Tartalom
• A zöld energia forradalma, mint a válságból kivezető út
• Helyzetkép a nyugati országokban• Félúton lévők• Nagy emberek nem-zöld javaslatai• A nagy csalódás: Angela• Robert Shiller megdöbbentő receptje

Growth and unemploymentperspectives
• growth will be stopped in 2009:– world economy: 0,5%, rich countries: -2%
• unemployment in 2008: – Euro zone: 11,3 → 14,5 mn (7,5 → 9%)– US:
• 6,1→ 8-9% (end 2009)• Jan-Sept 2008: 760.000 lost their job• total unemployed 7,3 mn → 9,5 mn
– China: 20 millions plus unemployed– Newsweek, The Green Rescue
Spiegel, 5/2009

Green New Deal
• International Energy Agency:(concerned with the energy supply of OECD)– BAU reads like the end of the world– „a global revolution is needed in ways that energy is supplied
and used”• Ban Ki-moon: a „Green New Deal”• Japanese Premier:
– „a great opportunity for new growth”– „we will achieve the low-carbon society that is compatible with
growth ahead of the rest of the world– MITI: building a new industrial infrastructure by banking on more
efficient use of energy and innovative technologies• US Congress:
– demanded provisions for developing renewable energy suppliesas a condition for approving the financial rescue package
Historical Parallels
• The hottest sectors of world economy ever since:– internet and network economy (collapsed in the dotcom bubble)
• 1996-2000: the tech sector created 1.6 mn new jobs, 14% of job growth in USA– housing and its financing
• in the ’90s: financial sector accounted for a lion share of US corporate profit• housing: 40% of new jobs
• the world needs a new economic driver, a new hot growth industry– Newsweek, The Green Rescue
• Kondratyev-ciklusok
Válságok újító ereje:XIX. szd: 1840-es évek válsága, éhínség: mezőgazdaság →iparXX. szd: 1930-as évek válsága: ipar → szolgáltatásokXXI. szd: pénzügyi válság → a bankszektor innovációja:
--a tranzakciókat engedélyező vagy tiltóalgoritmusokkal a pénzügyi közvetítés egyre inkább összekapcsolt szoftverrendszerek dolga lesz --a hús-vér bankár nem nélkülözhetetlen többé; semmi egyéb, mint státuszszimbólum
(Figyelő, 2009/1.)
Harold James, Princeton University
Ban Ki MunENSz-főtitkár• A nemzetközi közösségre három nagy próbatétel vár:
Bolygónk jövője a tét

Badadvice!
Feasibility (IEA)Difficulties:• in recession consumption and energy prices go down – that
discourages the development of alternatives• development of alternatives requires enormous amount of capital –
distant payoff• Presently: tight capital and credit, low oil prices → private investors
do not put billions in a distant clean energy future– at $140 oil prices alternative programs pay off– at $70 development of alternatives make less sense– at below $40 not at all– market volatility undermines long-term planning
• to reduce carbon-dioxide emissions 50% lower by 2050 requiresinvestment of $45 trillion! – now!
Promising: government funding for banks• why not for green industry, too?
– Newsweek, The Green Rescue
Environmental Grenelle (October 2007)
• 268 recommendations• 500.000 jobs
– 40% drop of CO2 emissionfrom building heating (25% oftotal) by 2020 (insulation), 200.000 jobs
– bonus/malus for carpurchasing

Sarko zöld forradalmat hirdetett(NSz 2007 okt. 27)
France• dirigisme (has never been a dirty word)• les trente glorieuses:
– nuclear power plants (80% of electricity)– high speed trains (TGV)
USA• McCain:
– „drill, baby, drill” [for oil]– „the US must become a leader in a new international green economy”
• Obama:– „to invest strategically $150 bn over 10 years in a clean energy-economy”– „help the private sector to create 5 mn new green jobs– plug-in hybrid cars– renewable energy projects– energy efficiency– low-emission coal plants– next generation of bio-fuels– to employ American war veterans is green industries– modernize factories to produce green products– the free market will not fix these problems
• Spiegel (49/2008): – Das Konjunkturprogram seiner Regierung werde stark auf erneuerbare Energien
und Umwelttechnologien setzen

Amerika súlyos olajfüggősége fontos szerepet játszik a világ
energiaiparának zöld átalakításában
Time to kill the Oil Beast
• the US gets 40 percent of its total energy from petroleum and 23 percent from dirty coal
• 60 percent of America’s oil is obtained mostly from hostile countries• the US spends $50 bn a year in military costs on protecting its
petroleum interests in the Middle East – yet it spends far less ontrying to actively replace oil
• both this and a growing concern over global warming requires a large increase in reliance on reneable energy sources
• reducing oil’s role as America’s primary energy source (from 40 to25 percent) and increasing the share obtained from renewables andhydropower to the same percentage (up from from 6 percent) by2030 should be an ambitious goal
• Michael T. Klare, Newsweek, Special Edition 2009
Germany• $240 bn renewable energy-industry• employs 250.000 people• by 2020 it will provide more jobs than car manufacturing (the biggest
employer)– Newsweek, The Green Rescue
• In some respects Germany is the most progressive country in the EU, – with a federal scheme to insulate the entire housing stock and– an investment in wind power which puts the UK (with far greater wind resources)
to shame. • In other respects it has become the dirty man of Europe:
– It was Merkel who demanded weaker standards for fuel efficiency in cars, – Merkel who pushed hardest for a €40bn bail-out of the motor manufacturers, – Merkel who now insists that the big cement, steel and chemicals companies are
allowed to get away without paying. • George Monbiot, Guardian, web.
7
• Spiegel, 49/2008.
Bad solutions!• Verschrottungs-prämie:

