Const. Davinder Dalep has a passion for policing and his community.
Since starting work with Oak Bay police in 1998, Dalep has made it a personal mission to share his passion with others.
As part of his mission, he often attends the Sikh Temple to speak to children attending summer camps.
“We do a Q and A, the kids usually have a lot of questions and I cover the basics, alcohol and drug awareness, bullying, social media awareness and I talk about recruiting and the reserve program,” he said.
Dalep spent part of his career as the school resource officer, teaching the WITS and DARE programs to youngsters.
Dalep was the last recruit hired by the Oak Bay department 16 years ago. The majority of its
members have previous experience with the RCMP or other municipal departments.
He was inspired to join the police through his cousin Dillon Sahota, a sergeant with Central Saanich Police. “I was watching the news and I saw the graduating class of BC Police and the camera panned to one person and my heart (jumped) it was my cousin,” said Dalep. “I asked him lots of questions. How to get in – he told me education.”
Dalep received a diploma in criminology and volunteered at the youth custody and sobering centre, before being hired on by Oak Bay Police.
“The community of Oak Bay is unique,” he said. “Visible minorities were something they never had before in their 100-year history.”
Dalep faced discrimination in his career, but says, “it’s in the past.”

Oak Bay will stay the course on a deer cull pilot project after an update from municipal staff this week, despite one dissenting voice.
The report from staff was to keep council in the loop on Oak Bay’s progress in the ongoing Capital Regional District Deer Management Strategy.
The district is still fine tuning its application for a permit to cull 25 deer in the district in the pilot project that is part of that management plan.
Coun. Pam Copley was the lone member who was opposed to moving forward with the pilot project – by simply receiving the report – though all of council expressed at least some concern.
“I think we need to vet the pros and cons through a public process,” Copley said.
Oak Bay are “loners in this pilot project,” she added, a sentiment echoed by her peers on council.
“I just don’t see how it’s going to be effective if we don’t have co-operation.”
The report outlined yearly increases in deer deaths along
with management strategies other than the planned cull including signage and speed boards and strengthening bylaws by increasing fines for feeding deer and reviewing fence heights (they were deemed appropriate).
Public education included two CRD awareness brochures as well as ongoing meetings with concerned residents.
Staff plan to discuss the Regional Deer Management Strategy budget with the CRD this week as there is added cost to meat processing that would come out of the Oak Bay 2015 budget.
Oak Bay staff have met with Esquimalt and Songhees Nations who indicated they’re keen to use the deer for their own programs. Oak Bay staff is also attempting to ascertain the amount of aid that would come from the province.
Council originally agreed to the pilot project to cull, over concern for the health and well being of the community with human interaction with aggressive deer and vehicle collisions.
No action could lead to a population boon that creates unhealthy and desperate animals, said Coun. Murdoch.
“No matter how many signs we put up the deer will keep having babies,” Murdoch said. “There’s a cost here of not doing something.”

information, meaning their plan to move forward with the entire plan including the cull, as indicated last November remains.

A recent tour of Our Place in downtown Victoria opened a new avenue of giving for one Oak Bay resident.
Britt Swoveland thought to herself, “this is just amazing” post-tour. It inspired her to get involved in the Greater Victoria Coalition to End Homelessness winter program, Project Connect.
It’s one-day service and information fair for those experiencing homelessness and extreme poverty. Attendees get lunch and a wide range of free services, including care packs, medical attention, ID replacement, haircuts and pet care.
“They put together these winter packages,” Swoveland said. Collecting items for those care packs seemed an easy way for Oak Bay residents to respond to the need. “The concept really is just connect with people in your community.”
The most in need items include new socks, gloves, hats, toques, toothbrushes, toothpaste, deodorant and other small travel size hygiene products.
The public is invited to drop donations at the collection box in the main foyer of Oak Bay municipal hall until Oct. 20.
“It’s fantastic to see the municipality supporting this cause to collect essential items for those experiencing extreme poverty in Greater Victoria,” she said. “Homelessness is difficult enough but to be homeless in the winter and to be cold,” Swoveland said, taking a moment to think of the right
phrase, “it’s not fair. I think it’s easy to forget about the homeless because we don’t see them here. It’s not as present.”
The kits are critical for those experiencing homelessness or extreme poverty because what are deemed everyday essentials are actually “luxuries” said Andrew Wynn-Williams, executive director at the Greater Victoria Coalition to End Homelessness.
Socks are always a top donated, and top sought item.
“When you’re outside and your stuff gets wet, it’s really, really bad for your feet. Having extra socks to have something dry to put on is critical,” said Wynn-Williams.
They also hope to hand out USB drives this year.
“People who don’t have any place to put their things, it helps them keep their stuff that’s critical like resumés and tax documents, family photos and stuff like that,” Wynn-Williams said. “If you have a
USB drive to keep these things on, it’s a small way to carry things around.”
Almost 700 people attend to visit the more than 50 booths providing information on topics ranging from housing to substance abuse to street soccer, during the Project Connect event run by about 100 volunteers. Newer offerings include portraits added last year, and flu shots added this year.
Along with municipal hall, donations of new items from toothbrushes to USB drives, can also be dropped off at the Oak Bay United Church office (the house behind the church at 1355 Mitchell St.) between 9 a.m. and 3 p.m. Tuesday through Friday. Curves Oak Bay is also collecting items at 2545 Musgrave St.

