A curious little publication, sort ofReaders Digest size, has come into ourhands, courtesy of Dr. John Baldwin whosquirrels away such treasures. It is simplytitle CARMEL 1937, and was issued inthat year. The ads are fascinating, and thehistorical notes in its 12 pages prove thatthe more things change the more they staythe same. Carmel, as a city, was only 35years old, but already it had acquired thestatus of a many-faceted legend. Of great-est interest is an 8-page insert (see, noth-ing is new) which lists the owners and the“cute” names of 850 Carmel Cottages.Among them is “Mee Too” on CrespiLane, and “We Too” on Dolores. There are6 “Casas”: Blanca, Contenta, Mia,Antigua, Lobo and del Pinar. “Oaks” arebig, going from Oaks to Oak Bower toOak Thicket to Ye Oaks to O.K. There’s a“High Tide” on San Antonio and a “LowTide” on Scenic. “Wee House” was popu-lar, with one on Bayview and another onSan Antonio. There were a lot of “La’s”with Casita, Esperanza, Fuenta, Paloma,etc. There was “Land Ho” and “WestwardHo” – no “Don Ho.” “Sleepy Hollow” onsouth Monte Verde was quite a ways from“Sleepy Valley” on north Dolores.“Green” was the favorite color, with Gate,Gates, Village, Lantern, Leaf, Lettuce andDragon. It’s reassuring to know that cre-ativity has always been in Carmel.

IN THE early days of the real estatedecline, it was the lower-priced markets that
took the bighits. We allknow the sto-ries of under-qualified buy-ers, sub-primeloans, dramat-ically in-creased pay-ments on vari-able mort-gages and thes u b s e q u e n texplosion offoreclosures.
The de-cline in valueswas brutal.
On the Monterey Peninsula, Marina andSeaside were poster babies for the roughtimes. Seaside’s median sale price peaked in2006 at $670,000, slipped in 2007 to$619,000, and then plunged to $326,000 in2008. The first two quarters of this year themedian sales price has been $282,500 in thefirst quarter and $266,000 in the second.
Marina suffered a similar fate, peaking in2005 with a median sales price of $675,000,
falling to $400,000 in 2008 and to $324,250in the most recent quarter. Furious activityspurred by the abrupt price decline pushedup the dollar volume for both towns in 2008,and continues to do so even now.
The stupendous Market Barometer read-ings (percentage of listings in escrow) forMarina and Seaside July 1 — 73 percent inSeaside and 56 in Marina — should result instrong dollar volume in the next quarter.
High end also downWhile crashing prices, foreclosures and
large numbers of bargain-basement saleshave prevailed in cheaper local markets formore than two years, sales activity in theelite markets of Carmel, Carmel Valley,Pebble Beach and Carmel Highlands hadbeen making a relatively orderly retreat. Butmarket tranquility and order ceased when thefinancial crisis hit last fall.
The huge decline has been in dollar vol-ume. Comparing the second quarter of 2008to the same period in 2009, Carmel wasdown $53,495,000, a decline of 65 percent;Pebble Beach was minus $38,637,000, or 60percent, and Carmel Valley a negative$10,912,755, which was a slide of 43 per-cent. Those are impressive declines.Meanwhile, the entire Monterey Peninsulareal estate market was off $113,532,894 inthe second quarter — a 40 percent drop.
DifferencesThere are interesting differences within
these numbers. The median sales price inCarmel was the same in the second quarterof 2009 as the same quarter last year,$1,395,000. But the number of salesdeclined 50 percent, from 42 last year to 21this year. It has becomemuch harder to move Carmelproperties.
Pebble Beach had a dif-ferent experience. The unitsales declined from 22 to 14,a 36 percent drop. But themedian sales price droppedfrom $2,147,500 to$1,025,000. This does notmean that values across theboard slipped 52 percent. Itsimply shows that within theuniverse of properties soldduring the period that thelower end was selling, atleast a little bit, and theupper end was not.

New figuresWe have added a new column to our Median Sales Price
chart. This column shows the percent of listing price paid.Most sellers would like to get 95 percent or more of their ask-ing price. In our view, a result of over 90 percent reflects rea-sonably sensible pricing. The top markets for getting close toasking price in the second quarter were Del Rey Oaks,Marina, Salinas/Monterey Highway and Seaside. The lowestwas South Coast at 77.25 percent. The only other marketunder 90 percent was Pebble Beach at 88.81 percent.
The relatively good figures in eight of the ten Peninsulamarkets illustrate that most successful sellers had appealingasking prices.

