Improvement energy use is proportional to the economic growth. So it takes energy efficiency based on life cycle through environmental management or solution of waste management to energy (waste to energy). There was also the energy efficiency improvement in buildings sector through harmonization of standards and labeling for energy consumption of electrical appliances. "The approaches adopted by the SWITCH -‐ Asia project include improved energy efficiency in SMEs through environmental management," said Specialist Sustainable Consumption and Production (SCP) of SWITCH -‐Asia Network Facility, Patrick Schroeder in Jakarta, Tuesday (7/7). Energy efficiency has become an important pillar for energy securities in all Asian countries. Energy efficiency is also a crucial component for decarbonization strategy and climate change action at the national level. "SWITCH -‐ Asia program funded by the European Union to facilitate experts of energy efficiency and funding as well as making policies in ASEAN to meet and discuss solutions and strategies," said Delegation of the European Union, Ria Butarbutar. Coordinator of Resources Efficiency for Asia-‐Pacific (UNEP), Sabin Basnyat, emphasized the importance of funding for energy efficiency. One of the elements that are essential to promote and ensure the sustainability of efficiency implementation is to provide access to financing. "In the ASEAN region, investment potential for energy efficiency is considerable. Until 2035, more than US $ 300 billion is needed to utilize the potential of energy efficiency, will lead to cost of energy savings up to US $ 500 billion," said Sabin. SMEs in particular have difficulty in accessing funding for the realization of energy efficiency. So, it would be required participation of the bank itself.

The implementation of efficiency is useful to reduce number of the energy needs that are increasing every day. Efficiency is targeted to be able to conserve energy as much as 10% in 2020. To achieve it, the Ministry of Energy and Mineral Resources (ESDM) conducted a series of efforts that still continue to be disseminated to the public. "Currently we are formulating a baseline or provisions for effecitiveness of energy efficiency in Indonesia, "said Farida Zed, Director of Energy Conservation, Directorate General of Renewable Energy and Energy Conservation (EBTKE), told fellow reporters when met in Thamrin Jakarta, Tuesday (07.07.15). One of them, encourage community to use energy-‐efficient electronics. "So far we are still attempting to influence society by conducting energy standard labeling on materials in circulation," said Farida. This step is believed to be effective in suppressing the use of energy, because it is conducting directly by communities through material low-‐energy standards. Farida said this step is also accompanied by government cooperation with industry, especially related to the material that many people use and takes up a lot of energy in its use. (FEA)

In Indonesia, where fossil energy is still in use, the need for fossil fuels reached 1.6 million barrels of oil equivalent per day, double of the domestic production capacity of 800 thousand barrels per day. Coordinator of Resource Efficiency for the Asia-‐Pacific region to the United Nations Environment Programme (UNEP), Sabin Basnyat, said that, at a point it is today when energy efficiency is an absolute must do. However, until now the targets of energy efficiency up to 10 percent in 2020 still sounds difficult. One problem, according to Sabin, is the difficulty of funding. "One solution is to provide access to financing," Sabin said, while attending a discussion with the Ministry of Energy and Mineral Resources (ESDM), Tuesday (7/7). Sabin said, in the region of Southeast Asia (ASEAN) the potential investment by energy efficiency is very big. Until 2035, more than 300 billion US dollars are needed to utilize fully the potential of energy efficiency. Meanwhile, the total savings that can be done to reach 500 billion US dollars. "So far, the SMEs in particular have difficulty in accessing funding for the realization of energy efficiency," said Sabin. Strategy Step Meanwhile, Director of Conservation, Ministry of Energy and Mineral Resources, Farida Zed, explained that currently Indonesia is formulating a strategic step with Asian countries to achieve the target of 10 percent energy efficiency by 2020. The way, said Farida, is to do labeling standardization of industrial equipment. "So, we will get the energy-‐saving equipment. Socialization will continue and also regulations. A total of 1,500 energy auditors we will form for 2025," said Farida. Moreover, in the industrial sector, the government will also conduct joint education of banking and financial institutions to bridge the projects of SMEs. The Government intends to rejuvenate industrial machines are more energy efficient. "Energy managers and energy auditors we ask for, and we are introducing a way to treat employees in saving energy. And a step further than introducing energy saving technologies. It will make effective cost and better survive in the face of competition," She explained.

