DIAGNOSTIC Clarity of “Post basis institution” and “ areas

with decreasing of basis education and health….”

How do the Bank to deal with disparities in each country / different levels within the countries. Post basic institutions to support upper level for upper class, already developed world add to disparities? Focus on distribution.

Quality of growth does not “ tricked out” Growth at expense of poor people? Not the answer for poverty.

DIAGNOSTIC Migration to cities search for higher education

leading to more problems. Young people leave their home town to migrated to cities.- not sustainable.

Social change, basic value, their families, communities, social structure, Change and disruf.

Child exploitation in labour sector. Could not finish compulsory education.

Basis education, health are still issues, because of disparities.

DIAGNOSTIC The way Bank does new way of business: Safe

guard policy be ensured? Problem is when country system are inferior to the Bank safe guard. Safe guard – transparency and accountability should not be compromised for speed.

Issue of private partnership – “ privatised”. “Gains, public losses”?

Bank itself should ensure internal transparency, ex. More proactive when the corruption is involved. Disclosure of information when corruption is involved. Consistent application of anti corruption standard with the country laws.

THOSE ISSUES Link with development players, i.e, Islamic dev

bank, China, Korea… “Bank will borrow political space of CSO”. To

influence emerging ODA players in the region ( China, India, Korea). To follow nor approximate OECD standard ( ex, procurement, environment, social IP and Gender). Same standard through co financing and information sharing.

Incorporate CSO in project decision making ( ex, steering committee, ). Part of loan arrangement, especially for countries without political spaces.

WHAT BANK AND OTHER DEVELOPMENT PLAYERS CAN DO TO RESPONSE TO

THOSE ISSUES Engagement of WB with CSO in country and

regional strategy in sustained way ( ex, advisory committee at regional level on issues driven advisory group)

Include stronger equity based performance indicators.

Engage religious leaders, schools. Media and institutions to address issues of values, cultural change in light of economic growth.
