NOTICE is hereby given to all the members of the Association that the 68th ANNUAL GENERAL MEETING of the Members will be held on Friday 19th July, 2019 at 5.00 p.m. at the GSTPAM Association Library Hall, Room No.104, 1st Floor, GST Bhavan, Mazgaon, Mumbai–400010, to consider the following agenda :—
AGENDA1. To read and confirm the minutes of the last Annual General Meeting held on
20th July, 2018.
2. To receive and adopt the Audited Statement of Accounts of the Association, ‘Sales Tax/GST Review’ and ‘Books and Bulletin’ for the year ended 31st March, 2019 and the Balance Sheet as on that date and to receive and adopt the Annual Report of the Managing Committee for the year 2018-19. (A copy of the report and accounts would be sent separately).
3. To appoint an auditor for the year ending 31st March, 2020 and fix his honorarium.

Highlights of the year
1. Our Association has been the only Tax Practicing Association appointed on Regional Advisory Board, CGST and Central Excise Zone-1 Mumbai with other Trade Organization.
2. Our Association has been taken on the Advisory Committee of Maharashtra Law University Mumbai.
3. Strong representations made to the Prime Ministers Office, GST Council, Hon’ble Finance Minister, India, Hon’ble Finance Minister, Maharashtra State; Hon’ble Commissioners of State and Central GST on various issues in implementation of GST.
4. Regularly making submissions and representations on various issues in VAT and GST Administration in several Service Cell Meetings held by the Hon’ble Commissioner of State GST and RAC Meetings held by the chief Commissioner CGST.
5. GSTPAM submitted representation and personally met Hon’ble Shri Piyush Goyal the then Finance Minister of India at Y. B. Chauhan Auditorium, Mumbai in an Interactive meeting held with the members of Trade, Industry & Professional Associations to discuss various issues under GST.
6. Continued the activity of WhatsApp group which has been formed with Hon’ble Commissioner of State GST and other Departmental Authorities wherein the day-to-day issues in filing of the returns are communicated to the group and which are further forwarded to the GSTN Portal IT committee. The restricted group also includes representatives from GSTPAM and one representative each from various districts in Maharashtra.
7. All forthcoming events and photos were uploaded on GSTPAM Facebook Page which is having more than 3948 followers.
8. 253 Videos of Presentation made by the Learned Faculties at various seminars, events organized by GSTPAM were uploaded on GSTPAM YouTube Channel.
9. Live Webcast of various 9 Study Circle Meetings/4 Mega Guidance Cell Meetings across all the districts of Maharashtra.
10. This year 4 webinars were conducted on various Topics under Direct and Indirect Taxes.
11. Topic-wise and Industry-wise 5 Short Publications on GST were Published.

12. 21 sessions of Intensive Study Circle Meetings were conducted during the year.
13. Sales Tax Review was renamed as GST Review and effective use of the same was made for communication with the GST Department and business community.
14. Regularly Monthly Publication of GSTPAM News Bulletin for Members containing Circulars, Short Notes on Tribunal Judgment, Important Judgments on Income Tax and Allied Laws, use of Excel for office use and other information regarding programmes organised by the Association, Renewal of Membership etc.
15. 4 Mega Guidance Cell meetings at Mazgaon Library by Department Authorities.
16. Workshop on GST with Brains’ Trust Session jointly organised with AIFTP (WZ), CTC, BCAS, MCTC and WIRC of ICAI with 231 delegates and Live Streaming with 91 Participants.
17. 43rd Residential Refresher Course at Hotel Accord Puducherry with 126 participants. The delegates had a unique experience of meeting and interacting with Hon’ble Chief Minister of Puducherry Shri Narayanasamy.
18. 18th International Study Tour at South Africa with a Record 79 Participants conducted, organised and operated by Gem Tours and Travels.
19. 13 Outstation seminars held at various districts of Maharashtra during the year.
20. Coaching Class & Mock Tribunal with record 149 participants held for the benefit of new as well as experienced members with a view to explain the basics of GST, VAT, CST and Profession tax.
21. Half Day Seminar on GST on 17th October, 2018 at Mysore Association Auditorium, Matunga (E) with record 374 participants.
22. Full day seminar on 5th April, 2019 at Swantantrya Veer Savarkar Auditorium, Dadar with record number of 517 Participants which was inaugurated by Principal Chief Commissioner CGST Smt. Sungita Sharma.
23. Half day Seminar on GST on 23rd April, 2019 at Mazgaon Library with 143 Participants.
24. Workshop of GST conducted at Mazgaon Library on 28th, 30th August, 2018 and 4th September, 2018.
25. 2 day NRRC was organized at Thane which was inaugurated by Hon Justice of High Court, Mumbai Shri Abhay S. Oka.
26. Triangular Box Cricket Tournament was conducted at Kandivali jointly with CTC & MCTC, wherein Team MCTC won the Tournament.

