Dr Subhal Dixit read existing provision 2.2.10.4 and proposed provision regarding Chairman - Pediatric section.
2.2.10.3 It was informed that amendment will be modified as Chairperson Nursing section shall be elected by the Nursing ALMs.
2.2.9.2 Members asked what was being amended. Dr Shivakumar Iyer - They were not nominated members. They were Co-opted members. The members asked difference between Co-opted members and Nominated members. Dr Shivakumar Iyer - we will clarify what does Nominated member and Co-opted member means and change appropriately. It was informed that 2.2.9.2 to 2.2.9.5 will not be changed till there is a clarity.
2.2.10.3 Chairperson - Nursing
It was informed that Chairperson - Indian Society of Critical Care Nursing (ISCCN) will be removed. ISCCM had nursing ALMs in initial years. Nursing section formed separate society – Indian society of Critical Care Nursing. This body become defunct for many years. With IDCCN all candidates have to become ALMs for representation from nurses. He proposed that nursing ALMS will elect their Chairman.
Dr Pradip Kumar Bhattacharya - IDCCN has been started 2-3 years back. This can be done after 5 -10 years with matured members available.
A Member noticed that many EC members were discussing amendments in AGM. He questioned what did EC members do in EC meeting. Dr Shivakumar Iyer - It reflects commitment and things sent should be read carefully. As EC members were also a member, they were free to raise their doubts.
Dr Shivakumar Iyer - An eligibility criteria should be formed for Chairperson, Nursing. If nobody fulfilled the criteria, automatically there would be no Chairperson, Nursing. There was no harm in having a proposed amendment and framing requirements. The spirit is representation of Nursing.
Dr Shivakumar Iyer - Finally whenever it happens, the Chairperson, Nursing will be selected by elections. It will not be a nominated post. The purpose of amendment is to have representation of nurses in EC.
Dr J V Divatia said a mechanism should be made for this in constitution. As per constitution, ALMs cannot vote. The amendment making specification which ALMs is required.
Dr Dhruva Chaudhry - The matter should be deferred, discussed and then brought up.
Dr Rajesh Pande - The spirit is right. They may take 5 years to come to that level. By some mechanism i.e Constitution amendment and some hand holding this should happen some day.
Annual Report 2016-2017

Dr Atul Kulkarni and Dr Shivakumar Iyer – It will be mentioned SAARC members will be given international membership at same cost as Indians. The word Life will be removed. Dr Atul Kulkarni - If we are saying International member; then there is no need to mention that they shall not be able to vote.
Dr Shivakumar Iyer 3.2.8 was confusing as it mentioned life membership. It should be mentioned as international membership.
The discussion concluded.

Dr Rajesh Chandra Mishra - With new post, the Secretary post should be removed. Dr Atul Kulkarni - General Secretary - Elect may be from out of Mumbai. Hence, it was changed that Secretary will be from headquarters for signing cheques and General Secretary can be from anywhere.
Dr Shivakumar Iyer - Only this year there will be elections for General Secretary - Elect and General Secretary. From next year General Secretary - Elect will become General Secretary and there will be elections for one post only.

Chapter 7 Board – To be deleted. This was regarding representation of College at EC meeting. Dr Dhruva Chaudhry asked why it was being deleted. He asked who will report the college activities to EC. This chapter should not be deleted.
Dr Deepak Govil – The College Vice Chancellor and Secretary should be in EC meeting. Dr Shivakumar Iyer – Vice Chancellor or Secretary should attend EC meeting. Dr Kapil Zirpe – It should be Vice Chancellor or Secretary and not Vice Chancellor and Secretary. Dr Dhruva Chaudhry agreed. Dr Subhal Dixit – The decision is Vice Chancellor or Secretary will attend the EC meeting. Vice- chancellor or in his absence; the Secretary will attend EC meeting and report to EC. ICCM Elections – Eligibility
Dr Rajesh Chandra Mishra – For contesting ICCM elections 10 Fellows sign were required. It was informed that it was removed. Dr Shivakumar Iyer said for college, the same process as ISCCM will be followed.
Dr Rajesh Chandra Mishra felt that the eligibility criteria of fellow for 3 years for contesting elections should not be there. He opined that anybody could contest as Fellowship was started 4 – 5 years back only. This condition can be made applicable after some years but not at present.
Dr J V Divatia – The suitable criteria should be made for the posts. Dr B D Bande - For this the nomination process was started initially; but for democratic spirit it has been kept open for all.
Dr Pradip Kumar Bhattacharya – In developing phase this restriction should not be there. On maturing, it can be put. Dr Shivakumar Iyer - Dr Pradip Kumar Bhattacharya had exactly opposite view when Nursing ALMs were being discussed.
It was suggested that this will be not applicable for next 2 years. From 2018 it could be put as only those who were fellows for 3 years were eligible.
Dr Atul Kulkarni – since there is a division of opinion, the matter should be put up to vote.
The Vote was taken by show of hands. The number of votes for keeping the cut off was more than not keeping the cut off.
Dr Subhal Dixit – The Eligibility “He should be the fellow for the last 3 years” will remain.
The discussion concluded.
The constitution amendments were completely discussed and discussion concluded.

He said that Delhi NCR branch members were questioning why ISCCM Delhi NCR branch was not getting selected for hosting national conference. Dr Atul Kulkarni – As per conference guidelines a city should have a gap of at least 10 years between 2 conferences. Hence, Delhi NCR branch did not get selected.