Farida added, the industry that is currently the focus of the government's efficiency program is the domestic cement industry, such as Semen Gresik and Semen Padang. "Because this is not a new industry. Today we see the practices that have been successful in various countries that we can transfer to our country and can be supported by banking," She said. Banks will also be towed to provide financing to small entrepreneurs. The focus is the procurement of machines that can save energy. "So the banks can help procurement, then returns either through savings. For example, originally they use Rp.100,-‐ and then only need Rp.50,-‐. The differences can be use to restore the pay-‐back," She said.

Director of Energy Conservation, Directorate General of Renewable Energy and Energy Conservation (EBTKE), MEMR, Farida Zed said, energy conservation and energy efficiency become an important mission that must be implemented by Indonesia at this time, because it involves a variety of things and lives of many people. "We have been preparing baseline. It is useful to support the road map that we created for implementing energy conservation policies and energy efficiency,” said Farida in the SWITCH-‐Asia regional conference and networking event held at the Sari Pan Pacific Hotel, Jakarta, Tuesday (07/07/2015). According to Farida, the government targets by 2020 can be achieved by energy savings up to 10 percent. To achieve these goals, from now, the various measures already taken to support the target, such as, the implementation of labeling and standardization of the equipments used in daily life. "So, all the equipment that we used, we will standardization. Thus, we get the material that are energy efficient," She explained. In addition, the efforts that have been made to achieve 10 percent energy savings by 2020, Farida said, is with the program and fix the regulatory rules. Then, there is also a step to build energy manager who will be deployed to all industrial sectors. "There will be a 1500 auditors and energy managers who will we form until 2025," She said. Role of Banking In efforts to accelerate the implementation of energy conservation and energy efficiency, the Government deliberately holding banks and financial institutions to jointly to lead the industry from upstream to downstream to implement the policy. By cooperating with banking and financial institutions, the industry is expected to have easy to implement the policy. For example, if there are companies that want to replace machines or technology that is more energy efficient, then banking and financial institutions can be give the credit. Currently, the industry is already actively involved is the cement industry, Semen Gresik and Semen Padang, steel industry, textile industry, and electric power plants. "These industries have started to make energy savings and they can get a lower energy cost and can survive

global competition. Our government facilitation of the presence of energy manager," said Farida. In addition to these industries, Farida explained, the ministry is pushing other industries like mining and coal industry to implement the policy. By involved, the industry could help the national energy saving and extend the life of reserves. 35 Percent Meanwhile, according to UNEP representative, Coordinator of SWITCH-‐Asia Regional Policy Support Component, Sabin Basnyat, as the most population country, Indonesia can achieve maximum results in implementing the policy of energy conservation and energy efficiency, in terms of involvement of community. "If people are involved, there will be energy savings of up to 35 percent. It was a very large amount, "said Sabin. Sabin explained, the terms to get 35 percent of it is quite easy to come by simply changing lifestyles in every household. For example, how to familiarize each community to always turn off the lights when not in use. Or, how to embed the mindset that the use of air conditioning (AC) is not necessarily in the coldest conditions. "For light, it can be started by using LED lights. It has helped to join the national energy saving. AC also does not have to lower the temperature,” He explained. While the EU's special delegation to Indonesia, Ria Noviari Butarbutar, Indonesia should be able to apply the energy conservation and energy efficiency, as indeed many products (industrial) generated is sent to Europe. "Asia, in particular Indonesia is an important country because it produces a lot of need for Europe. While, Europe nevertheless very focused to apply policies related to renewable energy and energy conservation," said Ria. As a partner in Indonesia, Ria explained, the EU has funded 9 of the total 81 projects in 16 countries. The projects aimed to implement energy conservation and energy efficiency. In the same occasion, Executive Director of the ASEAN Centre for Energy, Sanjayan Velautham said, the policy of energy conservation and energy efficiency is currently the principal issues in ASEAN. For the regional level, are expected this year can be obtained energy savings of up to 8 percent. "Each country in ASEAN have their own targets. It is very good. We must continue to introduce to people to always use energy efficiently in every activity of life. Other countries already running and Indonesia is expected to soon follow in the footsteps of other countries," He said.