27. Musical Program on ‘Sham-e-Gazal’ organized on the occasion of Diwali Get-together and Foundation Day of the Association and on this occasion Past President from 2010-2011 onwards and Editors and Associated Editors from 2012-2013 were felicitated.
28. Lecture Meeting organized on Cyber Security for Tax Practitioners by Mr. Sachin Dedhia under the auspices of Late Shri Arvind Thakkar Memorial Lecture.
29. GSTPAM Referencers (2018-2019) were presented to Mr. Nitin Gadkari Hon Union Minister of Road Transport, Highways, Mr. Piyush Goyal Hon Union Minister of Railways and Commerce in Government of India and to Mr. Prakash Kumar GSTN CEO.
30. The new updated App named GSTPAM was launched on 14th June, 2019 at the gracious hands of our Past President Shri Sachin Gandhi.
31. This Year various WhatsApp Groups for Members have been created on which various activities and details of programmes were shared to all the members.
32. 21st NRRC was conducted on 10th July, 2019 at Swantantrya Veer Savarkar Auditorium, Dadar with participation of 263 Delegates.
33. 2019-2020 GSTPAM Referencer was released on 10th July, 2019 at the gracious hands of Mr. Deepak Thakkar and Mr. Ratan Samal.
34. GSTPAM Members were invited for celebration for GST Day on 1st July, 2019 in the August presence of Hon. Finance Minister of State, Principal Chief Commissioner of CGST, Commissioner of SGST, Maharashtra State and Chief Commissioner of CGST, Mumbai Zone.

We have pleasure in presenting the 68th Annual Report of the activities of the Association during the period 2018-19 along with the Audited Statement of Accounts and Balance Sheet as on 31-3-2019.
1. Election for the year 2018-19
At the 67th Annual General Meeting held on 20th July, 2018, Shri J. D. Rawal, Chief Election Officer informed the members present that the election was not required for the year 2018-19. He announced the names of the Office Bearers and Managing Committee members who were elected. The baton of the Presidentship was entrusted to the experienced and dedicated member of the Association, CA Pradip R. Kapadia.
2. Election Committee
Elections are an important aspect of democratic functioning of any organisation. Under Article 17(1) of the Constitution of our Association, an Election Committee was formed to conduct elections for the post of Office Bearers and the members of the Managing Committee for the year 2019-20. The Committee was headed by our Past President, Shri J. D. Rawal as Chief Election Officer.
3. Managing Committee
At the first meeting of the Managing Committee Shri Mayur Parekh, Shri Pankaj Parekh, and Shri Mahesh Madkholkar were unanimously co-opted as the members of the Managing Committee for the year 2018-19. With their wealth of experience in the functioning of the Association, they guided the members of the Managing Committee and the Office Bearers in the day-to-day issues arising before them.
The members of the Managing Committee for the year 2018-19 comprising young, enthusiastic and dynamic members performed their functions with great zeal throughout the year. During the year, 12 meetings of the Managing Committee were held. The details of attendance are given in Annexure “B’’.

4. Law and Representation Committee-VAT
The Law and Representation Committee of the GSTPAM (erstwhile known as The Sales Tax Practitioners’ Association of Maharashtra), has the honourable task of representing around 3,500 members from all across the State of Maharashtra. Year 2018 was the year of major tectonic change in the field of Indirect Taxation. Several indirect taxes having diverse point of levies along with varied tax rates merged into a single Law colloquially called Goods & Services Tax Act (GST). The aim of undertaking such a massive transformation in the field of Indirect Taxation was to bring about uniformity and curtail the cascading effect of taxes which was the case under the earlier regime. The primary role of this Committee is to represent the legal and practical issues which are faced by the practitioners as well as the businesses during the implementation of the GST Act, VAT, Service Tax and allied law.
The issues in relation to GST continued unabated despite several stop gap arrangements. That being said as usual, the issues under the earlier laws as well were very much live and constantly affecting several tax practitioners and the businesses alike.
During the VAT regime, the Commissioner of Sales Tax was considered to be an authority and the best point of contact to point out issues. After GST, there are several authorities including the Central, State, and GST Council that now need to be approached. It is in the light of such issues that the role of this Committee to act as an effective bridge between the State and Central Departments and the practitioners became extremely crucial and challenging task.
The Committee worked tirelessly to further enhance the reputation of GSTPA in its role as the prime association representing indirect tax practitioners in the whole of Maharashtra. During the year, the Committee held frequent meetings with the several power centres which were created due to the uniqueness of the GST administration.
The Committee also frequently undertook oral as well as written representations with the Prime Ministers Office, GST Council, Hon’ble Finance Minister, Commissioner of GST (State & Centre) and several other authorities. It must be noted here that while the entire spectrum of issues ranging from a completely complex GSTR9 and 9A, ITC, inefficient network, impractical deadlines for

filing returns, e way bills, GSTR-1, 3B, credit notes, etc to completely clueless administration, were addressed regularly; the issues in relation to the pending matters of the previous laws were also represented from time to time.
The Committee also held several academic seminars and study circle meetings to make the practitioners aware of the new provisions and to provide them assistance in their practice by further enhancing their knowledge on the new Act. The Committee in synergy with the Website Committee also arranged to broadcast the meetings on line so as to expand the reach of such knowledge dissemination programs.
The Committee has also introduced a novel feature on the website, where issues faced by any one can be uploaded along with screen shots. We urge the practitioners to use the facility to the fullest. Will be helpful to the future committees in finalizing general issues which can be represented.
This year the Committee evolved its approach and slightly modified the strategy of representation to make it more impactful and efficient. We had decided to adopt a more qualitative approach and hence we ensured that instead of being numerous, every representation covers multiple issues along with suggestions for improvement wherever possible. This was done in order to counter the sense of complacency which was creeping in the Department due to receipt of numerous representations.

