Resource Allocation The City of Pasadena has allocated two fulltime staff personnel from the Department of Finance to facilitate the Rose Bowl Local Participation Plan. Additionally, the Department of Finance (DoF) has temporarily allocated a part time administrative assistant, and other various resources including the Purchasing Administrator. All operating and personnel expenses to facilitate the Local Participation Plan in this report were exclusively borne by the City of Pasadena. Approximate Accumulative Personnel Hours since January-2011 Project Manager: Over 1,400 hours Administrative Support: Over 1,800 hours Other staff from DoF: Over 400 hours Approximate Accumulative Tasks Outreach Intake, and processing of over 500 people added to the database. Facilitated over 12,000 mailers to Pasadena businesses and residents Facilitate outreach for technical assistance to eight non-profit organizations, and over 50 union halls. Facilitated three workshops in three separate events for Pasadena businesses and/or residents.

Rose Bowl Renovation Project
Pasadena First Buy Local Execution of the Rose Bowl Local Participation Plan
(February 17, 2011 to date)
October - 2011
1) There have been 47 Pasadena residents hired by the contractors working the project, representing 6.7% of the certified payroll. The expect number of Pasadena residents for the entire project is 75 to 100. The goal established by the RBOC is 15% of the certified payrolls.
2) On October 17, 2011, City staff accepted a meeting with the Owner’s Representative to identify additional resources from the City in order to facilitate more outreach, and take on additional responsibilities from the Owner’s Representative. A plan was submitted by the Owners Representative to the City and it is currently being reviewed.
3) City Staff, and the Owner’s Representative participated in the interviews of the lowest apparent bidders for RB16, RB17, and RB18; and the lowest and second lowest bidders for RB19. Discussion generally focused on facilitating the Local Participation Plan. Specifically, it focused on local hiring, and local procurement opportunities. Strategies were offered to increase the possibility of achieving 15% local hiring, and 15% local subcontracting or procurement.
4) City staff has conducted a review of the Local Subcontractor Solicitation Process (Good Faith Effort) for RB16, RB17, RB18, and RB19. A report will be provided to the Project Managers regarding the points awarded for their compliance. City Staff has contacted the unions relevant to the type of work in these packages including but not limited to: Laborers; Iron Workers; Water Proofers, and Carpenters.
5) On October 3, 2011, City staff conducted a meeting with Ford Graphics regarding online bid posting. Discussed ways to better share this data with Pasadena Businesses.
6) On October 3, 2011, City staff conducted outreach to Rowin Schuster a non-profit organization that provides job services and skills training for paroles. City staff will collaborate with this organization in future to provide technical assistance to Pasadena residents.
7) On October 5, 2011 City staff facilitated an Advisory Group meeting to discuss change orders, incentives and the monthly status report.
8) On October 6, 2011, City staff coordinated with the Cement and Plasters
union (Local 600). Discussed future opportunities with the on the Rose Bowl project. Discussed the possibilities of dispatching Pasadena residents when called upon.
9) City staff provided lists of Pasadena businesses for bid packages RB16 though RB19. Additionally, City staff also facilitated subcontractor referrals directly to individual prime contractors during the bid process when requested. Pasadena businesses were referred in various construction trades including: Demolition; Carpentry; Concrete; Roofing; Structural Steel; Painting; Awnings; Plumbing Piping; Sanitary Waste; Escutcheons for Fire Suppression Piping; Vibration and Seismic Controls for Fire; Suppression Piping and Equipment; Wet Pipe Sprinkler Systems; Common Motor Requirements for Plumbing; Equipment; Expansion Fittings and Loops For Plumbing; Piping; Sleeves and Sleeve Seals for Plumbing Piping; Escutcheons for Plumbing Piping; Meters and Gages for Plumbing Piping; General Duty Valves for Plumbing Piping; Hangers and Supports for Plumbing Piping and; Equipment; Vibration and Seismic Controls for Plumbing; Piping and Equipment; Equipment; Plumbing Piping Insulation; Domestic Water Piping; Domestic Water Piping Specialties; Domestic Water Pumps; Sanitary Waste and Vent Piping; Sanitary Waste Piping Specialties; Sanitary Waste Interceptors; Domestic Water Filtration Equipment; Fuel Fired Domestic Water Heaters; Plumbing Fixtures; Natural Fuel Gas Systems-Plumbing; Common Work Results for HVAC; Common Motor Requirements for HVAC; Equipment; video surveillance; Irrigation; Storm Drain; and Excavation.