Social media already plays role in election
Facebook and other social media have played supporting roles in the last few elections, but the 2014 municipal election may be the first where they can be seen to have a direct effect on the outcome.
It’s already had a direct effect on one young aspirant to the mayor’s chair in another community, who declared his intention to run last Friday morning and withdrew that evening, after some inappropriate Facebook posts he made last year came to light.
That’s a lesson learned for the young man, and one way social media has already affected the outcome of the Nov. 15 municipal election.
There will certainly be others. People are talking about the change they
want to see in politics using these platforms, which is a good thing and will make them a force on Nov. 15.
Still, watching the discussion on social media, you see how often opinion gets substituted for fact, and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse.
The lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research.
As with all information that comes your way in life, fact-check and examine the source supplying it before deciding if it’s reliable, especially when using it to decide where to make your mark on a ballot.
Most importantly, never vote based on someone else’s beliefs and judgements. Learn to separate opinion from fact, and remember that even the most well-meaning people may be sharing inaccurate information.
What if we could reduce worldwide deaths from disease, starvation and disaster while improving the health of people everywhere? According to the World Health Organization, we can.
“Previously unrecognized health benefits could be realized from fast action to reduce climate change and its consequences,” says a news release about WHO’s first global conference on health and climate in Geneva Aug. 27 to 29, adding, “changes in energy and transport policies could save millions of lives annually from diseases caused by high levels of air pollution.” Encouraging people to use public transit, cycling and walking instead of driving would cut traffic injuries and vehicle emissions and promote better health through increased physical activity.
Reducing the threat of global warming and finding ways to adapt to unavoidable change will also help people around the world “deal with the impact of heat, extreme weather, infectious disease and food insecurity.”
Climate change affects human health in multiple ways. Increased extreme weather causes flooding
and droughts, which influences food production, water and sanitation. Pathogens that plague humans, livestock and crops spread more widely. WHO notes that diseases such as cholera, malaria
and dengue are especially sensitive to weather and climate changes.
According to WHO, “Climate change is already causing tens of thousands of deaths every year from shifting patterns of disease, from extreme weather events, such as heat-waves and floods, and from the degradation of water supplies, sanitation, and impacts on agriculture” — and it will get worse if we fail to address the problem. The
poor, elderly and children are most vulnerable.
WHO’s conference was held in advance of UN secretary general Ban Ki-moon’s Climate Summit 2014 for world leaders, in New York on Sept. 23, and was geared partly toward ensuring world leaders come up with an agreement to replace the Kyoto Protocol at the Paris UN climate change conference next year. WHO’s conference and findings show the importance of getting health-care professionals on board with climate action, as they are with the People’s Climate March.
Beyond forestalling the almost-
certain catastrophic consequences of unchecked global warming, changing our habits, conserving energy and shifting from fossil fuels to clean energy will have many benefits for human health — and for the economy.
Reducing the burden of pollution- and global warming–related health care costs is a big factor, but opportunities also exist in the clean technology sector.
A leaked draft of the Intergovernmental Panel on Climate Change’s Fifth Assessment’s final synthesis report concludes that global warming is already having major impacts worldwide and that, unless we do something about it, we can expect “severe, pervasive and irreversible impacts for people and ecosystems.”
Our news media should be focusing on these issues rather than chasing an endless line of celebrity antics, corporate priorities and political posturing.
Scientists have warned about global warming consequences for decades, but efforts by fossil fuel interests to sow doubt and confusion, combined with intransigent governments and public apathy, have brought us to a tipping point.
The choice is clear: If we want to protect our health, our children’s and grandchildren’s health, and the natural systems that keep us alive and healthy, we must act now.