1. First association to represent issues in relation to the proposed new returns in August 2018. This was done with great co-operation from the State Tax who had suo motu approached our association and given a detailed presentation to discuss the issues. Certain suggestions are infact incorporated in the latest version of the proposed new returns
2. Extensions of due date for filing VAT Audit Report.
3. GSTPAM is now a regular invitee to Central Tax Department outreach programs like Regional Advisory Committee meetings wherein our associations suggestions and constructive feedback is well appreciated.
4. Noticeable reduction in the incessant notices in 603 being sent for Tran-1 verification and a more practical approach to verification is followed.
5. Association is also invited to several other Central Departments like NACIN for receiving feedback on various GST Issues.
6. Due dates of filing returns under GST are extended whenever there are technical glitches
7. Reversal of levy of late filing fees while filing returns under GST due to technical glitches;
8. Clarificatory circular on Amnesty Scheme 2019 is expected soon, as promised by the Commissioner of State Tax.

the Editorial Board comprising Shri S. S. Gaitonde, Shri P. V. Surte, Shri P. C. Joshi, Shri R. S. Pathak, Shri C. B. Thakar, Shri D. H. Joshi, Smt. Nikita Badheka, Shri Vinayak Patkar, Shri Pravin Shah, Shri Ashvin A. Acharya and Smt. Sujata Rangnekar. For the term of F.Y. 2018-19, Shri Vikram Mehta as Chief Editor and Shri Dhaval B. Talati as Associate Editor of the Sales Tax Review have rendered their esteemed services.
Last year our Association has welcomed the new law named “Goods & Services Tax (GST)” and changed its name from “STPAM” to “GSTPAM” and now this year a new milestone. The name of our esteemed Journal was also changed from “THE SALES TAX REVIEW” to “GST REVIEW”. We were fortunate to have registered our title “GST REVIEW” with the RNI authorities. We have been publishing STR from 1955 to January 2019 and it was published with this new name from February 2019 Journal with cover page titled as “Every End has a New Beginning....” which reflects the Journey from STR to GSTR. The process started in July 2018 when immediate past president Shri Pranav Kapadia began the title formalities and concluding formalities of RNI Registration and Concessional Postal Certificate formalities were concluded under the leadership of President Shri Pradip Kapadia. The entire process took almost 6 months and the efforts of entire team have paid off.
The new law is still evolving, our members are required to be well equipped with knowledge of GST. Articles of prime importance on burning topics of “GST Law” were regularly published in the review. To understand the GST act in simple way, various other articles in relation to recent notifications and amendments, various issues in implementation of GST and its impact on various Industries as well as challenges to professionals were also published.

6. Library Committee
Association’s utmost priority is to provide the members with the latest publications and material on the subjects of various tax laws. The libraries situated at the GST Bhavan, Mazgaon and Suburban GST Bhavan, Bandra cater to this important requirement.
The library committee was formed under the chairmanship of Shri Raj P. Shah and Convenor Shri Dattatray V. Phad.
Both the libraries were updated with latest books, Newsletters and Journals The Library Committee, looking into the modern trends of webinars, live streaming etc.,
“TAXMAN” software licence at Mazgaon Library is maintained to update the members with latest judgments, Amendments/Circulars/Notifications on GST, VAT, Income Tax, Service Tax and Excise Laws.
The Library Committee has installed mobile chargers in the inner and outer sections of the library for the benefit of the members.
Various meetings like Mega Guidance, Coaching Class, Study Circles etc. were held/conducted successfully during the year in the library.
7. Coaching Class Committee
Coaching Class is an important activity of the Association to provide training to new entrants in the profession through series of interactive sessions addressed by experienced members of our Association. 33rd batch of Coaching Class was organized under the able Chairmanship of our Hon. law along with lectures covering practical aspects of VAT, CST and Profession Tax. The total number of participants was 149 which is double the participants compare to last year, participants consisted of new entrants in the practice of taxation, students who were pursuing professional courses and considerably of the practicing professionals. This batch of Coaching Class was inaugurated by our Past President Shri Mayur Parekh on 26th November, 2018 and total 23 lectures on GST, VAT, CST and Profession Tax were conducted during the course. The classes were successfully completed in a span of 12 days.
Mock Tribunal was organized by the Committee at GSTPAM Library Mazgaon where in the students of the coaching classes and Members of association have actively participated as Appellants and Defendants. Mock Tribunal was inaugurated by Past President Shri Deepak Bapat and Smt. Sujata Rangnekar who also chaired the session as Jury Members and guided the participants.

8. Accounting and Office Administration Committee
The Committee was headed by President Shri Pradip Kapadia as Chairman and Shri Pravin Shinde jointly with Shri Prashant Vora as Convenor. The day-to- day issues of Office Administration have been attended by the Committee members regularly along with proper guidance given to office staff as and when required which in turn results into smooth functioning of work of our office.
The duties of the existing staff have been reorganized so as to increase work efficiency among the staff. The rotations of duty of staffs were also carried out during the year. The Committee has taken reports containing details of work completed and work pending from staff on regular basis. Implementation of surprise checks and various check lists have increased efficiency of the staff.