10) On October 4, 2011, City staff and the Owners Representative reviewed the Local Participation Plan with the Project Managers and the Prime Contractors. The Project Managers provided enforcement and called for all contractors (RB10 and beyond) to utilize LCPtracker to track certified payroll. As a follow up to the enforcement City staff worked to prepare prime and subcontractors contractors of subcontractors into LCPtracker. Delmac indicated that they still need to submit the AA-2 forms for Miller Environmental. PCL indicated that they are still trying to get CMC to provide more local hires considering that their anticipated crew size has increased.
11) On October 11, 2011, City staff and the Owners Representative reviewed the Local Participation Plan with the Project Managers and the Prime Contractors. City staff continued work and preparation of prime and subcontractors for compliance with logging certified payroll into LCPtracker. Steve Green has brought on 2 more local hires. Delmac brought 1 local hire for clean up prior to the UCLA game last week.
12) On October 18, 2011, City staff and the Owners Representative reviewed the Local Participation Plan with the Project Managers and the Prime Contractors. City Staff indicated that they have not received the AA-2 forms from Miller, a meeting was scheduled to facilitate the interview and provide
AA2 forms. PCL indicated that Steve Green was able to hire additional Pasadena residents, and that their subcontractor (CMC) was able to get Pasadena residents from the Union hall. Lastly, San Mar is working to add Pasadena residents to the project. W&W Steel had not sent a letter to the union requesting Pasadena residents. City staff asnd W&W Steel continued to work with the Iron Workers Union. Delmac indicated that he will be hiring Pasadena residents for the game day preparation.
13) On October 25, 2011, City staff and the Owners Representative reviewed the Local Participation Plan with the Project Managers and the Prime Contractors. City staff indicated that WW needs to input all of their subcontractors into the system for tracking certified payroll. PCL indicated that they were successful wit hiring Pasadena residents. Delmac indicated that they were still planning to hire Pasadena residents for game day preparation. W&W Steel indicated that their subcontractor (Bragg) sent a letter to the Union a while back and received a response. City staff has followed up with the Iron Workers Union: communicated with two Business Agents they have both indicated that they will attempt to satisfy the request with Pasadena residents.
14) City staff coordinated financial assistance opportunities with the Los Angeles Urban League to provide technical and financial assistance for Pasadena residents.
15) On October 12, 2011, City staff was able to communicate with Alta Pasa Community Center regarding Pasadena residents. As the deadline for many of the lapses, City staff is preparing a new strategy regarding this service to include a backup service provider.
16) On October 14, 2011, City staff, and Owner’s Representative met with Miller Environmental (subcontractor to Delmac Construction) to review their Workforce Utilization Forms (AA2). This meeting was necessary as they replaced a previous subcontractor. The prime contractor has indicated their intention to utilize their allowances in the contract to make up the majority of their local hiring and potentially exceed 15%.
17) City staff developed a tracking process for procurement opportunities for Pasadena businesses utilizing. A form has been developed and provided to the prime contractors to track and report purchasing opportunities. These purchases will be reported to the Project Managers.
18) At the request of the prime contractors City staff began updating the Local Hiring data base to update the log of certifications for Pasadena residents.
19) City staff has continued to work on scheduling face to face meetings with the Building & Construction Trades Union listed below. However, many of the trades have indicated that they do not want to conduct face to face meetings
with the City and has asked that the city work directly through Robbie Hunter, Executive Secretary of the Los Angeles County Building & Construction Trades.