Don’t expect David Shebib to remain in power very long if, by some outside chance, he is elected mayor.
It’s an outside shot at the mayor’s chair because he’s registering to run in all 13 Greater Victoria municipalities.
Shebib is approaching the campaign from well outside of the mainstream and he knows it. He ran a similar campaign in 2011 in Victoria and Saanich and garnered only 161 and 173 votes, respectively. He didn’t get any campaign contributions and he didn’t
report any expenses. And like the last time, he says he’s not planning on attending any candidate forums in any jurisdiction.
Shebib, who said he’s a member of the Garden Party, said he would only stay in office for a month-and-a-half. Presumably, that would give him enough time to dismantle local governments and
force citizens to live in a state of self-governance.
“I am like the government already,” he said in an interview. “I could never have any more power than I do right now.”
Shebib said too many people have vested interests in the current political system. His ideas include declaring autonomy from government – not just amalgamating the 13 municipalities into one. On amalgamation, Shebib said that just doesn’t go far enough.
“The whole process is one of delay. To go faster, one vote changes everything.
“Government is supposed to be there to serve the people, to adapt to the people and to the environment,” he said, adding he would like to see all candidates from every municipality get together in one place to talk about who they are and what they stand for.
“Then we could all see what they’re made of.”
Shebib’s Facebook page outlines his priorities, from massive gardening projects and adding colour to police uniforms, to “acceptance of the extent of municipal debt, to making crack illegal.”
He says he runs what is known as the Garbage Guru free store on West Saanich Road in Saanich. Shebib has ran unsuccessfully in nearly a
dozen elections – municipal, provincial and federal – since the late 1970s. He was arrested during the 2011 election campaign by B.C. Sheriffs Services officers for failing to appear in court to face a $100 ticket he received for “improper use of wash down” at

Social media already plays role in election
Facebook and other social media have played supporting roles in the last few elections, but the 2014 municipal election may be the first where they can be seen to have a direct effect on the outcome.
It’s already had a direct effect on one young aspirant to the mayor’s chair in another community, who declared his intention to run last Friday morning and withdrew that evening, after some inappropriate Facebook posts he made last year came to light.
That’s a lesson learned for the young man, and one way social media has already affected the outcome of the Nov. 15 municipal election.
There will certainly be others. People are talking about the change they
want to see in politics using these platforms, which is a good thing and will make them a force on Nov. 15.
Still, watching the discussion on social media, you see how often opinion gets substituted for fact, and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse.
The lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research.
As with all information that comes your way in life, fact-check and examine the source supplying it before deciding if it’s reliable, especially when using it to decide where to make your mark on a ballot.
Most importantly, never vote based on someone else’s beliefs and judgements. Learn to separate opinion from fact, and remember that even the most well-meaning people may be sharing inaccurate information.
What if we could reduce worldwide deaths from disease, starvation and disaster while improving the health of people everywhere? According to the World Health Organization, we can.
“Previously unrecognized health benefits could be realized from fast action to reduce climate change and its consequences,” says a news release about WHO’s first global conference on health and climate in Geneva Aug. 27 to 29, adding, “changes in energy and transport policies could save millions of lives annually from diseases caused by high levels of air pollution.” Encouraging people to use public transit, cycling and walking instead of driving would cut traffic injuries and vehicle emissions and promote better health through increased physical activity.
Reducing the threat of global warming and finding ways to adapt to unavoidable change will also help people around the world “deal with the impact of heat, extreme weather, infectious disease and food insecurity.”
Climate change affects human health in multiple ways. Increased extreme weather causes flooding
and droughts, which influences food production, water and sanitation. Pathogens that plague humans, livestock and crops spread more widely. WHO notes that diseases such as cholera, malaria
and dengue are especially sensitive to weather and climate changes.
According to WHO, “Climate change is already causing tens of thousands of deaths every year from shifting patterns of disease, from extreme weather events, such as heat-waves and floods, and from the degradation of water supplies, sanitation, and impacts on agriculture” — and it will get worse if we fail to address the problem. The
poor, elderly and children are most vulnerable.
WHO’s conference was held in advance of UN secretary general Ban Ki-moon’s Climate Summit 2014 for world leaders, in New York on Sept. 23, and was geared partly toward ensuring world leaders come up with an agreement to replace the Kyoto Protocol at the Paris UN climate change conference next year. WHO’s conference and findings show the importance of getting health-care professionals on board with climate action, as they are with the People’s Climate March.
Beyond forestalling the almost-
certain catastrophic consequences of unchecked global warming, changing our habits, conserving energy and shifting from fossil fuels to clean energy will have many benefits for human health — and for the economy.
Reducing the burden of pollution- and global warming–related health care costs is a big factor, but opportunities also exist in the clean technology sector.
A leaked draft of the Intergovernmental Panel on Climate Change’s Fifth Assessment’s final synthesis report concludes that global warming is already having major impacts worldwide and that, unless we do something about it, we can expect “severe, pervasive and irreversible impacts for people and ecosystems.”
Our news media should be focusing on these issues rather than chasing an endless line of celebrity antics, corporate priorities and political posturing.
Scientists have warned about global warming consequences for decades, but efforts by fossil fuel interests to sow doubt and confusion, combined with intransigent governments and public apathy, have brought us to a tipping point.
The choice is clear: If we want to protect our health, our children’s and grandchildren’s health, and the natural systems that keep us alive and healthy, we must act now.