9. Mega Guidance Cell Committee
Under the Chairmanship of Vice- President Shri Dinesh Tambde and Joint Convenorship of Shri Vinod K. Mhaske & Shri Vivekanand Rao, 4 Guidance Cell Meetings on various topics were conducted during the year 2018-19. Queries raised by the participant members were answered by the Panel Members / departmental authorities in detail who expressed their views and experience on the subject matter. The first Mega Guidance Cell Meeting was inaugurated by Shri Pradip Kapadia, President GSTPAM on 11th September, 2018.
It was the first time that GSTPAM had invited the Departmental Authorities from Customs, Central Excise and State Tax Department together. It was unique session on refund issues where all the three Departmental Authorities guided the participants at a time. Every time when Mega Guidance meeting was held, we had invited specific queries/questions from members and the said queries/questions compiled together and forwarded to the Departmental Authorities for their consideration. This must have helped members to reach their queries to the Departmental Authorities and to resolve the same as far as possible.
The Mega Guidance Cell Meetings were organized with live coverage/Live Streaming, so that members all over Maharashtra would be able to take benefit of these meetings. The regional centers played great role in arranging the live streaming at their places, so that members in respective regions would take benefit.

10. Intensive Study Circle Committee
The introduction of “Goods and Services Tax Act (GST)”, the biggest Indirect tax reforms in India after Independence, is now Two year old baby and it has many teething issues that are still coming up as the Government is also in the phase of trying and learning stage so frequent changes are coming up as one just started learning what was proposed mean time another notification/changes comes up and therefore our members are required to be well equipped with knowledge GST Law and the GST portal at many times is not in conformity with what is mentioned in the law as a result either we have to follow it and also pursue with the GST Council etc.
We all are aware about the practical difficulties we face while implementing and applying the rules and procedures of the GST Acts during our discussion with the clients or during the compliances. With the view to update our fellow members on the latest development in law and to discuss the practical issues arising there from, our association has been regularly conducting Intensive Study Circle meetings. The Intensive Study Circle, is designed to enable the members to study and discuss various issues under GST Law. The entire sessions were design to cover right almost all the issues in provisions of the Law including GST Audit.
At the intensive Study Circle, one of the members acts as a group leader and leads the discussion on issues of the relevant subject and one of the senior in the profession, monitors the discussion. The meetings are generally arranged on 1st and 3rd Saturday of the month (working Saturdays of GST Department), during 10.30 a.m. to 1.00 p.m. at Mazgaon Library. However, this time we have scheduled some meetings of intensive study circle even in week days, to provide benefit of more meetings and more discussion on subjects, in the intensive.
The Intensive Study Circle is generally inaugurates on Saturday, 1st day of October at Mazgaon Library but this time keeping in mind the new GST law the same was inaugurated on Saturday, 1st September, 2018 at Mazgaon Library at the hands of

President, Immediate Past President and other dignitaries. The Group Leader was Shri Dharmen Shah and Shri Pranav Kapadia acted as the Monitor of the first session.
The Intensive Study Circle Committee was headed by our Jt. Secretary Shri Aalok Mehta as a Chairman with the Joint Convenors Dilip V. Nathani and Mrs. Sonali Bapat. Total 21 meetings are scheduled starting from 1st September, 2018 and ending on 12th July, 2019. Total 115 participants had enrolled for the Intensive Study Circle meetings. This time the conveners were in regular touch with the participants through e-mails and messages and were updating them about the meetings and at the endeavour’s of the convenors, the study materials were mostly made available to the participants in advance before the start of every meeting.
We express our sincere gratitude to all the monitors and group leaders for providing their insights on various provisions under the GST Law. We are also thankful to the participants for their enthusiasm and zeal for intense study and interactive meetings.

11. Referencer Committee Parts A, B & C
The GSTPAM Referencer book has become iconic for any indirect tax practitioner practicing in Indirect taxes. It works as a Lighthouse for those who are searching for the right direction to reach the perfect destination. The practitioners feel pride to have such a book in their esteemed library so that all staff, articles as well as principals can refer for their day to day requirements in Indirect taxes. This year’s Committee was headed by Hon. Secretary Shri Sunil Khushalani as a Chairman along with Shri Premal Gandhi & Shri Mahesh Madkholkar as Joint Convenors.
This year our theme is “TRANSFORMATION LEADS TO NATION BUILDING” for “REFERENCER 2019-20”. This year also, the Committee has decided to publish combined Referencer for VAT Act, GST Act & Other allied Indirect Tax Laws. We are confident that the members will be much benefited by this inclusive nature of Referencer for Indirect Taxes.
Along with the Referencer 2019-20 a complementary e-Compilation of GST Acts, Rules, Notifications, Circulars, Press Releases and Chapter wise GST rates with hyperlink to the relevant Notifications will also be provided to the subscribers on our website www.gstpam.org. The Referencer and e-Compilation’s viewing will be password protected and will serve as a Digital Knowledge Bank.
During the year, our Association has published it’s Second Referencer on GST. The GST Referencer 2018-19 contains Explanation on various provisions of GST Law in a lucid manner by various experts, Gist of Circulars, Notifications, Orders, Press Releases issued under GST Law till 15-06-2018, Gist of important Judgments issued under GST, Alphabetical Index of Rate Schedule of Goods indicating the changes in rates, Index of Rate Schedule of Services, Exempted Services, Exempted Goods, Notified Goods & Services under RCM.
GSTPAM recognized the makers who have taken lots of efforts and pains to write the contents allotted to them well in time by updating the latest Amendments, Laws and Rules. These contents were duly forwarded to the checkers who have thoroughly gone through each and every contents so that the accuracy level is reaching to perfection.

