BACKGROUND
•Prior to 2008, schools recommend pupils for 2 streams at the end of P4
Merged and EM3 streams
•In 2008, Subject-Based Banding (SBB) was implemented and refined to deliver ability-driven
educationReplacing the merged and EM3 streams
•Every pupil will be encouraged to do each subject at the level that best meets his aptitude and ability.
•Pupils with uneven abilities may be allowed the option to offer their stronger subjects at standard level, or, the option to offer weak subjects at foundation level.
•Encourage greater interaction among pupils with different strengths.
WHY INTRODUCE SUBJECT-BASED BANDING (SBB)?
SUBJECTS OFFERED UNDER SBB
Standard subjects : EL, M, S and MTL
Foundation subjects : FEL, FMA, FMT, FSc
Higher Mother Tongue Languages : HMTL
Higher Chinese Language (HCL)
Lessons are conducted outside curriculum time using the integrated Higher Chinese textbook.
Pupils will sit for both Standard and Higher Chinese examinations.
Higher Malay Language(HML)
Lessons are conducted outside curriculum time (HMTL textbook for HML).
Pupils sit for both Standard and Higher Malay examinations.
Higher Mother Tongue Languages

Can my child do HMTL in secondary school if he/she has not taken HMT at PSLE?
• Students may opt to take up HMTL (viz. Higher Chinese/ Higher Malay/ Higher Tamil) from Secondary One (S1) onwards if they have taken MTL or HMTL at PSLE and are in the
– Top 10% of the PSLE cohort; or
– Top 11%—30% of the PSLE cohort and meet the language criteria i.e. an A* grade in the MTL or at least a Merit in HMTL.
