Introduction
The purpose of this manual is to establish standards for the design and installation of streetlighting in the City of Glendale in order to provide adequate and uniform lighting of streets
and other travel-ways.
The developer should become familiar with these procedures in order to expedite approval of
plans. Any questions concerning street lighting may be addressed by calling the
Transportation Department, Streetlight Management at 930-2940.

The term developer is an inclusive term and includes, but is not limited to developers,
engineers, contractors and/or subcontractors concerning services and responsibilitiesaddressed throughout this manual.
Notes 2
The City of Glendale is serviced by two electric utility companies; Arizona Public Service
and Salt River Project. The developer should be aware that different standards and
specifications exist in each service area. A map of the service areas is provided on the
following page.

Policy
Under the provisions of the Glendale City Code, developers of residential subdivisions,
apartments, condominiums, commercial/industrial projects, etc., are responsible for all design
and installation costs of street lighting on public streets peripheral to their projects.
The developer shall retain a professional engineer of the appropriate discipline, registered in the
State of Arizona, to prepare the lighting system design and appropriate calculations relative to
illumination levels. Illumination design shall follow the recommendation of the American
National Standard Practice for Roadway Lighting, Illuminating Engineering Society of North
America (IES), IES RP-8. The luminance criteria, with light loss factors of .76 (HPS), shall be
used to determine conformity with IES and city street lighting design guidelines.
Street lighting plans shall be submitted at the service counter at the Development Services
Center (second floor, Municipal Building) or by mail/carrier addressed to:

The developer shall submit six (6) sets of plans, specifications and electrical engineering
requirements for the first review.
Once final review has been completed, six (6) sets of plans, specifications, material quantities
and product literature shall be submitted for approval. Approval is limited to six (6) months and
may be renewed for another six (6) months if requirements have not changed. When the plans
have been stamped approved, the four (4) sets will be distributed as follows:
1- the utility company (by the Streetlight Management)
1- Building Safety
1- Street Lighting (Streetlight Management)
1- retained for streetlight contractor
The developer shall pay all related permit and power connection fees and is responsible for
notifying the electric utility company of any design changes, affecting power service and/or
common trench.
Design conflicts shall be resolved by the developer to the satisfaction of the electrical utility
company. It shall be the developers responsibility to coordinate conflicts with all electric utility
company equipment without compromise to the uniformity in the lighting design.

The installation and inspection of street lighting shall be accomplished in a timely manner. A
final inspection of the streetlight installation will be accomplished by the City of Glendale
Transportation and Building Safety Departments. If necessary, a list of discrepancies will be
submitted to the contractor for corrective action. When corrective action has been accomplished,
to the satisfaction of the City, approval for power connection will be transmitted to the electric
utility company by the Transportation Department. All streetlights shall be connected to thepermanent power supply and functioning properly before final acceptance of the street lighting
installation.
The developer shall be responsible for the actions of the contractor installing the street lighting
system.

Design Guidelines
It is the responsibility of the professional engineer, designing the streetlight system, to
coordinate with the electric utility company supplying the power for trench and transformer
locations.
The layout and design shall include existing and possible future streetlight location information
for all streets adjacent to and across from the proposed development.
Special effort shall be made during the design stage to assure that one (1) or more streetlights are
located at each intersection. All cul-de-sacs shall have at least one (1) streetlight. (See Key Unit
Locations pages K1 & K2)
Pole spacing shall result in a luminance rating that is within the IES RP-8 guidelines, using a
light loss factor of .76 (HPS). (See Spacing Guideline page 8)
Wire and conduit sizes shall be in accordance with the needs of the circuit except conduit smaller
than two and a half (2 ) inch shall not be used from pull box to pull box. Conduit smaller than
one (1) inch shall not be used from pull box to the pole. Wire shall be sized according to the
requirements of the utility company supplying electrical service to the streetlight fixture.
It is the developers responsibility to provide the City inspector with the appropriate list(s) of
completed streetlight locations for which power is requested. Streetlight poles shall be
numbered according to the numbering system provided by the electric utility company.
The underground trenching shall include PVC conduit in accordance with the electric utility
company standards. The City of Glendale may require the developer to encase conduits inconcrete under driveways or other vehicular traffic areas.
Exposed conduit and conduit on structures shall be rigid metal.
A photo control shall be mounted on each luminaire.
Arterial streets with no sidewalk will have a six (6) foot clearance from back of curb to the light
pole. If a sidewalk is planned, light poles will be one (1) foot back of walk. Collector and
residential streets will have a three (3) foot minimum clearance from back of curb. All poles
installed on arterial streets shall be installed on a concrete foundation. Poles in residential areas
shall be embedded.
It is the contractors responsibility to restore all property, landscaping, paving and driveways that
are disturbed during streetlight construction to their original condition in conformance with
Maricopa Association of Governments Specifications, Section 107.9.