20) City staff provided biweekly reports to the Rose Bowl General Manager’s Advisory Group.
21) City staff received certified payroll reports (August and September) from the Owner’s representative
22) Conducted weekly meetings (10/4; 10/11; 10/18 and 10/25) with the Owner’s Representatives to plan for the General manager’s Advisory Group meeting, and discuss future outreach efforts.
23) Facilitated intake and responses to Pasadena residences (since December -2010) requesting to be part of the City’s local hiring data base: staff has disseminated information to prepare these individuals for local hiring referrals. Separately, City Staff has provided information for residents to join union has.
24) City staff participated in the weekly owner architect and Contractor meetings the agenda included; Mark Dubinski; LCP Tracker use; PCL; Contract Procurement; Advisory Group Meeting and comment.
25) On October 19, 2011, City staff facilitated a follow up meeting with PCL
construction to discuss the Local Participation Plan. PCL has updated their local hiring strategy for this project.
26) Facilitated intake and responses to over 520 Pasadena residents (Since
December-2010) requesting to be part of the City’s local hiring database: staff has disseminated information to prepare these individuals for local hiring referrals.
September - 2011
1. Facilitated discussions between the Laborers Union, and Diamond Contract Services to establish a “Benefits Agreement” that would keep Pasadena residents in “good standing” with their union while continuing work on the Rose Bowl project.
2. On September 1, 2011, City staff conducted a briefing with the Flintridge Center regarding outreach intake and referral procedures. Additionally, city staff provided an update on the number of Pasadena residents referred to the contractors on the site, and the number of Pasadena residents hired.
3. Conducted a site visit at the Labor’s Union Local 300 training facility. Received a briefing on the six Pasadena residents that completed the boot camp.
4. On September 2, 2011, through an introduction made at the Rose Bowl Opportunity Fair, PCL Construction attended Flintridge Center’s pre apprenticeship graduation.
5. On September 6, 2011, City staff participated in the weekly Owner Architect and Contractor Meetings.
6. On September 7, 2011 City staff participated in a mandatory job walk for RB16 through RB20. City staff briefed potential bidders on the Rose Bowl’s Local Participation Plan, answered questions regarding specific forms and provided guidance on fulfilling the required elements related to the Subcontractor Solicitation Process.
7. On September 7, 2011, city staff facilitated the General Manager’s Advisory Group Meeting. The Owner’s Representative provided an update regarding certified payroll data. City staff provided a report of results of the outreach conducted for the Laborer’s Union boot camp; an update of the city’s Local Hiring database; and highlight of success stories.
8. City Staff provided bidders (prime contractors) with lists of Pasadena businesses in bid packages (RB12 through RB19). Additionally, city staff facilitated 11 subcontractor referrals to prime contractors. 11. On September 14, 2011 City staff participated in the Post Bid interviews to discuss options for the RB12. On September 20, 2011, City staff participated in the Post Bid interview to discuss the required elements of ther Local Participation Plan. Contractors included USS Cal Building; Earl Corporation; and Mallcraft. Additionally, city staff has begun a review of the Subcontractor Solicitation Processes, and Local Hiring Strategies submitted for RB12.
12. On September 15, 2011, City staff participated in a mandatory job walk for RB13 through RB15. City staff briefed potential bidders on the Rose Bowl’s Local Participation Plan, answered questions regarding specific forms and provided guidance on fulfilling the required elements related to the Subcontractor Solicitation Process.
13. On September 20, 2011, City staff participated in the weekly Owner Architect and Contractor Meetings. City staff indicated that RB11 primes and subcontractors do not appear to be using LCPtracker. City staff continued to remind the contractors that the system is designed to track outcomes and keep them from submitting an unacceptable payroll. Some contractors indicated a need for Pasadena residents. Staff continued to work with the contractors to identify trades and make referrals.