They have reviewed the entire contents prepared by the Makers and Checkers and also reframed the topics to include the various and frequent amendments being made in the GST Law after its implementation. The amendments made upto 15th June, 2019 had been duly incorporated in the GST Referencer 2019-20. Password protected e-version of the GST Referencer has also been made available to its subscribers in our website www.gstpam.org.
12. Residential Refresher Course Committee
Residential Refresher Course is always an eagerly awaited event of the Association since it provides an atmosphere of learning in relaxed environment. This Committee was headed by Past President Shri Sachin Gandhi as Chairman along with Convenor Shri Pravin Shinde. The 43rd Residential Refresher Course was held from 31st January 2019 to 03rd February, 2019 at Hotel Accord, Puducherry.
The essence of the RRC was GST and the theme was Good – Subject for – Tax Practitioners. Due to the onset of a new law and several meetings having been already conducted on the provisions of law, the emphasis in this RRC was to move a step ahead and indulge in discussing the various issues prepared by the Paper writers.

The R.R.C. was inaugurated by Shri Vinayak Patkar Past President STPAM. Shri Vinayak Patkar delivered Inaugural speech. I express my sincere gratitude to chief guest Hon’ble Chief Minister of Puducherry Shri V. Narayanasamy, & S. Salva Gandhi, Past District Governor of Lion being accepted our invitation to the 43rd RRC. At this junction, chief guest Hon’ble Chief Minister of Puducherry Shri V. Narayanasamy gave marvellous speech to delegates on the implementation of GST by government. We specially thank chief guest Hon’ble Chief Minister of Puducherry Shri V. Narayanasamy, for sparing his valuable time.
The participants appreciated the excellent presentation of papers by the paper writers, detailed group discussions and Chairmen’s important remarks. The paper writers meticulously highlighted the legal provisions, technical interpretation and the issues arising there from. The papers evinced keen interest and lively discussion amongst the participants. The Chairmen of the Technical Sessions provided the participants with their in-depth analysis of the provisions and issues and guided the participants on the subjects. The participants also enjoyed sightseeing program visit at Mahabalipuram, Island and Matri Mandir Auroville (World Famous Meditation Centre).
We once again thank the Inaugurating Officer, Chief Guest, Paper Writers, Chairmen, Trustees of Brain Trust Session, Mentors, Group Leaders, Past Presidents, Office Bearers of our association, all Managing Committee Members, Staff of our Association and all the delegates who have made this RRC Successful.
There were total 126 Participants of RRC which Include 87 Male Delegates, 10 Female Delegates and 29 Spouse and Children.
13. International Residential Refresher Course
The 18th International Residential Refresher course of our association was organised from 17th May 2019 to 29th May 2019 at the scenic location of South Africa under the Convenorship of Shri Ajay Talreja and able guidance of Chairman Shri Sachin Gandhi. This IRRC had a record enrolment of 79 delegates from all over parts of Maharashtra.

14. Seminar and Workshop Committee
The Seminar & Workshop Committee was chaired by Shri Deepak Thakkar with the Joint Convenors Shri Vinod Mahske, Shri Bhaven Mehta and Shri Jatin Chheda.
The Seminar & Workshop Committee has organised various seminars & workshops from time to time on subject of Indirect Taxes. Some of the workshops were also organized with live coverage Live Streaming. Video recording & photos of the seminars & workshops were also placed on the website of the Association for benefit of our members.
The details of the workshops & seminars organized by the Seminar & Workshop Committee during the tenure of 2018-19 are summarized as below :-
1. In starting of our tenure for this year, we had organized 3 days Workshop on 28th August 2018, 30th August 2018 & on 4th September 2018. With a view to update the members with the recent changes made in CGST, SGST & IGST Act, to give idea of the amendments made in the GST Returns as per the than prevailing GST bill and to make aware of the changes made in the GST act through various notifications, circulars & press releases, these 3 days workshop were arranged. The workshop were arranged with 2 faculties in each workshop, in which our own junior members viz. Shri Parth Badheka, Shri Aditya Surte & Shri Umang Talati presented their views as Presenter & our senior members viz. Shri Janak Vaghani, Shri Kiran Garkar & Shri Kantilal Jain guided them as Supervisor. The same was organized at GSTPAM Mazgaon library and nearly 70 participants took benefit of the said workshops. Participants enjoyed this new learning concept and appreciated efforts of GSTPAM for updating the members timely.

