to build FS in VET

3 International surveys of adult literacy and numeracy (since 2006)

44.4% Adult Australians with literacy skills at levels 1 or 2

54.6% Adult Australians with numeracy skills at levels 1 or 2

Level 3 Minimum level adults need to copy with everyday life and work

75% Of employers report that low LLN levels are having a negative impact

34

Page 35: 1 acsf c sf_w_v2

Why focus on foundation skills? Research

Both educational qualifications and literacy skill levels are positively associated with income among full-time male and female employees.

Research suggests…

In addition, within broad education levels, income increases with literacy skill level.

Efforts to enhance LLN skills in the working-age population have the capacity to improve labour market outcomes.

Productivity Commission 2012, Research Report Volume 3 - VET

Chesters J, Ryan C, Sinning, M 2013The returns to literacy skills in Australia

(NCVER)

Improvement in LLN skills from Level 1 to level 3 would increase labour force participation (women 15% and men 5%) and hourly wage rates by 25% for women and 30% for men.