General Notes
The following information is provided to emphasize critical work and is intended to supplement
the specifications. Should there be a conflict with the specifications, this document shall take
precedence.
Alternatives shall be pre-approved by the Transportation Director. Approval of alternative
products shall be on an equal basis with the product specified and shall be submitted a minimum
of ten (10) days prior to bid opening. Structural calculations shall be furnished for alternate
products and certified by a structural engineer, registered in the state of Arizona. Luminaires
and lamps shall meet or exceed the photometric, electrical, and mechanical requirements for the
specified products.
The contractor shall comply with State and City statutes along with the manufacturers
recommendations.
The submittal package shall consist of three (3) copies of the specifications for materials andequipment to be installed, and shall be bound in a folder and submitted at the time of permit
application.
Prior to submitting a proposal, the bidder shall examine all general construction drawings and
visit the construction site to become familiar with existing conditions under which he will
operate. No subsequent allowance will be made in connection with or on behalf of the
contractor for any errors or negligence on his part.
Prior to ordering any materials or doing any work, the contractor shall verify dimensions at the
site and immediately report any discrepancies to the Streetlight Management. The contractor
shall not proceed with any work until the Transportation Director renders a decision. No extracharges or compensation will be allowed for the differences in actual dimensions and dimensions
indicated on the drawings.
General
The electrical contractor shall comply with all licensing requirements set forth by the State
Registrar of Contractors office to perform work relating to streetlight installation in the city
right-of-way.
The contractor shall obtain the following permits prior to the installation of street lighting:
One project underground utilities (right-of-way) permit.
One street lighting permit for each installation.
One electrical inspection permit for each installation.(See schedule for permit)
The Citys Streetlight Management Section shall be contacted 48 hours prior to starting the
work.

All streetlights, including service line stubouts, within new planned developments or
relocation projects, must be installed, inspected by the City of Glendale and city clearances
issued before the utility company will install any wiring for the distribution system.
Light Poles
Light poles shall be installed plumb, adjusted to provide the proper alignment to the roadway
being lighted and be properly grounded when the installation is complete.
If light poles are furnished by the city, the contractor shall pick up the poles from city storage
and shall be responsible for their care until installed and accepted by the city (on City Projects).
Foundation / Embedment
Foundations:
The hole for the foundation shall be augured or hand dug, any exception shall be pre-approvedby the Citys Streetlight Management Section. Anchor bolts installed in foundations shall be
provided with double nuts and washers. Anchor bolts will be set in place and supported by the
use of a template (supplied by the contractor) to maintain the true bolt circle before the concrete
is poured. Streetlight Management shall inspect the work before the concrete is poured and must
be contacted 48 hours before the scheduled pouring. A ground rod shall be installed in the pull
box or next to the excavated hole in undisturbed soil, per the utility company requirement. A
lead-in copper bond wire (#6) shall be installed in a separate 1 conduit up through the
excavation for pole grounding.
The top of the foundation shall be three (3) inches above finished grade, trowel finished and
level. And surplus excavation shall be legally disposed of by the contractor.
Embedment:
Direct buried poles shall be set in a round hole, twelve (12) inch diameter, augured five (5) feet
into undisturbed earth. Poles shall be set plumb in two directions 90 degrees apart.
Hand tamping of native soil with pneumatic or vibrating equipment is the acceptable method of
compaction. Backfill shall be compacted to 85% of maximum density as determined by ASTM
D698, D-2922 and D-3017. Using a backhoe is strictly prohibited for direct bury poles.
Surplus excavation materials shall be legally disposed of by the contractor.
Luminaires
Luminaires shall be installed level and shall include a lamp and photocell. Contractor shall
assure that the luminaires are free of dust, dirt or any other substance, which would impair the
output of the light prior to leaving the site.
Luminaires furnished with multi-tap ballast shall be rewired or reconnected to match the voltage
supplied by the electric utility company.