14. On September 21, 2011 City staff participated in a voluntary job walk for RB16 through RB20. City staff spoke to approximately 10 potential bidders and answered questions regarding the Local Participation Plan, the AA-2 forms in the bid package, and the “Bidders Local Hiring Strategy.”
15. On September 23, 2011 City staff participated in a voluntary job walk for RB13 through RB15. City staff answered questions regarding AA-2 forms and the “Bidders Local Hiring Strategy.”
16. City staff has continued to work on scheduling face to face meetings with the Building & Construction Trades Union listed below. However, many of the trades have indicated that they do not want to conduct face to face meetings with the City and has asked that the city work directly through Robbie Hunter, Executive Secretary of the Los Angeles County Building & Construction Trades.
17. City staff provided a biweekly report to the General Manager’s Advisory Group.
18. City staff received certified payrolls reports (July and August) from the Owners representative.
19. On September 20, 2011, City staff participated in the weekly Owner Architect and Contractor Meetings. City staff indicated that all of the RB-11 contractors should be able to log onto LCPtracker. If there are additional questions please contact City staff. City staff facilitated a webinar between LCPtracker and subcontractors on RB11.
20. Conducted weekly meetings (9/13; 9/20; and 9/27) with the Owners Representatives to plan for the General Manager’s Advisory Group meeting, and receive advice on future outreach efforts.
21. City staff participated in a recruitment event with the Foothill Workforce Investment Board. This event was designed to help fill seasonal or permanent staffing positions. City staff staffed a booth to conduct intake of Pasadena residents interested in construction referrals. Intake was conducted for 30 Pasadena residents.
22. Facilitated intake and responses to over 520 Pasadena residents (Since December-2010) requesting to be part of the City’s local hiring database: staff has disseminated information to prepare these individuals for local hiring referrals.
23. On September 27, 2011, City staff participated in the weekly Owner Architect and Contractor Meetings.
August - 2011
1. Per the Local Participation Plan (LPP), City staff facilitated outreach to
approximately 400 Pasadena residents informing them of the upcoming
Laborers Union “boot camp” to become an apprentice with the Local 300.
There were over 80 Pasadena residents recommended by two of our
collaborative partners: Foothill Workforce Investment Board, and the
Flintridge Center. In addition to a letter, these 80 residents were also
called directly and encouraged to begin the application process with the
Laborers Union. The Laborers Union has indicated to the City that they
were required to accept applications in several different Cities including
Los Angeles. Additionally, that there will be other boot camps in the
future. At this point, there were 13 Pasadena residents accepted into the
Laborers Union Boot camp.
2. City staff continued work on scheduling face to face meetings with the
Building & Construction Trades Unions.
3. Per the LPP, City staff conducted several follow ups for each of the
contractor’s requests to the unions for Pasadena residents: request to
Gunite Workers Union (Local 345) from Steve Greene Construction
Company’s.; request to Laborers Union (Local 300) from REB
Construction Co.; request to Iron Workers from Bapko Metal Inc.; request
to Operating Engineers from REB Construction Co.
4. Per the LPP, on August 10th City staff met with the Iron Workers Union
(Local 433) representative Jim McGuire to discuss future opportunities
and local hiring with and through the Iron Workers Union.
5. In support of the LPP, on August 25th, City staff reached out and met with
the Los Angeles Urban League. Pasadena and the Los Angeles Urban
League will continue ongoing collaboration on potential technical and
financial assistance opportunities for Pasadena residents.
6. Per the LPP, on August 29th City staff met with Local 600 representative
Michael Camarano to discuss future opportunities and local hiring with the
Plasters and Cement Masons.
7. At the request of the Rose Bowl General Manager’s Advisory Group, City
staff was directed to provide weekly reports on outreach activities.
8. Per the LPP, on August 25th, continued work with LCPtracker to begin
working on reports. Additionally, began discussions of options for
including certified payroll data from RB01 through RB09.