We got really a good response and due to the overwhelming response we had arranged for the extra hall at the same venue whereby members had viewed the seminar through arrangement of live screens. More than 370 participants were present in the seminar and they all enjoyed the timely learning on the subjects.
3. The most awaited 10th Workshop on GST law jointly with AIFTP (WZ), BCAS, CTC, MCTC and WIRC of ICAI for the year 2018-19 was also organized this year at GSTPAM Mazgaon library from 17th Jan, 2019 to 14th Mar, 2019. More than 230 delegates had participated from profession & industry in the said Joint Workshop. By seeing the overwhelming response of the participants and by considering the capacity of the hall and also with the intention of reaching to the outstation members and also with intention to achieve the aim of our President to reach maximum number of our members, we have arranged Live streaming of the workshop within a short period of time. And too this also, more than 90 participants had enrolled by touching the maximum capacity of live streaming delegates.
The Joint Workshop consisted of 15 technical sessions with 14 eminent speakers and also conducted one Mega Brain Trust session at the end with 4 eminent speakers as Brains’ Trustees and a Moderator. The topics of the workshop were selected to cover in-depth and practical understanding of GST Law and the Challenges to be faced in GST Era with understanding of relevant Advance Rulings. The participants really enjoyed the workshop sessions and the quality of Live Streaming. All other joint associations also appreciated the efforts & work of GSTPAM.
4. Apart from educating on GST, we have also organised a full day seminar on 05-04-2019 at Vir Savarkar Hall Dadar, on the subject of VAT Amnesty Scheme and OTPT also, along with the subject of understanding GST Returns. Eminent speakers like Shri Dinesh Tambde, Shri Amol Mane, Shri Parth Badheka, Shri Dharmen Shah has delivered their speech as speakers and Seniors like Shri C. B. Thakar, Smt Sujata Rangnekar & Shri Ashit Shah had chaired different sessions. Members really responded to this seminar in enthusiastic way and within a short period of time of announcement of the seminar, we got full participants to the capacity of the hall and here also to fulfil the demand of members we have arranged for extra space in the venue and made extra seating arrangements and as a historical event of GSTPAM, more than 510 participants had taken part in the seminar and benefited by

clarifying their doubts on the subjects. Hon’ble Smt. Sungita Sharma, Chief Commissioner, CGST & CX, Mumbai Zone, inaugurated the Seminar and also addressed the members.
In this seminar for the first time we have tried to allocate the seats to the members in advance and made their seating arrangement, which was well appreciated by the members. The overall seminar was noted as a good educative, interesting with comfortable venue and food.
5. The Government made major changes in the GST Act, which had major effect on “REAL ESTATE SECTOR”, with a intention to have in depth understanding on impact of GST on Real Estate, we have organized a Half Day Seminar on the subject “GST IMPLICATIONS ON REAL ESTATE SECTOR – PRE & POST 1-4-2019” on 23-4-2019 at GSTPAM Mazgaon Libarary. Topics like, Provisions of recent changes under GST Act for Real Estate, understanding on Input Tax credit for real estate sector, panel discussion and also a new topic viz. effect of GST under RERA was covered. Although the seminar was organized on a working day, the day like Tuesday, more than 140 members had taken part in the seminar. Speakers & penalties were Shri Ashwin Shah, Shri Rajat Talati, Shri Vikram Mehta and Shri Ratan Samal and Moderator was Shri Deepakbhai Thakkar.
It was also well appreciated by the members for organizing the seminar on recent changes in a very short period of time.

Total of 13 Outstation seminars including 2 National Tax Conferences at Pune and Aurangabad and seminars held at various districts of Maharashtra during the year
We are happy to confirm that the basic goal of the activities of the Association to enrich the knowledge of our members, non-members tax practitioners, and of the general public by conducting seminars all over Maharashtra have been triggered.
We are thankful to the President and Managing Committee members of GSTPAM who had extended their positive co-operation by attendance at various seminars.

17. GSTPAM News Bulletin Committee
News Bulletin Committee of the Association, under Chairmanship of Shri Dinesh Tambde and convenorship of Joint Convenors Shri Amol Mane and Shri Sunil Joshi, has regularly published News Bulletins during the Year 2018-19. The Committee could make the News Bulletin precise with the abled guidance and active support of the President Shri Pradip Kapadia.
The GSTPAM News Bulletin contains details of the all programs of the Association during the month, Goods and Service Tax Updates, Sales Tax Updates, Income Tax updates, the recent AAR’s, Gist of Goods and Services Tax Notifications and Circulars and other information technology related information such as Excel shortcuts. These all things were contributed on monthly basis by experts and are useful to the members of the Association for getting updated information at a glance. This year the we have added a new feature to our News bulletin of Birthday wishes to members with mention of their name and birth date in the News bulletin of the respective month.
The News Bulletins are uploaded on GSTPAM website and circulated on what’s app groups formed by the Association and also sent to all members through email.