The Oak Bay Police and Oak Bay Fire Department are hosting a public open house and equipment and technology expo at the Oak Bay Fireman’s Park at 1703 Monterey Ave. on Saturday, Oct. 18, between 11 a.m. and 3 p.m.
Specialty resources from Saanich Police will be in attendance including the Canine Section, Ident Section, Dive Section, Traffic motorcycles, and the Saanich Police Incident Command Vehicle.
The RCMP Marine Unit, the RCMP Police Helicopter from Comox, and the Oak Bay Sea Rescue Unit will also be on display, as well as the Greater Victoria Emergency Response Team with
some of their equipment and from VicPD, the Crowd Management Unit.
The Oak Bay Fire Department is also hosting tours of the Fire Hall and will have some fire safety and emergency preparedness displays.
This is a family and kid-friendly event, so there will be special displays and interactive demonstrations for the kids, as well as free hot dogs and drinks, compliments of the Oak Bay Firefighters, and a scavenger hunt for the kids with great prizes including a kid’s bike from Oak Bay Bikes.
Other organizations taking part in the event include Greater Victoria Victim Services, Oak Bay Volunteers, Child Find BC, and ICBC with a “distracted walking course”.
There will also be public tours of the police station and the fire hall.
“We really want people to come out and meet us and the fire guys and see some of the specialized equipment we have access to,” said Const. Rick Anthony, community liaison officer. “It’s really introducing people to stuff they don’t usually see up close and personal.”editor@oakabaynews.

Oak Bay’s mayor had a hand in setting off the thousands of runners who filled Oak Bay streets last weekend in the Goodlife Fitness Victoria Marathon.
“I had the privilege of starting the race. I did not start, I said ‘on your mark get set go.’” Nils

the event Sunday morning after meeting athletes from all over the world during the launch late last week.
“It was absolutely delightful,” he said, adding more than 10,000 people ran in several different categories. “So very good for our local economy.”

