Background: Technology Platforms (TP)
The concept of TP was introduced in 2003 in Europe.
EC Communication, “Industrial Policy in an Enlarged Europe”,
COM 2002, 714 final. “Foster marketplaces for cooperation
between stakeholders and work out a long-term strategic plan for
R&D for specific technologies involving major economic or
societal challenges ... They would ensure synergy between
public authorities, users, regulators, industry, consumers, and
poles of excellence viewed as places where basic research and
technology transfer are closely linked”
European Technology Platforms (ETPs) have proven to be key
instruments to achieve those goals.
Many ETPs are currently running, and some already support
Horizon 2020 topics: ICT, Energy, Transport, etc.

MOSAIC Vision
MOSAIC proposes the creation of 2 Mediterranean
Technology Platforms (MEDTPs) covering:
Maghreb countries Algeria, Morocco, Tunisia, Libya.
Mashriq countries (Egypt, Jordan, Lebanon, Palestinian
administrated areas, Syria Arab Republic Syria).
Create a Global Strategy for EU-MED cooperation in the field
of ICT exploiting the potential of the different regional
strategies.
Produce a Strategic Research and Innovation Agenda (SRIA)

6 objectives Objective 1: Identify potential areas of cooperation between
Europe and MED countries around the thematic areas of ICT
and ICT applied to the following societal challenges: FOOD,

MOSAIC Strategy: engage the industry
Strategy: to engage the industry in the two Technology
Platforms in Maghreb and Mashriq since the very beginning of
the creation of the TPs as TPs should be industry-led.
The participating industries will contribute to define the Action
Plan (Vision, Strategic Research and Innovation Agenda
(SRIA), Roadmap) of the MED-TPs that will focus on their
business needs.
The researchers will review the Action Plan to embed research
cooperation in a broader logic of innovation.

MOSAIC – Steps to engage the industry
Mapping/cartography of the industry in the partner countries to
get the picture of the ICT industry presence,
Inform relevant industries about MOSAIC and the first SRIA
output and give the opportunity to reply to a questionnaire,
Gain interest from some of them, preferably big companies or
clusters/association/federations grouping ICT communities,
Organize roundtable discussion meetings with selected industry
actively involved in the ICT and ICT dependent sectors,
Make individual interviews with structured questions/discussion
guidelines with some selected potentially interested partners
future to get a SWOT analysis and/or focus groups with industry
representatives.
Build on survey and round table discussion results and
individual negotiations by MOSAIC partners to develop the
SRIA, the vision and a roadmap together with interested
industrial players.

Situation for ICT - General overview
In the Maghreb region, the ICT is among the most
dynamic sectors and has a promising potential of growth.
The multiple success stories justify this and show the
existence of a software industry able to innovate and
export its know-how.
At this level, the Maghreb countries have competencies
that are internationally approved as well as active on the
ICT world market.

Situation of industry and academia
All Maghreb countries are aware of the strategic interest of ICT
by providing them a central place in government programs
However, a line of development is nestled in the research and
development programs and our countries could benefit from
cooperation agreements with the preferred strategic partner
represented by the EU. This is the same conclusion in the
different Maghreb countries including Algeria, Tunisia and

CONCLUSION
We conclude that the future of ICT sector in Magheb
and Mashriq regions could be upgraded and get more
benefit if MOSAIC starts working properly.
It is shown also from above that the actions we have
established and other actions we still working on,
indicate that we are going toward EU standard and EU
level of research and development.
The next period will show more actions and activities
that will make MOSAIC Maghreb the target of all actors
of ICT sector in our region.

Main results / benefits for MENA
Launched campaign in 8 countries (not in Libya).
Success to interest the industry.
Launch of the two TPs in Maghreb and Mashriq:
26th November 2015 in Rabat
3rd December 2015 in Irbid
Help to structure the ICT-based sectors in the region: ICT,
Energy, eHealth, Transport, etc.
Set-up sustainable mechanisms for supporting dialogues
between Mediterranean and European stakeholders and
strategic, i.e. through a key tool, the SRIA with common areas
of interest.
Foster bi-lateral cooperation in R&D projects within the EU's
Framework Programmes (Horizon 2020) and also under

Main deliverables for EU-MED relationship A joint Vision and Global Strategy for the long term EU-MED
cooperation in the field of ICT and ICT applications for ENERGY,
HEALTH, TRANSPORT, CLIMATE CHANGE, SECURE
SOCIETIES.
Strategic Research and Innovation Agenda (SRIAs) as tools to
set up sustainable technical and scientific cooperation in research
and innovation (e.g., Software and Services, Contents,
Telecommunications, ICT for energy, etc.
A common SRIA with research priorities for future cooperation
between Europe and Mediterranean countries.
A Roadmap for the implementation of the SRIA.
Collaborative approach encourages the global acceptance of
common roadmaps and induces industry to take-up more
sustainable cooperation under both EU and local

Liaison between MED-TPs and ETPs (Horizon 2020, ETPs General Assembies, etc)
Big Data Value Association Summit 2015:
Madrid on 17-19 June 2015.
Drive forward the Big Data Value ecosystem and its Digital Agenda
for the benefit of Europe, its Companies and Citizens. Network with
peers and the cooperation on research and innovation activity
around Big Data. The Summit also collected input for Europe's
future Strategic Research and Innovation Agenda (SRIA) in the Big
Data Value domain; how Big Data will affect businesses and how
industry can drive technological developments.
Over 350 attendants.
The event represented an ideal opportunity for MOSAIC
Mediterranean Partner Countries partners to connect and network
with European partners and to exchange ideas and viewpoints on
Big Data topics.
As a result MOSAIC MPC partners created a similar Big Data
initiative : The Arab Big Data initiative. An event took place in
Lebanon to launch this initiative.
