I have not exactly been inundated with pictures from readers following my request in the last issue. So for the cover this time I have used a new photograph with a similar theme as in the corresponding issue last year. At least it depicts a colourful scene and an interesting spring sky. By way of contrast, on the back page I have inserted a reminder of what the countryside looked like when it used to rain. I apologise if you receive this issue later than usual, due to the fact that there is a Bank Holi-­day in the middle of our normal production process. The next issue will be the combined July/August issue so if you have something to announce or talk about in those months -­ or even in September -­ start working on it now. sure that you get your items to me by 15th June, three days earlier than usual, so as to avoid disappointment. INGHAM HISTORY GROUP The Ingham and Cammeringham History Group meets every first Wednesday in the month at 7.30pm in the Ingham Village Hall. The cost is £2.50. New members always wel-come. MINUTES OF THE MEETING OF SCAMPTON PARISH COUNCIL HELD AT 7.30pm ON THURSDAY 5th MAY 2011, AT BSA HALL, AISTHORPE

Present: Councillors S. Ulyat, R. Patterson, T. Williams, C. Nicholson and F. Fuller. Members of the public Mr John Cobley, Mrs Sandra Bird and Mr Paddy Tomlinson were also present for part of the meeting. Apologies were received and accepted from M. Deacon (Chairman) and Cllr L. Green, as well as District Cllr H. Shore and PCSO Julie McFaul. B. Coleman (Clerk) was also unable to attend and sent apologies. Opening of V Cafe at Scampton Estate The café is now open and running well three days a week, run by volunteers. It is hoped to open the cafe in the evenings in the future for teenagers. There is no website yet, but RP suggested a link should be made to the Parish Council website. SU suggested that signage be put up to give non-­estate residents directions to the café. TW to ask Gill Angel regarding doing this

Noticeboard requires painting and signage made to advise pa-­rishioners of its future use as an additional information point;; The P3 Liaison Officer reported the following: The Fingerpost requiring repair on Path 26 has been re-­ported once more;; Request for a new footpath map to be placed on the Footpath Noticeboard;; One footpath which crosses a private garden where the owner has erected rabbit wire to eliminate rabbits from the gar-­den. The P3 Liaison Officer will speak with the parishioner to express concerns over the wire presenting a tripping hazard. Items raised by Councillors for future agendas: Councillor Dickinson raised the issue of an increase in the charges made for use of the Tennis Court from £5 to £7 for Ingham residents and from £15 to £17 for

-­ charges to be confirmed at the next meeting. The Clerk was requested to contact WLDC to enquire when the metal stands which had been left on the car park following the removal of the recycling bins would be removed. Following general discussion on the

Fact 1: As each goose flaps its wings it creates uplift for the birds that follow and by flying in a "V" forma-­tion the whole flock adds 71% extra flying range. Lesson: People who share a sense of community can help each other to get to where they need to be. Fact2: if a goose falls out of the formation it finds flying harder and quickly moves back to take advantage of the lifting power o f the birds in front Lesson: It pays to stick with those who are travelling the same route as oneself and to be willing both to accept and give help when needed. Fact 3: When the lead goose tires it drops back and another takes its place. Lesson: We should take turns in doing the hard tasks and respect each other's skills, talents and re-­sources. Fact 4: Geese flying in formation honk to give each other encouragement. Lesson: In groups where there is encouragement results are much greater. Fact 5: When a goose becomes tired or sick two geese drop out of the formation and follow it down to help and protect it. Lesson: We should stand by each other in difficult times as well as the good. Then a further reflection I picked up from somewhere else...

If so, how come they are so good at it, and we, supposedly more intelligent creatures, are so bad? Just

mans so often go against our deepest instincts, to follow the latest and often craziest of whims, fashions and fancies? May God give us the strength to stand together, work together, and move together during difficult times.