The only visible minority officer in the 25-member organization in 2010, Dalep charged that he was unfairly criticized, overlooked for a promotion and left out of a special assignment due to his Indo-Canadian ethnicity. The case was resolved in 2012 and Dalep withdrew his complaint.
“It’s not an easy process for both sides,” he said of the B.C. Human Rights Tribunal. “The changes I have seen have all been positive.”
He credits former Chief Const. Mark Fisher for the change in attitude, calling him “a positive influence in the organization.”
That positive influence continues in the Oak Bay force today, he added.
Dalep himself, helps drive the cultural diversity of the police.
“He is a big mentor to me personally and on the job. He has a very helpful personality,” said Divjeet Malholtra, a 21-year-old Reserve Constable with Oak Bay Police.
Malholtra’s family came from India’s Punjab region in 2008 when he was a 15-year-old with his heart set on becoming a police officer.
“The sole purpose we came to Canada is so I could follow my dream,” he said. “I had total support from my parents. My
mom was a bit hesitant from the danger aspect of it, but I didn’t have to convince her.”
Malholtra, a Saanich resident, attended both Belmont and Spectrum secondary schools and is now a criminology student at the University of Victoria.
“Coming to a different country you have to adapt to change,” he said. “There were many challenges at first, especially for my parents, they are still adapting after six years.”
While Dalep is a Sikh, he does not wear a turban. Malholtra on the other hand, will not give it up.
“My dad wore a turban, he was in the military a little bit before his banking career. My grandfather did military service and he wore a turban. … My family is not religious, I’m not baptized a Sikh, I don’t have a long beard, it’s more a cultural thing to have it on. I believe in it and I don’t see it as a negative aspect of my life, I cherish it. If it makes a difference to people, that’s their problem,” the young man said.
The people of Oak Bay don’t seem to have a problem with it though.
“Canada in general is becoming more multicultural,” said Oak Bay Police Chief Const. Andy Brinton. “A lot of the time we find people
who come from a place where they’ve had a bad experience with police in their home country. We have to gain their trust – if we’re trying to investigate a crime and (they’re afraid) to talk to investigators … the crime is not solved and they continue to be victimized. Having people with different backgrounds in the organization gives us the ability to bridge that gap and gain their trust – that’s huge for us.”
“I work alongside a lot of wonderful colleagues,” said Dalep. “I take a significant amount of pride in my profession as a police officer on and off the job.”
Malholtra spends 20 hours a week on reserve duty. “I love everything about the community: the events, the people I meet, building relationships,” he said. “Doing ridealongs you get to know a lot about the job. It’s continuous learning. The officers you work with are happy to give you all the knowledge they have.”
“I admire people like Davinder. It’s been challenging for him opening the door for other people like us. But he’ll always tell you, ‘no matter where you are from, if you believe in the same goals and values that others believe, you can be anything you want be, no matter what.’”

A new fuel con-sumption rating system kicks in for all 2015 model year new cars and light trucks. The Govern-ment of Canada has finally approved the five-cycle test method, already used in the US since 2008. In general, those predicted fuel consumption figures on the EnerGuide label (on every new vehicle) will increase somewhere in the 10 to 20 per cent range, compared to a similar, or even identical, 2014 model year vehicle.As before, vehicle manufacturers are re-quired to submit fuel consumption data to the federal government based on controlled laboratory testing procedures. This is done in order to produce results that are consis-tent and repeatable and includes the use of standardized fuels, test cycles and calcula-tions. The underlying objective is to give a Canadian consumer making a new vehicle purchase decision an accurate and reliable way to compare fuel consumption.The three additional test cycles, added to the old two-cycle testing method, include cold temperature operation, air conditioner usage, and driving at higher speeds with more rapid acceleration and braking. Cars, roads and motoring habits have changed over the years and the new five-cycle test was designed to better simulate modern driving.That said, and also as before, an owner’s actual on-road fuel consumption is still likely to be different, although closer to the new government test numbers. Real life fuel consumption not only varies depending on how and where you drive, it can also change with traffic, the weather, after dark and a bunch of other less obvious factors. If you want to check how your current vehicle would fare (and compare) in the five-cycle test, Natural Resources Canada (nrcan.gc.ca) has an online calculation tool
that gives approxi-mate fuel economy numbers for vehicles going all the way back to 1995. This is the web link: http://oee.nrcan.gc.ca/fcr-rcf/public/index-e.cfmThe more fuel a ve-hicle burns is directly
related to the amount of carbon dioxide, a greenhouse gas, it pumps out the tailpipe. So, not only does a more fuel efficient vehi-cle cost less to operate, it also has reduced environmental impact. Fuel economy now transcends the small car market and is an important concern for buyers in just about every vehicle market segment. It’s also why fuel economy has become an increasingly important in the marketing of new vehicles, especially in the high-volume market segments. The car business is a highly competitive one and, as you might expect, auto makers try to build vehicles that do well, and get low numbers, in the government fuel economy test. Major technological changes are also happening in the fuel economy race. Smaller and more efficient gasoline engines are available, hybrid vehicle sales are taking off, plug-in hybrid vehicles are becoming more common and the pure electric vehicle is a competitive production reality. So, even the term “fuel consumption” may become obsolete, sometime in the future. Right now, however, if you walk into a new car dealership showroom, you’ll probably find both 2014 and 2015 editions of the same model vehicle for sale, side-by-side. If you don’t notice the asterisked note under the EnerGuide fuel consumption figure on the 2015, it’s easy to assume that it’s a less fuel efficient vehicle and that’s almost certainly not correct. The 2015 EnerGuide fuel consumption figure is simply more realistic and closer to what you’re likely to experience during day-to-day driving in the real world.