If luminaires are furnished by the city and supplied from stock with a lamp and photocell each
may be furnished in separate cartons and assembled by the contractor. The contractor shall pick
up the products from city storage and shall be responsible for their care until installed and
accepted by the city. If a product furnished by the city is defective, it shall be replaced at no
expense to the contractor. Products damaged or rendered non-working by the contractor shall bereplaced at the contractors expense (on City Projects).
Wiring (by service area)
Arizona Public Service Area:
Streetlight poles shall be wired for 120 volt, for up to and including 100 watt fixtures. Fixtures
over 100 watts are to be wired 240 volt. APS can provide 277 volt on some commercial
projects. It is the contractors responsibility to contact APS for the correct voltage to be
supplied.
Wiring for fixtures shall be installed per Arizona Public Service requirements. Wiring color for
power shall be properly identified. Conductors are to be installed from ballast of luminaire to J-
box. Wiring between underground junction boxes, shall be provided and installed by the utility
company supplying power. APS will make the connection in the J-box.
Salt River Project Service Area:
Streetlight poles shall be wired for 120 volt in SRP area.
Wiring from the transformer to the poles flush mounted J-box shall consist of either 1-#6AI
XLPE TX or 1-#4/OAL XLPE TX. Wiring from the J-box to the base of the pole or the poleshand hole shall consist of 2-#6 AI XLPE and 1-#6 bare solid copper (bond). Wiring shall consist
of 2-#12 single conductor and 1-#12 single conductor (bond) type XHHW or THWN pulled from
the poles hand hole or the base of the pole to the luminaire. Wire color for power shall be
properly identified. Wiring between underground junction boxes, shall be provided and installed
by the utility company supplying power. Connections in the J-box will be made by SRP.
Grounding
Each pole foundation shall have a 8' X 5/8" copper clad ground rod, driven outside the area
excavated for the pole. Ground rods maybe located in the J-box when required by the utility
company. A #6 bare copper lead shall be used between the ground rod and the landing lug.
Junction boxes
Junction boxes are furnished by the contractor.
Excavation for junction boxes and material specifications shall be per the utility company
standards.

Trench
Trench shall be installed per the utility company standards.
The use of a common electric utility company trench is permitted. It is the contractorsresponsibility to contact the utility company for coordination of trench and the installation of
conduit.
Conduit (further SRP requirements Distribution Design Standards at end of this section)
Conduit shall be installed at the depth specified on the plans. Conduit shall be per the utility
company requirement. Each conduit shall terminate in each pull box and/or pole foundation.
Elbows shall be the same size as the conduit.
All conduit which will not have circuit wire or cable pulled into it during construction shall have
a #10 AWG. copper clad or aluminum clad pull wire installed in it and the ends sealed in a NECapproved manner to keep all moisture and foreign matter out of the conduit.
When required, the contractor shall encase conduits in concrete at street, railroad, and driveway
crossings.
Connections (By Service Area)
Arizona Public Service (APS) Service Area:
Fusing is to be located in the hand holes or bases of light poles. J-box fusing shall meet APS
requirements. Quick disconnect type fuse holders shall be equal to or better than BussmanBK/HEB-AA 30 amp, 600 volt that will accept the 10 amp Thon time-delay fuses FNQ 10",
This cartridge fuse size is 13/32" X 1 ".
Fusing is to be installed on each energized conductor of the circuit. Fuse holder shall be
installed so that the exposed end shall be free of energized parts when disconnected. APS to
make the connection in the J-box to its distribution system after city clearances have been issued.
NEC approved grounding clamps or Cadweld fusion bonded connections shall be used for
bonding bare bond wire and for connections to ground rods.
Salt River Project (SRP) Service Area:
Cable connection in the hand holes or bases of light poles shall be accomplished by the use of
factory pre-assembled cable connector kits. A kit utilizing a 10 amp KTK-R fuse on the hot leg
of the circuit shall be employed and shall be a quick disconnect type. Fuse kits shall be installed
so that the exposed end shall be free of energized parts when disconnected.

Splices in the junction boxes shall be prohibited. Connections shall be made using the 2 or 4
molder rubber insulated set screw bar connectors per the utility companys requirements. Split
bolt connector and wire nut type devices are prohibited in all splices.
NEC approved grounding clamps connections shall be used for bonding bare bond wire and for
connection to ground rods.
Light Pole Identification
The contractor shall furnish and install a number on each light pole. Streetlight pole
identification and specifications will be provided by the utility company supplying power. The
contractor will coordinate the installation of pole numbers with the utility company. Pole
numbers will be on the plans provided by the utility company. Pole identification should be
yellow letters/numbers on black background, two inches (2) high.
Restoration
It is the contractors responsibility to restore all property, landscaping, paving and driveways that
are disturbed during streetlight construction to their original condition in conformance with
Maricopa Association of Governments Specifications, Section 107.9.
Performance
Prior to acceptance, the contractor shall energize and operate the entire roadway lighting system,
from sunset to sunrise for two (2) consecutive days without interruption or failure. If a lamp or
ballast should fail, it shall be replaced immediately and retested.
Warranty
The contractor shall guarantee all work for a period of one (1) year from the date of final
acceptance by the Streetlight Management, against defects in workmanship, failure, malfunction
of materials and/or equipment. This guarantee is to be in writing to the City at the time of
issuing final acceptance. Work found to be defective within the warranty period shall be
replaced without cost to the city.