9. At the request of the Rose Bowl General Manager’s Advisory Group, City
staff used the certified payrolls submitted between January and July 2011
to generate a report of hours, wages and total number of local people to
provide to the Advisory Group on a monthly basis.
10. In support of the LPP, City staff conducted several follow ups with Alta
Pasa Community Improvement Center regarding a previous request for
skills certification of 30 Pasadena residents (10 Carpenters; 10 Iron
Workers; and 10 Concrete workers) originally sent in July-2011. Staff has
received no response.

12. Per the LPP, City staff conducted a workshop for the CalCon Expo on
August 11th at the Pasadena Convention Center to discuss doing business
with the City of Pasadena. Cal Con Expo is an annual event Additionally,
Leah Jason of Bernards Barton Marlow (PM) discussed the Rose Bowl
project, and Arpie Zavian (CTO) of Planet Bids, who runs the city’s online
bid posting system, covered registering to receive bid notifications via
email, and downloading bids from the City’s website. City staff continues
to reach out to companies and contractors thru well known events such as
the Cal Con Expo.
13. Weekly update of the LPP with BBM and the Prime Contractors. On
8/2/11, City staff provided a report and debrief of the Opportunity Fair held
on July 28th. Staff noted that there was no sign-in sheets as the follow up
forms provided were tools that would be used. Staff asked that all the
participants reach out to the local residents and businesses if there is an
opportunity. Staff then transitioned into the local hiring update from all
Primes. PCL indicated potential hiring opportunities on the project.
Powerco; Shoring Engineering and Daktronics indicated that they are all
wrapping up and do not see any upcoming opportunities. Sevan indicated
that they hired someone from the Opportunity Fair to work offsite.
14. Weekly update of the LPP with BBM and the prime contractors. On
8/9/11, City Staff had the contractors provide a look ahead for local hiring:
PCL indicated that subcontractors PROULX, CONROD, CMC, and
Schaffer joined other companies in their commitment to hiring locally;
Sevan; Powerco; Shoring Engineering and Daktronics indicated that they
are all wrapping up and do not see any upcoming opportunities.

8/16/11, City Staff had the contractors provide a look ahead for local
hiring: PCL indicated several potential local hiring opportunities with their
subcontractors including waterproofing, shotcrete, drilling, and concrete;
Sevan; Powerco; Shoring Engineering and Daktronics indicated that they
are all wrapping up and do not see any upcoming opportunities.
16. Weekly update of the LPP with BBM and the prime contractors. On
8/23/11, City Staff gave a general review of positive reports received
regarding July, and had the contractors provide a look ahead regarding
local hiring: PCL indicated progress in local hiring, and said they would
continue to request Pasadena residents when working with the Unions.
Sevan; Powerco; Sevan; Powerco; and Daktronics indicated that they are
all wrapping up and do not see any upcoming opportunities.
17. Weekly update of the LPP with BBM and the prime contractors. On
8/30/11, based on recent outreach which has lead to additional Pasadena
residents registering for referrals, City staff redistributed an updated list of
Pasadena residents to PCL; Delmac; W&W Steel; Kone; Irwin Seating;
Willis Construction to be shared with their subcontractors. Additionally,
City staff had the contractors to give a look ahead for upcoming local
hiring opportunities.
18. In support of the LPP, on 8/17 city staff conducted a site visit:
a. Reviewed which companies have been sending people to the
safety orientations.
b. Staff did not notice significant changes in the field. Most of the
activity appeared to be on the west side of the bowl.
c. Sevan Plumbing was doing some pick-up work.
d. Communicated with the foreman for CMC rebar and he had a small
crew, but said they were stalled due to unresolved issues. Their
work seemed to be just south of the press boxes. The foreman had
been informed of the City’s Local Hiring efforts. The foreman
indicated to staff that his office hired a Pasadena resident that was
in apprentice school and should be on site soon.
e. PCL was on site with a small crew just north of the press boxes.