18. Membership & Subscription (Local)
The Membership & Subscription (Local) Committee was chaired by Shri Raj Shah with the Joint Convenors Shri Dharmen Shah and Shri Vivekanand Rao. This year we have standardised the renewal processes.
In current year we have informed about the activities of our association in the form of ‘About GSTPAM’ in various seminars, events and lecture meetings to the participants and it has resulted in addition of new members. The Renewal forms were mailed as well as delivered by post/courier to the members with personalised details of the members, which were very useful & well appreciated by the members. Advance membership option was also given to members to pay their dues for current year as well as for subsequent two years, many members opted for the option.
In the year we had verified and updated master data of the members and corrected the details of the members where ever required. The committee has followed up with the members for renewal of their membership through e-mails, phone calls and also through text messages, which has resulted in renewal of the lapsed members also.
We are hopeful that the efforts of the Convenors and members of committee, must have benefited the members by getting proper updates and information of the association and also it must have resulted in effective communicating the activities of the association.
19. Membership & Subscription (Outstation)
As Joint Convenor of Membership and Subscription (Outstation) Committee, task assigned to us was to increase the interaction with outstation members and to organise seminars on contemporary subjects in regions other than Mumbai. 2018 with local organise the WIRC of ICAI at Sangli Branch. The Full day seminar at Sangli was inaugurated in the presence and at the auspicious hands of President Shri Pradip Kapadia. In the said seminar the President briefed about the work of the GSTPAM encouraged the participants to become the member of the GSTPAM narrating various activities undertaken by the Association in the interest and for the benefit of the members.
In order to discuss the problems and challenges faced by the outstation members and the tax professionals in day-to-day practice and to draft the agenda of their grievances, joint meeting was organised in Pune. The members from different parts of Maharashtra attended the meeting held on 4th Sept., 2018. The office bearers of the GSTPAM, Mumbai including President Shri Pradip Kapadia attended the meeting and addressed the august gathering explaining the role of our association in resolving the problems faced by the members. The outstation members proposed their confidence in the work done by our association. The interaction with members of the regional centers and sharing of knowledge to the members in district all over Maharashtra, resulted in enhance co-ordination and brotherhood amounts the outstation members and also attracted many professionals to become the members of GSTPAM.
20. Non-Residential Refresher Course Committee
During the year two NRRC were Conducted by NRRC Committee. The 20th NRRC at Thane & 21st NRRC was at Mumbai.
20th NRRC of our association along with All India Federation of Tax Practitioners, Tax Practitioners’ Association, Thane and Tax Friends was been held on 6th and 7th October, 2018 at Hotel Satkar Residency, Thane. In total 313 Delegates have attended the Conference. The conference was held all India basis attended by the tax practitioners from various parts of the Country.
The Conference was inaugurated by hands of Hon. Justice of Bombay High Court Mr. Abhay Oka. Our President of GSTPAM Shri Pradip Kapadia has shared the dais along with Presidents of other host associations at Inauguration ceremony.

21st NRRC of our Association was organised at Swatantryaveer Savarkar Rashtriya Smarak, Shivaji Park, Dadar, Mumbai (West) on 10th July, 2019. Total 263 delegates attended the NRRC. The Conference was inaugurated by hands of our President Shri Pradip Kapadia.
The various papers on GST were presented by the eminent Speakers namely Shri Vinod Mhaske, Shri Aditya Surte, Shri Umang Talati, Shri Aditya Seema Pradeep. The papers on topics ‘Offences and Penalties under GST Act, Intricacies of Input Tax Credit under GST Law were presented. The practical sessions on form GSTR 9 and form GSTR 9C were conducted during the conference. The technical sessions were chaired and guided by Shri Ratan Samal, Shri C. B. Thakar, Shri Deepak Thakkar and Smt. Sujata Rangnekar.
It must be significantly noted that during the NRRC our GSTPAM Stall has been visited by large number of delegates. Our various publications and Referencer has been purchased by the delegates in large and was appreciated by the Delegates. This has helped to reaching and recognising the GSTPAM on All India level.

22. Sports Committee
Under the Chairmanship of Shri Aalok Mehta and Joint Convenor Shri Mahesh Madkholkar & Shri Ajay Talreja, Third Triangular Indoor Box Cricket Tournament (with Tennis Ball) was organised by our Association jointly with The Chamber of Tax Consultants and The Malad Chamber of Tax Consultants on 17th March, 2019 at Kandivali (West). Two Teams of GSTPAM have participated and both Teams could reach upto Semi-Finals. This Tournament was won by Malad Chamber of Tax Consultants. The Malad Chamber of Tax Consultants for their support in organising this mega event. 23. Tribunal Judgments & Short Note Committee
Committee was headed by Chairman Shri C. B. Thakar and Joint Convenors Shri Aditya Surte and Shri Parth Badheka. Judgments of the Maharashtra Sales Tax Tribunal were collected and indexed till date. The convenors, with the help of fellow committee members have undertaken the work of preparation of gist of important judgments for the benefit of members at large. Short Notes of important rulings under GST delivered by Advance Ruling Authorities across India were prepared and published on a monthly basis through the News Bulletin.
24. Website, Webinar and I.T. Committee
This committee was headed by Shri Pranav Kapadia as Chairman and Shri Hiral Shah & Shri Dharmen Shah as Convenors. The website is an important and efficient tool to disseminate information amongst the members all over Maharashtra. It works as a catalyst to strengthen the bond between the Association and Members.
Website Upgradation
The website is made more responsive to the users with increased functionality. Following new features are added to the website
1. New polls on GST which got 610 responses from members of Association.