General
The work described in this section shall consist of furnishing and installing electrical material
and equipment complete and ready for service at the locations and grades shown on the plans or
as ordered by the Transportation Director.
All installations shall be in accordance with the National Electrical Code (NEC) and the National
Electrical Safety Code (NESC) and shall also conform to the City of Glendale laws and codes
governing such work.
The Contractor or Developer shall apply for and pay all permit fees associated with the
construction, development, plan review, power connection and inspection of the street lighting
system.
In order to provide all necessary requirements for the proposed street lighting system, the
contractor shall cooperate with the electric utility company which will furnish electrical service.
Material
New, first quality materials shall be furnished. Materials shall comply, when applicable, with
the Underwriters Laboratories (UL) requirements. The material shall also comply with the
National Electrical Code (NEC) and City of Glendale Codes where appropriate. All electrical
parts, wire, switches, and other elements of the installation shall be of ample capacity to carry
the required current without excessive heating or causing an excessive drop of potential.
At the time of requesting permits, the contractor or developer will submit cut sheets including a
materials list to the Transportation Department, Streetlight Management for approval. Afterapproval by the Transportation Director, such submittals shall be taken as supplemental to, but in
no sense a substitute for, the original approved plans.
Contractors are cautioned not to purchase materials in advance of submittal approval.
Except as otherwise provided herein, each individual item of equipment shall bear a nameplate,
or other type of indelible marking or brand that shall identify it as to type, catalog number and
manufacturer.
Definitions
In general, definitions of electrical terms used shall be in accordance with the American
ANSI/IES RP-8. Exceptions as follows:
A Luminaire shall include direct appurtenances such as a reflector, refractor, housing and
supports that are integral with the housing and ballasts when applicable.

A Lamp shall be considered to be the bulb or light source employed.
A Light Pole shall be considered to include anchor bolts, nuts, nut cover, pole shaft, bracket arm
if required, and integral hardware to support luminaires.
Light Poles
Light poles conforming to approved shop drawings shall be installed upon the completed
concrete foundations or other specified type of installation. Poles shall be plumb or aligned by
using double nuts and washers or other specified method. After the installation, each light pole
shall be adequately grounded as provided for these specifications, and shall have hand hole and
base covers fastened in place.
After erection, poles shall be inspected for defects in the surfaces. Minor scratches (any scratch
that does not expose the primer coat) shall be given two (2) coats of an approved zinc-rich paint.
The second coat shall not be applied until after the first coat has completely dried. Poles having
major scratches or defects (any scratch that exposes the metal or gouges in pole) will not beaccepted.
Wood Poles
Existing wood electrical distribution system poles may be used for mounting of streetlights only
if approved by the Streetlight Management and the electric utility company agrees that there is
no other way to install the light. Use of these existing wood poles will be permitted only in
exceptional cases.
Luminaires mounted on existing wood poles shall be installed by the electric utility company
regardless of service area. The developer shall coordinate the design and installation of theluminaires with the electric utility company and pay all attachment costs. The developer is not
permitted to climb on or attach to electric utility company wood poles.
Foundations
Excavation for foundations shall be completed as near as practical to the dimensions shown for
the foundations. Concrete shall be cast-in-place, Class A, and construction shall be in
accordance with (MAG) 725 except that forms will not be required for portions of foundations
extending more than six (6) inches below the ground line, unless the soil does not have sufficient
compaction. Where, in the opinion of the Transportation Director, an excavation for a
foundation has revealed an unstable condition at the bottom of the excavation, or caving of thesides of the excavation has been excessive, the foundation shall be deepened or enlarged in size
as directed by the Transportation Director.
Payment for additional quantities of excavation and foundation concrete required by the
Transportation Director for this purpose shall be made by supplemental agreement on City of
Glendale projects.

Reinforcing steel as specified shall be placed in accordance with (MAG) 727 or (ADOT) 1003.
Anchor bolts for light poles shall be installed in the foundations in conformance with approved
shop drawings and anchor bolt setting templates provided by contractor. The tops of foundations
shall be finished smooth and level.
After the forms have been removed, excavated spaces around the foundations shall be backfilled
with suitable material placed and tamped in six (6) inch thick layers in accordance with (MAG)
206.
Disturbed facilities shall be restored as specified. Discarded materials will be disposed of
legally.
Contractor shall wait at least 72 hours before setting streetlight poles on new concrete
foundations.
Embedded
Direct buried poles shall be set in a twelve (12) inch diameter hole augured to the appropriate
depth, per standard details, to support the pole in undisturbed earth. Pole shall be set plumb in
two (2) directions 90 degrees apart. Hand tamping of native soil with pneumatic or vibrating
equipment is the acceptable method of compaction. Backfill shall be compacted to 85% of
maximum density as determined by ASTM D-2922 and D-3017 or AASHTO T-99 and T-191.
Using a backhoe is strictly prohibited for direct bury poles.
Disturbed facilities shall be restored to their original condition. Discarded materials will be
disposed of legally.
Luminaires
Light pole luminaires shall be adjusted vertically and horizontally to provide the required
mounting height and the specified alignment with the roadway.
The Transportation Director may require the contractor to clean all streetlight luminaires prior to
completing the project. Reflectors shall be cleaned with a detergent and reflectors cleaned with
an approved cleaner to provide the maximum lumen output possible.
ANSI wattage labels shall be install on the rear portion of the luminaire and visible from theground when the installation is completed.
Lamps