Camry undergoes major updateBy Zack Spencer
Charlotte, NC – The launch for the heavily updated Toyota Camry took place here in the heart of NASCAR country.Along the drive route, there were several NASCAR stops, one at the Hall of Fame, and another at Joe Gibbs Racing and a third at the Charlotte Motor Speedway. This was all to emphasize just how American the Camry has become. The chief engineer of the 2015 Camry is from Michigan, not Japan, as was the case with the rest of the crew that updated over 2000 parts on this latest sedan. It is the most popular passenger car in North America and number one in the United States. However, that is not the case in Canada, where it lies third in the Toyota lineup behind the Corolla and RAV4.
LooksWhen a car is typically refreshed, the designers add a new front bumper, grille headlights and rear taillights and call it a day. Not the case here, the 2015 Toyota Camry has all-new sheet metal, providing a sleeker and more eye-catch-ing design. The wheelbase remains the same length but the track, side-to-side has been widened for more stability. The overall length is only slightly longer, in the nose, to help achieve the more polished look. The interesting thing is this new more youthful design actually makes the car look smaller, mostly due to the less slab-sided look used in the previous car and the tightly wrapped lines and shapes. There is a new trim level in the Camry lineup, the XSE, sportier looking trim that enabled Toyota to lower the price of the, still sporty, SE trim by $2,000 to $24,990. In addition the SE trim has been added to the Hybrid model, enabling buyers of that efficient car to also enjoy a more distinctive design. InsideInside, the refresh focuses more on ease of use and refined materials. The top of the dash is the only carry-over part, which is still a soft touch material with French stitching. What has been added is faux suede on the doors with the ability to get two-tone seats in the Camry, also with faux suede, but the updated seats are only in the new XSE
trim. The centre stack now has bigger buttons and rotary dials for ease of use, a welcome update for older buyers. To appeal to younger intenders, the Camry has the latest connectivity and on the top XLE models a wireless charging system in the centre cubby but the phone either needs a special sleeve or integrated wireless charging technology.
DriveNot just happy to make a more appealing looking car, the engineers also went about improving the ride, handling and noise inside the car. The track of the wheels has been widened and the lower end models also get wider wheels for improved feedback but the biggest change is to the steering feel. The Camry is equipped with electric power steering and these systems have been notorious for poor feedback to the driver. This new 2015 Camry is a big step foreword. Straight-line stability has been improved and the car, with a more rigid platform and slightly stiffer springs and shocks, is now sending good feedback to the driver.
VerdictWhat haven’t been updated are the engine and trans-mission choices. The same 178hp 2.5L 4-cylinder with a 6-speed automatic does duty along with an optional 3.5L V6 putting out 268hp. The 2015 Camry looks much better, drives with more confidence and has a pleasant interior. With the help of NASCAR, the Camry will remain a North American staple, this time with a lot more style.