19. In support of the LPP, city staff reviewed the subcontractors that were
starting to mobilize:

20. In support of the LPP, on August 11th, City Staff participated in the
subcontractors meeting. At the request of Steven Green Construction,
City staff reached out to a local business (Robertson) that provides
concrete and encouraged them to be competitive on a potential
procurement opportunity with Steven Green Construction. This local
business was eventually selected by Steven Green Construction to
provide concrete.
21. Per the LPP, on August 16, 2011 City staff conducted a webinar training of
the Labor and contract compliance modules (LCPtracker; and B2Gnow).
City Staff covered the LLP and advised contractors on the ways in which
the system will help them avoid mistakes in the certified payrolls.
Participants included: BBM; Arc Accucon; Diamond Contract Services;
Kone; Delmac; W&W Steel; Schroder Iron; Ferguson; Cellcrete; Bragg
Steel; Commercial Ext., Inc.; and Harris Rebar.

Summary of Event: Over 100 Pasadena residents and busi-nesses attended the Rose Bowl Oppor-tunity Fair. This was an outreach effort called for in the Local Participation Plan adopted by the Rose Bowl Operating Company. The outreach effort focused on forthcoming hiring opportunities with contractors currently and soon to be working on the Rose Bowl project. Pas-adena residents and businesses had the opportunity to introduce themselves to prime and subcontractors.
In addition, Pasadena residents and businesses had the opportunity to meet with technical assistance providers, Con-struction and Building trade Unions, and other local organizations that provided additional support services.
Additionally, a workshop Bidding on Rose Bowl Projects was conducted by Larry Hammond, Purchasing Administra-tor; Leah Jason of Bernards Barton Marlow (PM), Constance Anderson of Pacific Coast Regional (SBA); and Bran-don Shamim of Beacon Mgmt.

Description: As prescribed in the Local Participation Plan received by the Rose Bowl Operating Committee (RBOC), on July 28, 2011, Pas-adena First Buy Local facilitated an Op-portunity Fair to introduce local residents and businesses to the necessary steps to compete for opportunities on the Rose Bowl Renovation Project. The fair focused on contract, procurement and hiring opportuni-ties with contractors working on the Project.
Follow up forms were collected by more than 40 companies and contractors partici-pating in the Opportunity Fair. The forms revealed approximately 290 potential lo-cal hiring matches; 33 potential local con-tracting and procurement matches; 173 additional interviews requested; and 13 educational opportunities. City staff is reaching out to the companies and contrac-tors to follow up on these potential match-es.

Marketing: Outreach was conducted to Local Busi-nesses matching forthcoming bid oppor-tunities; Local Residents interested in con-struction job referrals; and the through the City’s community centers. Marketing was conducted thru mailers, flyer an-nouncements, Chamber of Commerce newsletters, and press release announce-ments. An ad was also run by the Pasa-dena Star News.
Opening: The opening was attended by more than 50 local businesses and approximately 75 Pasadena residents. The opening in-cluded remarks from Jacque Robinson, Council Member, District 1; Michael Beck, City Manager; Paul Little, Vice Chair of the RBOC Board; and Ismael Trone, Local Hiring Advisory Group Member. They welcomed Pasadena Residents and Pasa-dena Businesses, encouraged residents and businesses to engage with contrac-tors, and covered the forthcoming oppor-tunities on the project.
It was also noted that these were not guaranteed jobs, and that some jobs wouldn’t start for several months. At-tendees were encouraged to network.

City staff has received approximately 500 follow up forms between contractors, unions, companies; and Pasadena busi-nesses and residents. Staff is scanning these documents and will make them available to all of the companies that partici-pated in the Opportunity Fair. As there were several entities including the Labor’s Union; Diamond Contract Services; PCL Construction; and American Alarm Services that expressed a high desire to interview people immediately, staff is prepar-ing to track the introductions that took place on July 28th and follow up over the next three months with outcomes.