The specified types of lamps shall be furnished and properly installed in the approved
luminaires.
Glare Shields
Glare shields shall be furnished and installed where designated by Streetlight Management. Theshields shall be obtained from the manufacturer of the luminaires with which they are to be used.
Ground Devices
A ground device unit shall consist of one 8' X 5/8" copper clad ground rod driven outside the
area excavated for the pole foundation. It shall be installed in pull box or in undisturbed soil per
utility company requirement.
NEC approved grounding clamps or Cadweld fusion bonded connections shall be used for
bonding bare bond wire and for connection to ground rods. A #6 bare bond copper lead shall be
installed to connect the ground rod to the pole grounding lugs.
Junction Boxes
Junction boxes shall be provided by the contractor per the electric utility company standards.
Junction boxes for street crossing shall be furnished and installed by the contractor.
Trench
Trenching shall be accomplished per the electric utility company standards.
Trench backfill shall be placed in layers not to exceed four (4) inches in thickness and
compacted with mechanical tampers or other approved mechanical compactors as directed and
approved by the Transportation Director and in conformance with (MAG) 601.
Backfill material for trenches in areas of pavement, paved shoulders, or stabilized aggregate
shoulders shall consist of ABC slurry with one (1) sack cement. Backfill material for trenches in
other areas shall consist of suitable soil or granular material in conformance with (MAG) 702.
All property, landscaping and driveways, which are disturbed during construction, shall be
restored to original condition.
Excess and discarded materials shall be disposed of legally.
Conduit

Conduit of the type and size shown on the plans shall be installed at locations designated by the
plans or as directed. Where the size is not specified, the developer shall submit to the City
Transportation Director for approval, plans showing the size and location of each conduit and the
number and size of wires contained in each.
Conduit fill shall comply with the National Electrical Code. Where underground conduits are
required to be encased, the encasement shall be concrete slurry. Mix shall consist of one-half
(1/2)) bag of cement to ten (10) cubic yards of ABC per MAG Specifications.
Bends in conduit shall be used only when absolutely necessary. The total bending between
adjacent junction boxes shall not exceed 180 degrees and the total bending between adjacent
light poles shall not exceed 270 degrees. The radius of any field bend shall be not less than
twelve (12) times the internal diameter of the conduit. Bends in conduit will not be injured and
the internal diameter at the bend will not be reduced.
The Contractor shall check each conduit run by rodding or by pushing a mandrel through theconduit run. Any obstructions in the conduit shall be removed.
After installation, all conduit which will not have circuit wire or cable pulled into it during
construction shall have a No.10 AWG copper-clad or aluminum-clad pull wire installed in it and
the ends shall be closed with capped bushings or otherwise sealed in an approved manner to
completely keep all water and foreign matter out of the conduit. Terminal points of all conduits
containing wire or cable shall be completely sealed in an approved manner with a removable
sealing compound or a molded plastic or rubber device, which is compatible with the cable
jacket, the insulation and the conduit material. Equivalent temporary sealing approved by the
Streetlight Management shall be provided immediately after placement of the conduit where
conductors of cable are not installed promptly in the conduit.
Where conduit enters a junction box through a slip hole, locknuts shall be provided to fasten the
conduit to the junction box and a lead washer shall be installed under each locknut to
weatherproof the connection.
Conduit to be placed under pavements or paved shoulders may be installed by horizontal drilling
or jacking methods subject to the approval of Streetlight Management. If the drilling method is
used, the bore diameter shall not exceed the outside diameter of the conduit by more than five (5)
percent.
Cable
Copper wire cables of the types and sizes required shall be install as designed or as ordered.
No splices will be permitted between terminations. Exothermically welded joints in structure
grounding systems are not considered splices.