Daniel Kipkoech took an early lead and never looked back as he won the Goodlife Fitness Victoria Marathon Sunday in two hours, 20 minutes and four seconds.
He defeated Thomas Omwenga by seven minutes.
Kipkoech went out fast, aiming for a 2:10 finish but at five kilometres he reduced his pace.
“I felt the cool wind off the water and reduced my pace,” Kipkoech said. “I probably hadn’t recovered from running the Montreal Half Marathon last week, where it was hot and humid. I would like to come back next year and run a 2:10.”
Omwenga, the 2011 and 2012 champion,
came second in 2:27:09. Third and top Master was Oliver Utting in 2:29:02.
On the women’s side, Lioudmila Kortchaguina won in 2:41:39
The women’s race had high expectations with 2013 champion, Victoria’s Catrin Jones returning and Kortchaguina, top master at the 2013 Canadian Marathon Championships, making her first appearance in the Victoria Marathon. Kortchaguina win is a Masters course record (the old record was set by Victoria’s Cheryl Murphy in 2009).
Eva Vail, from Portland, Ore., was second in 2:45:54.
Jones was third in 2:46:51.
Kortchaguina also won the new Top Canadian Citizen prize for a total pay day of $6,000. Oliver Utting was Top Canadian Citizen in the men’s race.
The half marathon was won by Willy Kimosop – his first win in Victoria after placing third in 2012 and 2013. His time of 1:06 was just under a minute shy of his personal best.
Dancan Kasia was second in 1:08:24 and third was Ramiro Guillen in 1:08:32. Victoria’s Jim Finlayson was the top Master with a time of 1:10:04.
The women’s Half Marathon was won by Anne-Marie Madden from Vancouver in 1:16:35. She triumphed over two local favourites, and Masters athletes, Marilyn Arsenault (1:17:04) and Lucy Smith (1:19:48).
Madden tried not to go out too fast in the beginning.
“My legs were stiff to start but then I settled into a breathing pattern which helped,” she said. “Marilyn was ahead but I caught her at 15K and felt really strong.”
Arsenault was the top Master.The 8K saw ex-Victoria native Geoff
Martinson win in 23:38, just 15 seconds short of the course record and the third fastest time ever. Now living in Vancouver, Martinson was pleased with his race.
“I felt very strong and I think I am going to have a good season,” he said.
Kevin Friesen was second in 24:35, and third was Trevor Hofbauer in 25:10.
Victoria’s Bruce Deacon won the Masters in 25:44 – a new record, beating the record he set in 2013 (26:10).
Lindsay Carson from Whitehorse, Yukon, won the women’s race in 27:15. Second was Sarah Macpherson (Victoria) in 29:29 and third and top Master was three-time Xterra champion, Melanie McQuaid in 29:56.
In addition to Kortchaguina’s Masters record, a marathon age-class record was set in the W60-64 by Lee Anderson, from Calgary, in 3:32:38. In the half marathon, Allison Penner set a new record in the W-Under 19 – 1:25:21; Arsenault’s time of 1:17:04 was a new W45-49 record. In the 8K, in addition to Bruce Deacon’s new Masters record, Nancy Baxendale set a W50-54 record of 30:49.
There were 8,592 finishers – 1,569 in the marathon, 3,798 in the half marathon, 2,366 in the 8K, and 859 in the Thrifty Foods Kids Run.

B.C. Youth Parliament is after 95 young men and women to visit Victoria this Christmas, debate important service projects to benefit the youth of the province, and put those plans in place in 2015.
For the next three weeks, BCYP is calling on community and youth leaders across the province to nominate exceptional young people to take part in this opportunity.
“BCYP is education and
community service in action,” said Darya Ali, Premier for the upcoming year of BCYP.
“We’re looking for young people who want to learn more about our system of government, make life-long friends, and take part in projects that benefit our province’s youth.”
Youth Parliament is a non-partisan, non-demoninational, non-profit service organization. BCYP plans, fundraises for, and puts in place service projects
that help improve the lives of young people. These include group community service events, partnerships with community service organizations, regional model parliaments, and individual youth volunteer projects.

Screenings com-prise award-winning short works, thought-provoking feature films and innovative media hybrids, the majority world or Canadian pre-mieres and all new to Victoria audiences.
Feature films include Joerg Burger’s Focus on Infinity, a study of enormous telescopes in the desert, super-computers and gigan-tic particle accelera-tors.
Brett Kash-mere’s hugely cele-brated experimental documentary From Deep -- about the game of basketball and its shifting place within 20th century American history and culture.
Shooter and Whit-ley, Laura Stewart’s
quietly stunning fic-t ion-documentar y hybrid, blurs the boundaries of narra-tive and documentary, while crossing the tracks between the out-skirts of town where an outlaw motorcycle club reign supreme in a no man’s land by the rail yards.
In addition, Antimat-ter 2014 features eight media installations throughout the down-town core, including gallery exhibitions, window projections and interventions in public spaces.
Performances by Von Bingen, The Treachery Man!! and Cleopatra and the Nile open the festival at Copper Owl on Oct. 17; Ruby Karinto and Elfin Saddle play the closing night, Nov. 1 at Deluge Contemporary Art.

