Overview of Program Changes for 2012
2013
The purpose of this overview is to provide information that may be helpful to families in thinking about
school enrollment for 201213. General information is presented first, followed by information about special
education.
Aki Kurose Service Area
The preschool Montessori program at Graham Hill is funded partially by tuition and partially through the
districts general operating fund. District funding may not be available in 201213 due to significant budgetary
challenges. If district funding is not available, this may impact availability of the program. Applications will be
accepted during Open Enrollment, with the provision that if funding is not available to continue the program,
families will be notified as soon as this is known.
Denny Service Area
Open Boren STEM option school for grades K5, including ELL services.
Standard rollup extends the language immersion program at Concord through 5th grade.
Eckstein Service Area
No changes.
Hamilton Service Area
Standard rollup extends the language immersion program at McDonald through 2nd grade.
Madison Service Area
Open Boren STEM option school for grades K5, including ELL services.

Middle Schools: Guaranteed Spectrum Assignments
Current (201112) 5th grade Spectrum students at an elementary schools will be automatically assigned to
6th
grade Spectrum at their attendance area middle school. No application is necessary.
Current (201112) 5th grade Spectrum students at a K8 school will automatically be assigned to 6th grade
Spectrum at their K8 school. If they apply for Spectrum at their attendance area school during or after Open
Enrollment through September 30, they will be assigned to 6th grade Spectrum at their attendance area
school.
Spectrumeligible students not currently enrolled in Spectrum [including those in the Advanced Learning
Opportunities (ALO) program] entering grades 68 who want a middle school Spectrum assignment to their
attendance area school, and who apply during or after Open Enrollment through September 30, will be
assigned to Spectrum at their attendance area middle school.
High Schools
The first language immersion cohort from Denny enrolls at Chief Sealth (9th grade Spanish).

Many of the changes reflect continued phasing out of programs initiated previously. Current students are notdisplaced when services are phased out, but new students are assigned only to the 201213 grades. For
middle and high schools, linked schools are being implemented to provide predictable assignments for risers
and new students.

Program Placement Decisions for 2012 2013
In conjunction with development of new attendance area boundaries for the New Student
Assignment Plan (NSAP), tentative locations were identified for placement of services and
programs as service delivery and assignment plan changes are phased in. Some of these program
changes were approved by the Superintendent and implemented for the 201011 and 201112school year.
Other tentative locations identified previously are reviewed to determine if those locations are
still appropriate and, if so, whether those changes should be implemented for the 201213 school
year. In conjunction with that review, other program placement requests received through the
public process, as well as those generated by district staff, are also reviewed.
Program placement changes not connected to the Open Enrollment process are adjusted as
needed through the spring and summer. For instance, students do not apply for service schools
through the Open Enrollment process, so the Superintendent may determine changes for those
programs at a later time.
As was done last year, information about program locations for 201213 that could impact family
choices is being made available to families prior to the Open Enrollment period (February 27
March 9, 2012.
Program placement decisions are also reflected in the designation of linked attendance area
schools, and specify the services or program(s) for which the schools are linked.
The attached charts provide information about the location of various services and linked schools
for self-contained special education services, English Language Learners, Advanced Learning,
International Schools/Language Immersion, and Montessori programs for elementary and K8
schools. Note that all attendance area middle and high schools provide ELL services. Allattendance area middle schools offer Spectrum.

The proposal is to relocate elementary APP for north end
students to a suitable location in the north end.
Locations suggested are WilsonPacific, Lincoln, and John
Marshall. John Marshall is proposed as the best choice due tocapacity, transportation access, and location near where
eligible students live.
Staff notes: The elementary APP program at Lowell has been
relocated to Lincoln for 201112 and 201213. The
Capital Projects & Planning department has identified John
Marshall as a potential building to be reopened for
201314 and is moving ahead with BTA work this summer and
planning for additional work should the Board approve
reopening the building .This potential use of John Marshall
needs to be considered in conjunction with other capacity
management needs as well as recommendations from the
Advanced Learning Task force and the Facilities and Capacity
Management Advisory Committee (FACMAC).

for the Washington Service Area from John Muir to Madrona
K8, and replace the Spectrum program at John Muir with an
Advanced Learning Opportunities (ALO) program. Among
various reasons identified in the proposal is that it would
provide additional Spectrum capacity if the Spectrum program
at Washington MS were to reachits capacity of 180 students.
Staff notes: There is not a capacity limit of 180; current
Spectrum enrollment at Washington is 157. The Board has
approved guaranteed Spectrum assignments to attendance
area middle schools beginning in 201213, so there are no
caps on enrollment of Spectrumeligible attendance area
students.