Connections
Salt River Project Service Area
Cable connections in the hand holes or bases of all light poles, or in junction boxes shall beaccomplished by the use of approved factory pre-assembled cable connector kits and, in
addition, the kit used in the hot leg shall be of a fused type. Where used in hand holes, the kits
shall be of a quick disconnect type. Cable connections in junction boxes, other junction boxes,
and all enclosures below ground line shall be accomplished by the use of approved factory pre-
assembled cable connector kits or other connecting devices approved by the Transportation
Director.
Connector kits used in cable connections installed at the last light pole or pull box on a circuit
shall have the vacant wire opening plugged in accordance with the manufacturers
recommendations.
Until cable connections have been completed, all exposed cable ends shall be adequately
protected by enclosing in plastic bags, taping or other approved means.
Arizona Public Service Area
Cable connections in the hand holes or bases of all light poles shall be accomplished by the use
of approved factory pre-assembled cable connector kits and, in addition, the kit used in the hot
leg shall be of a fused type. The kits shall be of a quick disconnect type. Connections in the J-
boxes shall be made by APS.
Light pole identification
The Contractor shall furnish and install a pole number, as indicated on the utility company plans,
on each light pole. The identification shall consist of yellow letters/numbers on black
background two inches (2) high, dye cut from engineer grade reflectorized sheeting. One (1)
inch dye cut letters shall be heat applied to self-stick engineer grade sheeting of a color specified
by the utility company. The number shall be assembled as a vertical label and applied to the
streetlight poles on the quadrant of the surface on the pole that faces oncoming traffic. The top
of the label shall be installed eight (8) feet above the ground line. The installation of the label
and application of the sealant shall be when the ambient temperature is above 40 degrees
Fahrenheit.
Lighting and Electrical Materials Specifications

Lighting and electrical materials covered by these specifications shall be inspected and certified
as follows:
Inspection
Lighting and electrical materials are subject to inspection at the project site. Such inspectionwill include, but is not limited to the identification of the item, type, size and manufacturers
markings and documentation of this data. When required by the Streetlight Management,
random samples will be selected from the material delivered or at the place of manufacture or
warehouse prior to delivery.
Certification
When required by the Transportation Director, certified test data shall be furnished.
Light Poles
These specifications cover materials and manufacturing methods to be used in the fabrication of
light poles used to support luminaires. Any material permitted by the AASHTO specifications
for the Design and Construction of Structural Supports Highway Luminaires may be used in
this item. Pole design shall conform to minimum requirements of the AASHTO specifications
cited, except that the design wind load shall, in all cases, be based on a wind speed of 80 miles
per hour.
Poles and self-supporting mast arms shall include shafts, bases, anchor bolts and shall conform
to the following:
Tapered pole shafts shall be fabricated from sheet steel of weld able grade, which shall meet orexceed the minimum strength requirements of ASTM A36. A taper rate of 0.14 inches in
diameter per linear foot shall be required unless otherwise specified.
Standard pipe pole shafts shall be fabricated from standard weight structural steel, which
conforms to the minimum strength requirements of ASTM A53, grade B, and a nominal diameter
indicated on the standard drawings. Each section shall be fabricated from not more than two (2)
pieces of sheet metal. When two (2) pieces are used, the longitudinal welded seams shall be
directly opposite one another. When the sections are butt welded, seams shall be directly
opposite one another. When the sections are butt-welded together, the longitudinal welded
seams on adjacent sections shall be placed to form continuous straight seams from base to top of
pole. Pole shafts shall be straight, with a permissive variation not to exceed one (1) inchmeasured at the midpoint.
Hand holes in the base of the poles shall conform to the details shown on the standard drawings.
All welds shall be continuous and any exposed welds, except fillet welds, shall be ground flush
with the base metal.

A metal tag shall be permanently attached to the pole above the hand hole stating the
manufacturers name, pole type per the Departments standard drawings, pole drawing number,
shaft length and gauge number.
Pole shall have a standard weld base plate. Standard bases shall be fabricated from structural
steel plates conforming to the minimum strength requirements of ASTM A36. Exposed surfacesshall be neatly rounded to a 1/8 inch radius.
All anchor bolts shall be threaded at the top and shall have an L bend at the bottom unless
otherwise specified.
Standard anchor bolts, washers, and double nuts shall be fabricated from steel conforming to the
strength requirements of ASTM A36. The anchor bolts, washers, and nuts shall be fully
galvanized in accordance with the requirements of ASTM A153.
Mast arms for standard steel poles that are not tapered shall be fabricated from two (2) inch
Schedule 40 steel pipe as specified in ASTM A120, and shall conform to the dimensions shownon the standard drawings. The pipe shall be one (1) piece and free from burrs and sharp edges.
Tapered mast arms shall be fabricated from sheet metal conforming to the requirements of
ASTM A36. A taper rate of 0.14 inches change in diameter per linear foot shall be required
unless otherwise specified. All bolts, washers, and nuts for mast arms shall be fabricated from
steel conforming to the requirements of ASTM A325 and shall be electro-galvanized in
accordance with the requirements of ASTM B633.
Mast arms shall be bent to the dimensions and curvature shown on the standard drawings.
A metal tag shall be permanently attached to the side of the mast arm near the base stating themanufacturers name, pole type per the Departments standard drawings, mast arm and pole
drawing number, length and gauge number.
Bolt covers shall be furnished with each pole and shall be finished in the same manner as the
poles. Split cover base covers shall be furnished when specified in lieu of bolt covers for square
designed poles.
A structural engineers certification indicating compliance with
the AASHTO criteria and this specification, and shop drawings
covering the specified material requirements for signal poles,mast arms, and appurtenances shall be furnished.
Alternative pole designs shall be submitted to the Transportation Director for approval and shall
be certified by a structural engineer. Supports not specifically detailed and alternates shall
demonstrate, to the satisfaction of the Transportation Director, as being structurally equivalent to