How important is small business to the local economy?
Small business makes up more than 95 per cent of the Greater Victoria Chamber of Commerce membership. Nationally, the Business Development Bank of Canada calls small business “Canada’s engine of job growth.” In fact, “the cornerstone of the Canadian economy,” small and medium-sized businesses account for 99.9 per cent
of all Canadian companies and employ more than 60 per cent of private sector workers, the BDC notes as it prepares to celebrates this signi� cant sector of the Canadian economy with the annual Small Business Week, Oct. 19 to 25.
Celebrating 35 years, the BDC’s Small Business Week recognizes the contributions and achievements of Canada’s entrepreneurs. Events held during the week bring entrepreneurs together at conferences, luncheons and trade fairs across the country where they have the opportunity to learn, network and enjoy themselves in the company of their peers.
Among the strengths of the local business community is its ability to build relationships. “I think most of the community understands (the importance) of supporting their small business community,” Smith says, pointing to events like the summer night markets, Halloween activities and the Christmas light-up. “We o� er that value-added stu� you’re not going to get elsewhere.”
So, how is small business doing in Oak Bay? “I think it’s stronger than ever,” Smith says.
Helping keep the Oak Bay business community strong is its relationship with the local municipality. In addition to an open dialogue over issues such as parking, the municipality also supports businesses with support for business-driven public events like the markets, Smith says.
What can consumers do to help maintain a strong business core in Oak Bay?

As the world recognizes the 100th anniversary of the First World War, the Victoria Symphony will premiere The Piper, a uniquely Canadian work by Oak Bay composer Tobin Stokes.
The concert takes place Oct. 25 at 8 p.m. at the Bay Street Armoury and kicks off a community collaboration entitled Lest We Forget.
With The Piper, Stokes tells the story of J.C. Richardson, a Victoria Cross recipient and a famous Canadian piper who inspired his troops into battle.
He was lost on the battlefield on the Somme although his pipes were eventually recovered and returned to British Columbia where they reside on public display in the B.C. legislative buildings.
“With this
special concert of remembrance, we’re able to present music that honours the
incredible sacrifice of our veterans,” said Tania Miller, music director of the Victoria
Symphony.“We are grateful for
the participation of the Canadian Scottish Regiment, and for the opportunity to perform in the Bay Street Armoury which provides unique surroundings for this moving tribute.”
The concert also includes a performance of Vaughan Williams’ London Symphony, Mvt. 2, and the Lark Ascending, Adams’ The Wound Dresser, Ives’ The Unanswered Question, and the traditional MacPherson’s Lament featuring the pipes and drums of the Canadian Scottish Regiment (St. Mary’s).

While house sale prices remain some-what flat, a significant increase in sales has the Victoria Real Estate Board optimistic about local market.
Oak Bay sales helped push the regional numbers to 565 properties sold in Septem-ber, an increase of 16 per cent over the same month last year.
And the quarter ending in September shows a 15 per cent increase in the num-ber of sales overall compared to the same quarter in 2013, Victoria Real Estate Board president Tim Ayres said this week.
“We haven’t seen sales like this in Sep-tember since 2009,” Ayres said in announc-ing the numbers.
“The balanced market conditions we’ve seen over the last seven months mean property prices are stable, so it might be more comfortable for buyers and sellers to make a move because they know that property values are predictable.”
This predictability means buyers know if they need to wait to find the right house, they needn’t worry about quickly rising prices, and sellers know that if they’re priced right, they’ll likely find a buyer.
The Multiple Listing Service Home Price Index benchmark value for a single family home in the Victoria core this time last year was $550,900. This month the bench-mark value increased to $556,200. The benchmark price for Greater Victoria con-dos sat at $287,100 this September, com-pared to $283,900 in September 2013, while the benchmark for townhouses showed a marginal increase to $401,500 in Septem-ber 2014 from $400,000 in 2013.
In this diverse market with a good mix of both entry-level and luxury residences, single-family homes and multi-family prop-erties, Ayres hasn’t noticed a single sec-tor really outperforming others; the key seems to be in pricing the property appro-priately, he said.
At the same time, Greater Victoria does seem to show a renewed interest in con-dominiums.
“The people I talk to that are in con-dos are definitely noticing an increase in demand or an least interest that they haven’t seen for awhile,” Ayres said.
“If the projects are smart and they pay attention to what people want, they are going to continue to do well.”
Looking forward, Ayres anticipates more
people in larger markets – Vancouver, Cal-gary, Toronto, Ottawa and to some extent the prairie cities – selling their homes and moving west. “I think it’s only a matter of time before we see some of them (coming to the Island.)
Locally, Ayres expects the busy fall to continue for realtors.
“It wouldn’t surprise me to see a busier October than we’ve seen in a few years,” he said.
“Usually you have until about the last week of November before things start to slow down (for the holidays),” he said, noting that even then, those looking to sell benefit from the typically reduced number of homes on the market.
“Things always open up in the fall and early in the new year; there’s definitely people looking and generally less competi-tion.”