Ökonomie und Ökologiemiteinander zu verbinden”(??) – Spiegel 5/2009
• French scheme:– 20% of the price of the new
car for the old one: covered by the state andthe dealer, equally
• Italian practice: € 1.500 – for cars older than 10
years• France and Italy: allowance
only for home made cars
8
Britain
Plans: $100 bn on 7.000 wind turbines by2020
• that will create 160.000 jobs• Gordon Brown: „…climate change should
not move to the back burner ofinternational concern…. I beleive theopposite is the case.”
Laggards
• China: pumps more CO2 in the air in 8 months than the EU will save in the next12 years by 2020
• Poland: produces 94% of its electricityfrom coal
Ban Ki Mun Kínát dícséri:
• Kína jó példával jár elől• közel 600 md dolláros gazdaságélénkítő
programjának 1/3-a – zöld projektekre– infrastruktúra-fejlesztésre
• több kihívást kezel egyszerre:– ésszerűsíti az energia-gazdálkodást– küzd a klímaváltozás ellen– munkahelyeket teremt

Akiket megcsapott a zöld átalakulás szele
Robert B. Zoellick
President of the World Bank
• We cannot turn back the clockon globalization.
• A new multilateralism is needed. Itshould reach beyond the traditionalfocus on finance and trade. Energy, climate change and stabilizing fragileand postconflict states are economicas well as political issues.
• It needs to interconnect energy andclimate change.
• A climate change accord wouldbenefit from new tools such as greentechnologies and mechanisms tosupport forestation and avoiddeforestation.
• The steering group might also assistthe U.N. negotiations on theimplementation of a global climate-change treaty.
– Newsweek, Special edition 2009
Robert B. Zoellick(cont.)
• The work must involve new economic powers that are onthe rise.
• To guide multilateral problem-solving we need a steering group that includes rising economic powers.
– Newsweek, Special edition 2009

Kemal Dervis (a UNDP igazgatója)

Larry Summers, top economic adviserof President Obama, TreasurySecretary at the end of Clintonadminstration
• Rubin, Greenspan and Summers wereconcerned that even a hint of regulationwould send all the derivatives tradingoverseas, costing America business.
• „The pendulum should now swing towardsan enhanced role for government in saving the market system from its excesses andinadequacies.”
• During the Clinton administration he clashed with EPA chief Carol Browner; he argued that greener policies would hurt theeconomy.
• Summers’s greatest test will be persuadingCongress to vote for cutbacks and/or highertaxes on Social Security and health benefitsfor the poor and elderly.
• Keynes/Summers: „When circumstanceschange, I change my opinion”.
Joseph E. Stiglitz(Columbia University,
2001 Nobel prize winner, former head of Economic Advisors
under Clinton)
• Markets can’t rule themselves• A „made in the USA” financial crisis highlights the need for more global – and
more robust – oversight– a need for a global financial regulatory body– a reform of the global reserve system (IMF)– better global coordination of macroeconomic policy, monetary-policy and regulation– a new system of handling cross-border bankruptcies (including debt defaults by
sovereign states)– transparent managerial incentive schemes– standardization of financial products
Egyesült Államokba, oda, ahonnan a globális problémák eredtek• Figyelő, 2009/1.
Pascal Lamy
Director-general ofWTO
• Without free trade, the world would be inmuch worse economic shape than now:– As the financial crisis has sapped
consumer spending, global trade andexports abroad have acted as a buffer, constituting by far the largest growthsegment of the economy.
– The GATT-WTO framework has enabledword trade to grow more than 30-fold since 1950.
• A Doha deal would boost global GDP by$100 bn each year.– (It would also cut export taxes by $150
bn.)• Protectionism is on the rise – it should
not happen.– Newsweek, Special edition 2009
12
Fareed ZakariaEditor of Newsweek
• The real problem is not a crisis of capitalism. Itis a crisis of globalization
• The crucial need is not for big government orsmall government but smart government
• Economic and social activity is global, butpolitical power is local. Economic, social andpolitical problems often spill over borders, yetthe solutions tend to lie with nationalgovernments that jealously guard theirsovereignty
• The IMF needs to be revamped and funded far more generously to handle such panics in thefuture
– Newsweek, Special edition 2009

Edmund S. Phelps(Columbia University, 2006

The One Who Saw It Coming• He forecast the credit
crisis for the right reasons, and has a novelidea for how to fix it
• Shiller is laying theintellectual groundworkfor the next financialrevolution
– Newsweek, Jan. 19. 2009
Shiller:• A specialist in the management of risk, he recognized
that the real-estate bubble represented, above all, a failure to manage risk.
• Unless the central issue of risk is addressed, all themoney that governments are pouring into financialrescues won’t prevent another, potentially worsefinancial crisis.
• The move to restrict derivatives and risk is misguided: Trying to leash financial innovation is hopeless, weshould instead push forward into a brave new worldwhere derivatives become as common as cash.
• The solution is to use derivatives to allow home-ownersto insure themselves against falling prices.
16
Shiller (cont.): • Expending the world of derivatives and giving
homeowners the ability to „short” their own propertycould potentially make real estate as easy to buy, selland hedge as stocks, bonds and some commodities arenow. The effects, predicts Shiller, would be to unleashmuch more potential wealth while simultaneouslydecreasing the systemic risks.
• We are now suffering through the first major crisis of theInformation Age economy.
• Analogy: a recognition centuries ago: the cure forinfectious diseases was not flight or quarantine butpurposely infecting more people through vaccinations.
• The Titanic sank almost a century ago, but we didn’t stop sailing across the Atlantic.