2. Study Material distributed at various events of GSTPAM like Intensive Study Course, Coaching class, Workshops, and other events are available on website to all members post login.
3. Massive drive of updating GST numbers of members is carried out by hosting link on website so all members can provide their GST numbers online.
4. A functionality of self-recording seminars, workshops conducted by association was introduced which led to immediate uploading of seminar videos on website within a span of 3 days to a week.
5. Photos with captions of events conducted by Association are updated on website within few hours of event completion.
6. GST Referencer 2018-19 is uploaded and accessible from website.
7. RRC photos were shared in bulk with members by using google drive to maintain quality of photos so all members can have their fond remembrances of RRC.
8. Timely updation of payment links in line with providing options for advance memberships to the members at a single click from office.
9. New e-mail ID was activated to bring in more professionalism. [email protected]
Due to all above functionalities on website, visitor count of website has crossed lakhs.
Mass e-mail & Mass-SMS
The mass e-mail facility has been successfully working for all communications of Association and has been effectively used for following:
1. Mailing News Bulletin to all members in a timely manner.
2. Mailing events intimation and reminders to all members so they can attend in time and block their calendars
3. Sending pre-filled membership forms to members for renewal.
4. Mass SMS is regularly being used to update all members on the go about events conducted by association.

Mobile Application (App for Android & IOS devices)
Mobiles have become a basic necessity in this era of digitalisation. With the purpose of providing updated information on various changes in the GST Law and about the various activities of the Association, GSTPAM Mobile App has been launched and is available for download for the members of our Association.
Some of the features of this mobile application are:
a) Available on Playstore (Android) and IOS (Apple) platforms.
b) Links such as joining WhatsApp network for members.
c) Whats New and Notification pop up on mobile after you Install the app.
d) Features like e-payment for various services are also incorporated.
WhatsApp Communication
WhatsApp communication has been started for Communication with members. It is receiving very good response from Members. Apart from Manual addition, links are provided on Facebook and Website so that members can directly get themselves added in the group by simply clicking on the link.
Webinar Implementation & Live Streaming
One of the most modern concepts of Webinar i.e., attending Seminars at the convenience of sitting at home, office, or during travelling has been introduced by our Association. After conducting thorough survey of arranging webinar, a smart and the most cheapest way was chosen to ensure webinar remains free to all members.
This new technology has revolutionized the way Association arranges regular Study Circles and Mega-guidance cell meeting leading to live streaming thus enabling benefit even to those members who could not attend in person at the GSTPAM Library. This technology has enabled to bridge the distance of out-station members leading to huge saving of time.
The Joint workshops on GST held between 17th January 2019 to 14th March 2019 was Live streamed to the enrolled members. It was the first instance of Paid Live Streaming being organized by our Association. Half day seminar was also Streamed live on paid basis.
During some important live Mega-guidance meetings, Regional Centers were involved and seminar halls were booked for members to come together and watch the meeting live and also raise queries online by show of hands to the speaker. The webinars were well-attended (approx. count going up to 500 at a time). The

25. Public Relations Committee
This committee was headed by Shri Aalok Mehta as Chairman and Shri Dharmen Shah as Convenor. The Committee has played an active role in creating awareness of activities of Association. Following are brief activities undertaken during the year:
Reactivating Facebook Page (Social Media)
1. The Facebook Page was updated timely with events to be held by the association thus enabling members with reminders before the events.
2. Post event photos and videos are uploaded for each event.
3. Various members have started commenting and liking every Association event on Facebook. Comments are also received appreciating the posts and to continue the activity of posting events.
4. As per analytics report of Facebook, our every post is viewed approximately by around 750 - 1,000 people.
5. As on date, 3,948 users located across globe and various state are following our Facebook Page which is an increase by 105 users compared to last year.
Re-activating YouTube page
1. The YouTube Page has been activated to the full extent along with proper event name and speaker name which has resulted in 1359 subscribers as on date which is an increase by 1047 members.

GSTPAM in Newspapers (Print Media)
1. In the current year, GSTPAM is starting media partnership with Janmabhoomi Newspaper.
2. GSTPAM appeared in newspaper a number of times. Some of the instances are as below –
– When the new committee was formed, GSTPAM hit the newspaper announcing the event.
– Various events of association all over Maharashtra had appeared in local newspapers and television channels.
26. Advance Ruling Compilation Committee Report
This Committee undertakes the task of publishing short compilations of Advance Rulings passed in all the States of India in the monthly magazine published by our association every month.
The Committee headed by Shri Dinesh M. Tambde as Chairman and Shri Ishaan V. Patkar and Shri Ashit Shah as the Convenor, have taken great efforts in preparing the gist of AAR & AAAR and published in Goods and Services Tax Review throughout the financial year for the benefit of the members of the Association.
27. Foundation Day-Cum-Diwali Get-together Celebration
The 68th Foundation Day of GSTPAM was celebrated with Great Zeal on 13th December 2018. On this occasion Past Presidents from 2010-11 onwards and Editors and Associate Editors from 2012-13 were felicitated. Musical Programme on Sham-e-Ghazal was presented by renowned ghazal singer Shri Ajay Tiwari. Members participated in large numbers.

Accounts are maintained on accrual basis.
2 Fixed Assets and Depreciation
Fixed assets are stated at cost. Depreciation is provided on fixed assets on written down value method as prescribed under the Income tax Rules.

Investments are stated at cost of acquisition.

Own Publication issued during the year are valued at cost.