Relic pricesWhat are we to make all of this? Here is what we think.
First, the asking prices of unsuccessful sellers are largelybased on a market that no longer exists. We call them relicprices, as they are reflections of the extinct hot market.During the peak, there were lots of folks with huge discre-tionary buying power. Many of them were ideal prospects forour area, and they bought here in large numbers. Theirdemand drove prices up. The current lack of demand is dri-ving prices down, but some sellers don’t want to acknowl-edge it. If they want to sell, they should.
The problem for sellers and their agents is finding theright asking price.
At this time, it will probably take huge price reductions toget many properties sold. We, frankly, do not know the loca-tion of the hot price point for most properties, and we suspect

The ques-tion that sellers have to ask is, do they really want to sell inthis market? If the answer is yes, the road to success will beto take bold action on the price front.
Sellers often worry about leaving money on the table.That is unlikely to happen even if one’s price is too low. Evenin the current market, if a price is perceived as an exception-ally good deal, the seller will have more than one interestedparty, and he should achieve market value and maybe a littlebit more by fostering competition among buyers.
Although this is an extremely challenging market filledwith uncertainties, the winds of change have begun to blowin the San Francisco Bay area. Reports from there show ahealthy pick up in activity. In our experience, the MontereyPeninsula’s high-end markets run about six months behindthe San Francisco area, both on upward and downward realestate trends.
The San Francisco Bay area market is not an infallible tal-isman, but it provides us with at least a hint of better times tocome.

Carmel-by-the-Sea: Vehicle stopped onSan Carlos Street for a traffic violation. Thedriver, a 29-year-old male, was found to beunlicensed, displaying false tabs, and in pos-session of marijuana. It was proved the vehicledid not have any insurance. The driver wascited and released. The vehicle was towed.
Carmel-by-the-Sea: A vehicle was stoppedon Junipero Street for a traffic violation. The29-year-old driver was found to be DUI. Thepassenger was too intoxicated to care for him-self and was subsequently arrested for publicintoxication. The driver was booked into coun-ty jail. The passenger, also 29, was cited andreleased at MPD.

Carmel-by-the-Sea: Traffic collision onOcean Avenue.
Carmel-by-the-Sea: A citizen found aloose dog on San Antonio Avenue and checkedthe area for an owner. No owner was located,and the citizen brought the dog to the CarmelPolice Department. No I.D. or microchip werefound on the dog. Shortly after, the owner ofthe dog called to report the dog missing andwas advised of the dog’s location. The dog wasreturned to the owner at CPD, and fees werepaid and a warning given.
Carmel-by-the-Sea: The projection man-ager at the Forest Theater advised the masterkeys for the projection room, stage area andconcession stand had been lost. An area checkwas conducted for the keys but was met withnegative results. There did not appear to be anyattempt to enter any of the above listed loca-tions, and nothing was disturbed. Firefightersprovided backup set of keys from the KnoxBox. Keys were left with police personnel andreturned to the fire department to be placedback in the Knox Box after the show.
Carmel-by-the-Sea: CPD units respondedto a 911 call reporting a peace disturbance atJunipero Street and Second Avenue where a53-year-old male was intoxicated to the point
of not being able to take care of himself andwas arrested. Fire engine and ambulance dis-patched to treat minor abrasions to his leftelbow and near his nose. He was combative andrefused treatment other than a brief cleaning ofthe abrasions on his elbow.
Carmel-by-the-Sea: Fire engine and ambu-lance dispatched to the beach at Scenic and13th. Arrived on scene to find a female in her20s with second degree burns on her left footand left hand. She had stepped on hot coalswhich were buried under the sand where herBBQ grill she had been. Crews wrapped andcooled the burn, assessed patient, took diag-nostics, packaged the patient and gatheredinformation prior to transport to CHOMP.
Carmel-by-the-Sea: Ambulance dis-patched to a Pacific Meadows residence for alift assist.
Pebble Beach: Investigative stop at CrestRoad and 17 Mile Drive revealed a suspect wasdriving under the influence. Suspect was arrest-ed by CHP.
Carmel area: Silent bank alarm at aCarmel bank. Perimeter established and banksearched. Alarm determined to be false.
Pebble Beach: Reporting party thoughtsomeone had attempted to burglarize his homeat Hermitage Road and Bird Rock Road duringthe previous evening. A deputy responded butfound no signs of forced entry.
Carmel area: Reporting party stated he losthis wallet while on a bike ride near Jacks Peak.