the specified design. The general appearance of the alternative structures shall be the same as
detailed on the drawings. For the purposes of complying with these specifications and drawings,
the gauge of steel specified and the nominal thickness may vary as long as the developed
strengths are applicable and comply with the AASHTO Specifications.
Inspection
The Transportation Director may require the approval of poles to be based on a complete
inspection of welds, mil thickness and coating appearance at the factory prior to delivery.
Inspections shall be performed on poles selected at random from a lot produced for the
department. Approval of subsequently produced poles will generally be based on Departmental
evaluation of mil tests and factory certified test results on the materials and fabricated
components.
Coating
The coating described below shall pertain to all streetlight poles and mast arms.
Galvanizing shall meet ASTM A123 specifications where poles are required to be galvanized.
Paint shall be Val Spar 40 series (color) or approved equal.
Electrical Cables
This item shall consist of insulated conductor cables to be used for streetlight pole service.
All cable shall meet requirements of the National Electrical Code. All cable shall be properly
identified by color.
Arizona Public Service Area:
Streetlight poles shall be wired for 120 volt, for up to and including 100 watt fixtures. Fixtures
over 100 watts are to be wired 240 volt. APS can provide 277 volt on some commercial
projects. It is the contractors responsibility to contact APS for the correct voltage to be
supplied.
Wiring for fixtures shall be installed per Arizona Public Service requirements. Wiring color for
power shall be properly identified. Conductors are to be installed from ballast of luminaire to J-
box. Wiring between underground junction boxes, shall be provided and installed by the utility
company supplying power. APS will make the connection in the J-box.
Salt River Project Service Area:
Streetlight poles shall be wired for 120 volt in SRP area.

Wiring from the transformer to the poles flush mounted J-box shall consist of either 1-#6AI
XLPE TX or 1-#4/OAL XLPE TX. Wiring from the J-box to the base of the pole or the poles
hand hole shall consist of 2-#6 AI XLPE and 1-#6 bare solid copper (bond). Wiring shall consist
of 2-#12 single conductor and 1-#12 single conductor (bond) type XHHW or THWN pulled from
the poles hand hole or the base of the pole to the luminaire. Wire color for power shall be
properly identified. Wiring between underground junction boxes, shall be provided and installedby the utility company supplying power. Connections in the J-box will be made by SRP.
Conduit and Fittings
Conduit and fittings shall be rigid polyvinyl chloride (PVC) non-metallic type conforming to the
requirements of UL 651 for rigid non-metallic conduit.
PVC conduit and fittings shall be schedule 40 gray, heavy wall, manufactured from high impact
material and shall be rated for use at 90 degrees Centigrade.
Concrete Pull Box
Concrete junction boxes shall conform with ADOT Specification Section 732 and Standard
Drawings T.S. 1-1 through T.S. 1-6. Pull box capacity for electrical splices shall conform to the

Metal junction boxes and covers for installation in concrete structures shall be fabricated from a minimum of 16
gauge type 304 stainless steel. All seams shall be continuously welded and shall conform to the dimensions and
details shown on the project plans. A neoprene gasket with a thickness of 1/8 inch shall fit between the box and
cover. The cover shall be made to fit securely and shall be held in place with a minimum of four (4) stainless
steel machine screws. Tabs for ease of installation may be attached to the junction box at the option of the
contractor.
Luminaires
All luminaires submitted for use in the City of Glendale shall have an independent test performed on the
luminaires photometrics at the submitting partys expense. Submittal shall be made to the City of Glendale by
formatted computer disk based on the Illuminating Engineering Society Standards for roadway luminaires.