Ingham Football Club: Councillor Baker declared a personal interest in Ingham Boys Football Team as a family member is involved with this organisation. Stephen Dixon reported to the meeting that the Football Team had enough members to join a league and that additional people were currently undertaking coach-­ing training and being CRB checked in order that they were able to assist Stephen. The team have chosen to join the Scunthorpe League and matches will commence in September Stephen to supply the Clerk with a fixture list. During the summer friendly matches are planned, this will result in training taking place on Saturday mornings and matches taking place on Sundays. Stephen was advised by council members that should he wish to move the football posts permission would have to be sought from Ingham Primary School. Councillor Wagstaff congratulated Stephen on the success of the venture and asked that fixtures and other related material be placed on the Village Website. The first friendly match will be held on 8 May 2011, kick off will be at 10.45. Extracts from the draft minutes of the Annual Parish Meeting of Scampton Parish Council, held on Tuesday 10.05.2011 at Pollyplatt Primary School, Scampton.

Present: Councillors R. Patterson, Mrs T. Williams, Mrs C. Nicholson, Clerk Mrs B. Coleman, former Councillors M. Deacon (Chairman) and S. Ulyat (Vice Chairman) and 11 members of the parish. Apologies were received from Cllrs. J Cobley, Mrs S Bird, R Wood and P Tomlinson, also from former Councillors Mrs L Green, Mrs F Fuller and a number of parishioners

election as a West Lindsey District Councillor and thanked the outgoing Councillor Mrs Heather Shore for her encouragement throughout the year. He said Roger was a conscientious, hard working and effective Councillor and was actively involved in ROSE (the regeneration of Scampton Estate). He also thanked all Parish Councillors for their hard work during the year particularly Liz Green and Steve Ulyat who were long serving and had decided not to seek re-­election. He said it was the same few who did all the voluntary work on the Village Venture, the PCC, ROSE, School Governors etc. He was sure that the new council would continue to provide excellent service to the community. Mel had said a year ago that due to personal reasons, namely grandchildren and the work that the Council may have to do over the next few years, he would not seek re-­election this year. There is the pos-­sibility of an estate of affordable housing estate in the centre of the village and there would also be the re-­structuring and regeneration of the Scampton Estate. As Chairman he would have had to play a major part in both projects, with all the peripheral meetings and work that would be involved he, after over 20years voluntary service, was no longer prepared to do it. It was time to let others do their bit for the community. During the past 12 months the main PC project has been the Millennium Shelter, which is now in-­stalled and virtually complete. The finances for the shelter were from the Village Millennium Fund and a considerable donation from Marks and Spencer. There remain some monies in the Fund if the new Council wishes to invoke a planting plan around the shelter. The project also included the purchase of new village signs. There is an opening planned in June but this was dependant on the availability of the Red Arrows. The refurbishment of the parish owned footpath lights had been completed. They had been fitted with low voltage eco-­friendly units in the original style. This was initially costly, but within the precept reserves, and has reduced the electricity costs from over £100 per month to £32.53. These would have had to be replaced over the next few years but it was cost efficient to do them all at once. The Chairman had sent an individual letter to every household regarding the Community Lincs Affordable Housing Survey explaining the survey and the provision of the Town and Country Planning implications so everyone must be aware of the potential situation.

Grange Lane: A further quote has been received from the Lindum Group for work on the Grange Lane Relief Scheme (Scheme A). Council-­lor Duckworth informed the meeting that ownership of the proposed new pipeline was still under discussion. Coun-­cillor Baker enquired if the grant for this work would be paid to Ingham Parish Council prior to work being com-­pleted as there are insufficient funds available to pay invoices of this amount. Cllr Duckworth confirmed all contri-­butions should be paid to Ingham Parish Council as IPC will be responsible for the final invoice and the reclaim of any VAT charged. Ingham Parish Council Website: with his own company. Proposed by Councillor Nicholson, seconded by Councillor Duckworth and RESOLVED with one abstention, (Councillor Kitchin) that the Ingham Parish Council Website be transferred from Vision ICT to Red Cloud. The contractual period to be an agenda item at the next meeting. Councillor Kitchin informed the meet-­ing of the progress to date with the Parish Council Website and asked members to consider what information they would like to see on the new website. The recent spate of letters in the Village Venture regarding the Scampton bus shelter raised some interesting issues, not least, that of the abilities and integrity of the Parish Council and its members.

