DefinitionsTechnology –• The branch of knowledge that deals with the creation and use of technical means and
their interrelation with life, society, and the environment, drawing upon such subjects as industrial arts, engineering, applied science, and pure science. A technological process, invention, method, or the like.
Information Technology –• The development, installation, and implementation of computer systems and
applications.
Technocracy – • Government by technical experts.
Technate –• Technocracy is the concept of government by technicians, i.e. scientists and
engineers, who would oversee and administrate government and the economy.• The framework for a North American Technate (an
institutionalized and operational technocracy) was formulated in the early twentieth century by an influential group called Technocracy Incorporated.
• This group eventually published a Technocracy Study Course

b. Developing national policies and strategies to encourage changes in unsustainable consumption patterns.
(b) Data and information - Undertaking research on consumption
4.10. In order to support this broad strategy, Governments, and/or private research and policy institutes, with the assistance of regional and international economic and environmental organizations, should make a concerted effort to:
a. Expand or promote databases on production and consumption and develop methodologies for analysing them;
b. Assess the relationship between production and consumption, environment, technological adaptation and innovation, economic growth and development, and demographic factors;
c. Examine the impact of ongoing changes in the structure of modern industrial economies away from material-intensive economic growth;
d. Consider how economies can grow and prosper while reducing the use of energy and materials and the production of harmful materials;
e. Identify balanced patterns of consumption worldwide which the Earth can support in the long term.

Office of the National Coordinator (ONC) • 4/27/2004 - President Bush issued Executive Order 13335 establishing the position of
a National Coordinator for Health Information Technology (IT) within the Office of the Secretary of Health and Human Services.
• ONC Initiatives include establishing the Nationwide Health Information Network (NHIN), and supporting the development of the Federal Health Architecture.
• The ONC has set a goal that every person in the U.S. must utilize an electronic medical record by 2014. ONC will leverage the National Information Exchange Model (NIEM)

Because federal & state statutes about disclosure and privacy were written before interoperable health IT and widespread exchange of health information, federal and state
laws that “inadvertently and unnecessarily prohibit or limit the appropriate exchange of information…”
must change to accommodate the technology.
Technology Trumps Principle!
Seamless Flow of Information•Information sharing requires common standards and interoperability of information technology systems – at the federal, state, local, tribal and territorial level
•Requires the elimination of institutional and jurisdictional barriers to information sharing
• State laws, regulations and policies that “inadvertently and unnecessarily prohibit or significantly limit the exchange of electronic information” (including health information) are changing to allow the seamless flow of information across organizational borders.

Health Care Reform - Defined
• Health Care Reform - is really about the use of IT to implement a nationwide health information network (NHIN), that will enable the seamless flow of information across boundaries, and that allows a growing global surveillance system to function.
• Electronic Health Records - Reform is predicated on the creation of a standardized, interoperable electronic health record (EHR) on every single individual
• Cradle-to-Grave – EHRs are used for data collection, aggregation and reporting and are intended to track a person from birth to death. (Long itud ina l)
• EHRs are universal and to be shared globally – not only within our government, but with foreign governments, universities, and other third parties.
• Requires Standardization and Interoperability – to establish uniformity and compatibility in data collection, regardless of jurisdiction

The “New Economy” Triangle:
A “knowledge-based” economy involves strategic alliances, aka
public-private partnerships:

This is NOT a free-market model.
It is a model for technocratic governance.
From Government to Governance
Word Assumed Meaning Real/PoliticalGovernment needs to be run more like a business
Government operating in an orderly manner, not wasting taxpayers’ money, while still operating within its’ proper authority and respecting the God-given rights of the individual; operates as a sovereign entity with a constitution, with separate but equal Executive, Legislative, and Judicial branches.
Does not function as a business.
It is a Government, not governance.
Government operates from a business plan, focusing on revenue generation, cost savings, and efficiencies. Functions of government are viewed as services; services to the public are considered a business process & commoditized.
Governance by ‘experts’. Government services are called “business processes” subject to consolidation/ outsourcing to “eliminate waste, create efficiencies, and reduce fragmentation.”
Citizens are viewed as an asset or liability, and are charged for using services.

Recommendations
• Repent – not kidding here • Individuals need to minimize their “electronic footprint” and finds ways to
not participate in the data accumulation systems.• Educate yourselves on the issues facing this country and recognize the
face that we no longer operate under a “constitutionally constrained” system of government.
• Work with your elected officials to educate them on the issues of loss of liberty. Replace those elected officials who do not listen or take positive action to reduce the size and scope of “administrative governance”.
• Do not establish a state-based Health Insurance exchange – it will be the same as the Federal government’s version
• Allow people to escape HIT/HIE system without penalty; do not penalize providers who opt not to adopt EHRs or participate in this system
• Repeal state laws that prohibit individuals from seeking alternative health care services, i.e. homeopathic medicines or non-traditional treatments
• Terminate the Oklahoma Health Information Exchange Trust• Audit the Oklahoma Health Care Authority• Adhere to the OK Constitution - work to restore liberty

Conclusion

The U.S. federal government, via various initiatives [including health care reform], is actively participating in the establishment a globally networked and integrated intelligence enterprise – based on a technocratic governance model. This technocratic model includes the accumulation of an extraordinary amount of extremely personal, detailed information about the America people.
Government, in it’s attempt to be an all-knowing technocratic “god” and to satisfy the IT industry’s insatiable, ever-changing appetite, is doing an end-run around human dignity and nullifying our God-given rights to life, liberty and property.
The American People Are Not Slaves
“Nature has not made men slaves, but free, with an intrinsic right to liberty when they infringe not the equal freedom of others.
Not only so, but liberty is a divine principle, recognized in Scripture. So the Psalmist declared, “I will talk at liberty;
for I seek thy precepts,” and Jesus taught that it is lawful for a man to do what he
will with his own, when he thereby commits no wrong to others.”