ENGLISH LANGUAGE LEARNERS (Staff)
Currently, all elementary schools in the Whitman service area that
do not offer ELL services (Bagley, Greenwood, Loyal Heights, North
Beach, and Whittier) are linked with Adams. (Adams is the
designated attendance area school for students who live in any of
these other attendance areas who need ELL services.) Now that
Viewlands is open and offers ELL services, it makes sense to change
the linked schools since Bagley and Greenwood are more
convenient to Viewlands than to Adams. Over time, this will provide
some capacity relief at Adams. Current students are not reassigned,so the impact is gradual.
ENGLISH LANGUAGE LEARNERS / FACILITY USE (Staff)The Board has approved opening Boren in 201213 as an option
school to address shortterm capacity management needs in West
Seattle. The recommended program, a K5 STEM option school,
emerged from the work of the Facilities and Capacity Management
Advisory Committee (FACMAC). Including ELL services as part of the
program will make the STEM program available to a broader range

FACILITY USE(Public Request Submitted by Charlie Mas)The proposal is to extend Van Asselt from a K5 school to a K8
school to distinguish the program from that at nearby Wing Luke
and to provide a traditional K8 program in the Aki Kurose service
area as there is in the Whitman, Washington, and Eckstein service
areas and to meet a demonstrated demand for middle school
options in this neighborhood.
Staff notes: The attendance area K8 schools are located in the
Whitman, Washington, and McClure (not Eckstein) service areas.
Recent capacity data from the Capital Projects & Planning
department shows the capacity of the building as a K5 school
(current use) as about 557 students. 2011 enrollment is 532. If the
building were converted to a K8 school, the elementary enrollment
would need to shrink. This would require changing elementary
school boundaries to significantly reduce the K5 population for Van
Asselt. There is unmet demand for middle school seats at South
Shore. At the end of the waiting list period (September 30), there
were 31 6th grade students on the waiting list (plus 12 grade 78
students also on the list).

The proposal is to place an attendance area middle school in
the WilsonPacific building. As accurately noted by the
requestor, middle school capacity in the north end is
inadequate.
Staff notes: The building is in very poor condition, and the
Capital Projects & Planning department has determined that it
is not cost effective to renovate the building. The resources and
timeline for any new construction at the WilsonPacific sitedepend on BEX IV planning and voter approval.

The proposal is to reopen Fairmount Park as an elementary
school and place a language immersion program there to
provide additional needed capacity that would likely be
wellutilized upon opening.
Staff notes: Opening Fairmount Park would provide additional
elementary school capacity in West Seattle and, with a
language immersion program would likely be well subscribed
upon opening. However, it would need to be determined if
Fairmount Park would best address capacity needs as an optionschool or an attendance area school, and whether this would
be an option or attendance area school. Fairmount Park is
located in the Madison Service Area. If a language immersion
program were located there, after elementary school more
students would shift from the Madison to the Denny Service
Area for access to Denny and Chief Sealth International
Schools. There is already an imbalance in enrollment between
the two service areas, and this would exacerbate the
imbalance.

The proposal is to duplicate Thornton Creek to promote
equitable access to programs, replicate success, and
accommodate demand which is demonstrated by waiting lists.
If located at Roxhill, it would provide a separate option school
for the Denny Service Area. (Pathfinder now serves both the
Denny and Madison Service Areas.)
Staff notes: Historical first choice K applications have
consistently been high (about 100 or more students in each of
the last three years). At the end of Open Enrollment, there
were 28 students on the waiting list for K, enough students to
fill an additional K class. The three buildings proposed currently
house attendance area populations, and those students would
need to be assigned to a different building as their attendance
area school. This would require significant boundary (and
potentially feeder pattern) revisions.

OPTION SCHOOLS(Public Request Submitted by Charlie Mas)The proposal is to duplicate Salmon Bay to promote equitable
access to programs, replicate success, and accommodate
demand demonstrated by waiting lists.
Staff notes: It is unclear from the data whether another Salmon
Bay K8 would attract sufficient enrollment. This could vary
depending on the location. The K waiting list for Salmon Bay
dropped from 70 students last year to 19 students this year at
the end of Open Enrollment. (A portion of the drop, about of
a class, was due to adding K class this year at the schools
request.) At the end of the waiting list period (September 30)
this year, there were seven students remaining on Salmon
Bays K waiting list. The 6th grade waiting list for Salmon Bay
dropped from 67 students two years ago to zero students last
year; there were two students on the waiting list this year at
the end of Open Enrollment. At the end of the waiting list
period (September 30) last year, there were six vacancies
available and no waitlisted students. This year, there were
three students remaining on Salmon Bays 6 th grade waiting list
at the end of the waiting list period. The buildings suggested
would need to be studied to determine the cost of converting
the buildings to serve K8 students in a mushroom model
(increased enrollment starting in 6th grade).
Pinehurst is currently an option school, so boundary revisions
would not be necessary to convert it to an option school with a
different theme. However, the building is very small and would
likely require a significant building addition or replacement.
The other three buildings currently house attendance area
populations, and those students would need to be assigned to
a different building as their attendance area school. This would
require significant boundary (and potentially feeder pattern)
revisions.

SPECIAL EDUCATION (Staff)
There has been an ongoing effort over the past few years to
better align locations of various selfcontained special
education services. As part of this work, a number of services
are in transition, in various stages of being phased out. When a
program is phased out, lower grades are no longer served, but
currently assigned students continue until they age out. In
particular, a number of programs will serve grades 45 only in
201213. Several programs are being closed, since the phase
out has been completed (grade 5 only in 201112). In somecases, programs are being extended (by adding grades) or new
phase outs are being initiated. Services are being added in
some cases where an area of the district has been underserved
in the past. These changes are moving in the direction of having
appropriate services located in all or most service areas over
the next few years. They address concerns raised in outside
review of district services which found that services were often
not sufficiently accessible to students near where they live.
At middle and high school, there are significant changes in how

students who need selfcontained special education services
will be assigned. Most risers and new students will be assigned
to their attendance area schools, or to a predictable linked
school, and standard tiebreakers will be used to process school
choices.

Overview of Middle Schools and High Schools
Beginning with assignments for 2012-13, assignments for middle and high school students receiving self-
contained special education services will:
Provide assignment predictability for most middle and high school students receiving self-contained special
education services similar to the predictability provided for students in general education.
Risers (entering 6th or 9th grade) and new middle and high school students who need self-contained
special education services will be assigned to their attendance area school or to a predictable, linked
school that provides the required services.
Provide opportunities for school choice for most middle and high school students receiving self-contained
special education services similar to the school choice opportunities available for students in general
education.
In addition to providing a guaranteed and predictable assignment to most students who need self-
contained special education services, opportunities for school choice will also generally be available.
This includes the opportunity to apply (during Open Enrollment through September 30) for another
attendance area school and/or for an option school that offers the appropriate services.
Provide equitable access to school choice with assignments based on established tiebreakers
similar tothe process used for school choice assignments for students in general education.
With a consistent process in place to make school choice assignments for students receiving self-
contained special education services, there will be greater equity and efficiency in these assignments.
Depending on the school(s) requested, standard tiebreakers will apply for choices during Open
Enrollment. These tiebreakers are included in the approved New Student AssignmentPlan Transition
Plan for 2012-13.

The following three components will be in place to support implementation:
1. Program placement
Services will be added at a few schools to accommodate additional enrollment and/or increase availability of
services closer to home in alignment with the New Student Assignment Plan.
2. Staffing aligned with enrollment
Staffing will be allocated based on the number of students assigned. Discussions are underway between the
district and SEA to establish specific procedures for staffing adjustments when the number of students is
above the established staffing ratio. Initial staffing will be based on projections, with adjustments based on
monitoring of additional enrollment data, including Open Enrollment data.
3. Linked schools
Linked schools provide guaranteed and predictable assignments for middle and high school students who
need self-contained special education service.

*Amended January 25, 2013 in August of 2012, an ongoing special education support team was established
that included special education consulting teachers, supervisors, interim director, interim executive director,
executive director of operations, enrollment services manager, budget manager, transportation manager, and
the interim deputy superintendent, to make recommendations to place services in schools based on the
equitable access to programs and services policy adopted on August 15, 2012. Services were placed in schools
based on the eight objectives in this policy with an emphasis on placing services equitably across the district
and where students reside. Consulting teachers and supervisors engaged with school administrators and
executive directors of schools to confirm that there was appropriate space in the respective schools to
determine if the space would meet the instructional program needs. Parents and guardians were then
contacted and informed of the services and offered placement. In addition, the budget manager approved
staffing, budget for instructional materials, equipment, and classroom supplies. It must be noted that an
effort to place services at schools, were based on existing services in schools in each of the five regions, so that
as many schools as possible are offering a continuum of services to our students.

Equitable Access to Programs and Services Annual Report
Per Board Policy #2200, Equitable Access to Programs and Services:
delegates to the Superintendent the authority to make all program placementdecisions.
On a quarterly basis the Superintendent or designee shall provide an update to theschool Board on decisions made during the previous quarter and a preview of
upcoming decisions, if known. These quarterly updates should be provided to theschool Board in April, July and October.
The fourth quarter update shall be an annual report that provides detail about all thedecisions that were made in the prior year and how those decisions relate to the eight
decision making criteria outlined in the policy. The annual report should be provided
to the School Board in January.
Decision Making Criteria
1. Place programs or services in support of district-wide academic goals;2. Place programs or services equitably across the district;3. Place programs or services where students reside;4. Place programs or services in accordance with the rules of the current student
assignment plan, and as appropriate, equitably across each middle school feeder
region;
5. Engage stakeholders in a timely and publicly visible manner by informing, involving,and/or consulting with them as appropriate, and consider their input in the decision-
making process when feasible;
6. Utilize physical space resources effectively to assure that instructional and programspace needs are equitably met across the district;
7. Ensure that fiscal resources are taken into consideration, including analyzing currentand future fiscal impacts; and
8. Analyze the impact of any decision before it is made, by using data, research and bestpractice
As was reported in the October quarterly report, no changes to programs have been made
since information was previously posted. However, as previously noted, changes in special
education services continued to be made in collaboration with recommendations from the

Special Education Support team that includes, Special Education staff, Principals, Enrollment
Planning, Human Resources, Transportation, and Budget. In addition, these changes have been
made based on the eight criteria from the adopted board policy 2200. It must be noted that
continued discussions and decisions in regard to International Schools, K-5 STEM, Jane Addams
Middle School, Advanced Learning, Skills Center, for example, will take place when the Program
Placement Framework is approved in April.
Overview of Program Changes for 2013 2014
As was done last year, information about program locations for 2013-14 that could impact
family choices is being made available to families prior to the Open Enrollment period.
(February 25 March 8, 2013).
Program placement changes not connected to the Open Enrollment process are adjusted asneeded through the spring and summer. For instance, students do not apply for service
schools through the Open Enrollment process, so the Superintendent may determine
changes for those programs at a later time.
Program placement decisions are also reflected in the designation of linked attendance area
schools, and specify the services or program(s) for which the schools are linked.
The attached charts provide information about the location of various services and linked
schools for self-contained special education services, English Language Learners, Advanced
Learning, International Schools/Language Immersion, and Montessori programs for
elementary and K8 schools. Note that all attendance area middle and high schools provide
ELL services. All attendance area middle schools offer Spectrum.
The purpose of this overview is to provide information that may be helpful to families in
thinking about school enrollment for 2013-14. General information is presented first,
followed by information about special education. Changes were evaluated through the eight
decision making criteria from the Equitable Access To Programs and Services policy (Policy
No. 2200) as discussed on pages 16 and 19.

There has been an ongoing effort over the past few years to
better align locations of various self-contained special
education services. As part of this work, a number ofservices are in transition, in various stages of being phased
out. When a program is phased out, lower grades are no
longer served, but currently assigned students continue
until they age out. In particular, a number of programs will
serve grade 5 only in 2013-14.
In some cases, programs are being extended (by adding
grades) or new phase outs are being initiated. Services are
being added in some cases where an area of the district has

Overview of Middle Schools and High Schools
Assignments for middle and high school students receiving self-contained special education services:
Provide assignment predictability for most middle and high school students receiving self-
contained special education services similar to the predictability provided for students in
general education.
Risers (entering 6th or 9th grade) and new middle and high school students who need self-
contained special education services will be assigned to their attendance area school or to apredictable, linked school that provides the required services.
Provide opportunities for school choice for most middle and high school students receiving self-
contained special education services similar to the school choice opportunities available for
students in general education.

In addition to providing a guaranteed and predictable assignment to most students who need
self-contained special education services, opportunities for school choice will also generally be
available. This includes the opportunity to apply (during Open Enrollment through September
30) for another attendance area school and/or for an option school that offers the appropriate
services.
Provide equitable access to school choice with assignments based on established tiebreakers
similar to the process used for school choice assignments for students in general education.
With a consistent process in place to make school choice assignments for students receiving
self-contained special education services, there will be greater equity and efficiency in these
assignments. Depending on the school(s) requested, standard tiebreakers will apply for
choices during Open Enrollment. These tiebreakers are included in the approved New Student
Assignment Plan Transition Plan for 2013-14.
Three components support this approach:
1. Program placementServices are sometimes added, closed, or relocated to accommodate changes in
enrollment and/or increase availability of services closer to home in alignment with the
New Student Assignment Plan. Program location information is available on the district
website prior to the annual Open Enrollment period.
2. Staffing aligned with enrollmentStaffing is allocated based on the number of students assigned and staffing ratios. Initial
staffing is based on projections, with adjustments based on ongoing monitoring of
enrollment data, including Open Enrollment data. This is the same process used in
staffing adjustments for general education and other district programs and services.
3. Linked schoolsLinked schools provide guaranteed and predictable assignments for middle and high
school students who need self-contained special education services.

Next Steps
With the approval of the Equitable Access to Programs and Services Framework in April,