During a recent conversation with a Parish Council member of another village, the issue was raised regarding the poor attendance of residents at Parish Council meetings. His view was quite forthright,

[Continued from page 21] In September a Community Project Committee was formed at Scampton Estate for the purpose of forward-­ing the regeneration prior to the RAF withdrawal. The Council liaised periodically with the RAF and has been kept abreast of the schedule for the withdrawal of the RAF from the camp by 2014 although RAFAT will continue to use the airspace over Scampton for practises. They also liaised with Hill Holt Wood a non profit making social enterprise, which could be invaluable to ROSE (Regeneration of Scampton Estate) over the next few years. The BT telephone kiosk had been bought for £1 and it is scheduled to be refitted for use as an addi-­tional notice board. Work had been continuing on flood prevention and culvert replacement, where necessary. The flooding problem at the A15 roundabout had been reported and work is being carried there at this time. Crime prevention had been promulgated especially in the light of theft of lead from roofs. The po-­lice have been actively assisting in this area. All other issues such as grass cutting, health and safety, fixed assets, risk assessment, financial management, planning etc. have been dealt with in the usual way and each Councillor has had a particular area of responsibility. Many new trees and hedges have been planted and Cllr. Ulyat was thanked for the new 100metre hedge at the top of the village. The Chairman went on to thank all Councillors for the way the Council conducted itself over the past year and for their support. He thanked the Clerk for doing a sterling job with administration and fi-­nance of the Council and also Gill Angel, RAF Communities Offer. All of the above and much more had been achieved over his 24years on the Council from person-­ally digging out the trenches for the church floodlights;; alteration of the Tillbridge Road junction which had alleviated congestion and cut down accidents;; changing the school lay-­by and getting a school car park;; work with both schools;; providing, with the RAF, a RAF chapel and free carpeting for the church;; setting thousands of bulbs and trees, some with the help of school children;; winning the best kept village competition;; relining footpaths;; adding seats litter and dog bins;; flood control. He said all had been done freely and with complete integrity and not a hint of egotism. RAF Update Squadron Leader Ken Phillips reported that at the moment there was no change in the po-­sition regarding the future of RAF Scampton. RAFAT (The Red Arrows) will be moving to Waddington in 2011/12 but in any case the Red Arrows would still be using the airspace over Scampton. Air Control will move to Coningsby in 2014 and that plans were being made for the drawdown of RAF Scampton. The airfield would not be maintained after 2014, with the exception of grass cutting and bird scaring. He com-­mented that a strategic review was taking place at the moment and any effect on Scampton should be known by the end of June. After 1st January 2015 Defence Estates would be responsible for disposing of the site beyond the hangars. There were no plans to sell any of the houses at the moment due to shortfall elsewhere. WLDC were keen to avoid the mistakes made at Binbrook and Hemswell and a Parish Plan was recommended to see what parishioners wanted from the site. He felt ROSE was the key to this as Defence Estates must get the market value for the site. Regeneration of Scampton Estate. Mrs Williams then updated the meeting on the work of ROSE and gave a brief history. It was set up following a format given by Fiona and she greatly praised the young people who had been involved, particularly Ryan and April, who had been instrumental in raising the money to get the MUGA (Multi use Games Area) and had helped organise the Easter and Royal Wedding fun activities. They had been getting funding by bag packing. Theresa said the County Council had £1½million available for facilities for children and they would try to tap into it. A Dog Race Night was planned for 27th May at a cost of £4 per Adult and Families Week was 31st May to 5th June. Everyone was welcome. They were also planning a fireworks night and a Christmas party again and hoped to involve the village in these and other events. Roger Patterson Spoke as a West Lindsey District Councillor. He thanked Heather Shore for all her hard work last year and said he hopes to continue in her footsteps being visible in the ward. He said WLDC had £1¼million to distribute among community groups and small businesses in rural areas rather than in Gainsborough. He said he would do his best to represent community groups and be a voice for the ward. The meeting closed at 8:05pm and was followed by refreshments.