Cable Connecting Devices
Salt River Project Service Area
This specification covers cable connecting devices, including connectors, connector kits, and in-
line fuse holder kits for use in hand holes of light poles as well as in junction and pull boxes
rated minimum 600 volt service.
Cable connection in the hand holes or bases of light poles shall be accomplished by the use of
factory pre-assembled cable connector kits. A kit utilizing a 10 amp KTK-R fuse on the hot leg
of the circuit shall be employed and shall be quick disconnect type. They shall be installed so
when disconnected the exposed end shall be free of energized parts.
Splices in junction boxes shall be made up of a flood seal type device with crimp type
mechanical connectors in an enclosure. Split bolt connector and wire nut type devices are
prohibited at all splices. NEC approved grounding clamps or Cadweld fusion bonded
connections shall be used for bonding bare bond wire and for connection to ground rods.
Arizona Public Service Area
Quick disconnect type fuse holders shall be equal to or better than Bussman BK/HEB-AA 30
amp 600 Volt that will accept the 10 amp Thon time-delay fuses FNQ 10", This cartridge fuse
size is 13/32" X 1 ".
NEC approved grounding clamps or Cadweld fusion bonded connections shall be used for
bonding bare bond wire and for connections to ground rods.
Cable Connectors
Cable connectors shall be the types that are applied to the conductor by means of a compression
tool and shall be capable of fully enclosing the conductors when compressed in accordance with
the manufacturers instructions. Connectors shall be fabricated from high strength copper alloy.
Plated connectors fabricated from metals other than copper shall not be accepted. Splices below
grade in junction boxes shall be epoxy injected (as manufactured by #M or approved equal) and
shall be waterproof.

Cable Connector Kits
Each cable connector kit shall be furnished complete with all component parts described under
the various listed types and each kit shall have the following:
A. Sufficient silicone compound to lubricate metal parts and the housing for each assembly.
B. Complete installation instructions.
The component parts of each type of kit shall comply with the following:
C. Housing - All housings shall be made of water-resistant synthetic rubber suitable for burial in
the ground or exposure to sunlight. Each housing shall form a watertight seal around the cable
between each housing at the point of disconnection and between an insert body and enveloping
Y housing.
D. Copper Pins - Sockets and fuse contacts shall have a minimum conductivity of 90 percent.
They shall be of at least semi-hard material and the portion which is to be crimped shall be fully
annealed while the rest of the device is maintained in its original state.
E. Contact pressure between a pin and a socket shall be maintained by the use of an approved
socket spring.
F. Where a mounting hole is approved for fastening terminal lugs to a ring-tongue terminal, they
shall be fastened with a bolt and self-locking nut.
G. Plastic sleeves shall be rigid, molded insulating plastic material of sufficient diameter to form
a watertight fit with its related housing. Wall thickness shall be 0.10 inch maximum and sleeve
lengths shall be as required.
H. All fuses shall be rated 600 volts, 100,000 amperes RMS interrupting capacity.
Each cable connector kit furnished under this specification shall have insulating boots of water-
resistant synthetic rubber, suitable for burial in the ground or exposure to sunlight, shall be
provided for both the line and load side of all fuseholder kits with breakaway receptacles.
Grounding Devices
This specification shall cover grounding devices.
Each pole foundation shall have a 8' X 5/8" copper clad ground rod driven outside the areaexcavated for the pole foundation. A #6 bare copper lead from the ground rod to the landing lug
in the pole shall be used. The conductor shall be connected to the pole grounding screw or
approved connecting device in the hand hole.

Circuit and Light Pole Identification
Tags to be used as specified shall be circular in shape, 1 3/8 inch minimum diameter, 0.31 inch
minimum thickness copper, brass or plastic except that tags within switch and device cabinets
shall be of nonmetallic material. Identifying bands shall be approximately 1/32 inch thick, 3/16
inch wide and four (4) inch minimum length nylon, self-clinching type with adequate sized tab
for labeling. Tags shall be permanently fastened to cables by means of tying straps of the same
material and dimensions as identifying bands without tabs. Each tag or band tab shall be marked
using 1/4 inch minimum lettering dyes, engraving device or other equivalent permanent marking
process. Markings shall indicate GRD for all ground and grounded neutral conductors.
Companion circuit conductors shall be marked CKT followed by the designated letter, numeral
or symbol as may be shown on the plans.
Pole identification shall be accomplished by means of adhesive labels with yellow reflective
characters on a reflective black background meeting the requirements of federal specification L-
S-300. The reflectivity characteristic shall be equivalent to No. 1 as described in such
specification.
Photo Electric Controls
The photo electric controls, hereinafter referred to as PEC, shall have a supply voltage rating of
105 to 285 volts AC, 60 Hz.
The nominal dimensions shall be 3.078 inches outside diameter and 2.219 inches maximum
height. The operating temperature range shall be from -65 to +158 degrees Fahrenheit and 100%
relative humidity. The PEC shall be a conventional glass faced, hermetically sealed cell.
When the north sky illumination in the area falls to the pre-set value, the lighting load shall be
turned on.
A switch to permit manual operation of the lighting circuit shall be provided for each PEC.
The PEC shall work in conjunction with an external auxiliary load relay for handling the
required lighting loads unless specified otherwise.
The PEC shall have a built-in lightning arrestor. The encapsulated surge protector shall have a
spark-over value of 2,000 volts and shall interrupt up to 10,000 amperes of follow through
current without affecting the operating characteristics. The PEC shall meet the following
electrical requirements:
