Motivation

• Government wants to monitor people in order to:– Prevent terrorist acts– Detect criminal behavior (Meth labs etc.)– Catch deadbeat parents

• Wide scale monitoring would require widespread collection and sharing of data about individuals

• Privacy problems

• Problematic to bring data into central repositories– i.e. Total Information Awareness

• Problem: All individuals are subjected to high level of scrutiny to protect it against small subset of population
