Technical Review Process
• Goal: Simplified review by ODOE with little
revision required. Few to no QC errors, all
information easy to find.
• ODOE review process
• Tech review time drivers
• New template -> new review
process: “triage”
• Quality expected, “built in” as
template fixes recurring issues
• Precision vs. Accuracy
Technical Review Process
• Revisions meant to improve efficiency and results of
technical review and QC process
• Help us address recurring issues that increase review time:
– Energy savings: overly aggressive, not substantiated
– Assumptions: not well documented, non-existent,
difficult to find or follow
– Calculations: difficult to find or follow, incorrect,
difficult to understand (“track back”)
– Lack of Quality Control:
• Simple errors/inconsistencies in language and values
• Inadequate documentation and/or validation
Final Thoughts
• Auditors and staff are responsible for knowing and
following guidelines and requirements, getting updates
• Auditing should investigate best options, not just school’s
projects or suggestions
• Access SID as individual, do not use district login
– We have training on how to use the Schools Interactive
Database (SID) if needed
• SOW Approval form: Follow templates, one per school
• Audit costs ≤10% of facility energy costs (align with
ASHRAE Standard 100)

• Continued discussion with audit firms
• Future technical working groups
• Rolling out critical interim changes, as necessary
• Changes will be posted on SB 1149 website and
substantial changes noted in addendum
