CLIMATE CHANGE
News from Montenegro
Regional Forum on Climate Change in Montenegro
On 15th October, the Ministers and the Heads of Delegations of Albania, Bosnia and Herzegovina,
Macedonia, Montenegro and Serbia participated to the session of the Regional Forum on Climate
Change organized in Budva, Montenegro.
The participants to the Forum endorsed the Regional Programme for Adaptation to Climate Change for
South-East European Countries which foresees the assessment of their green house gas (GHG) emission
reduction potentials by sectors as well as the assessment of the related financial means and
expenditures and transfer of new technologies needed.
Furthermore, they put across their readiness to transpose and gradually implement the EU Climate and
Energy Package and, in view of the COP 15 Copenhagen conference, they expressed their need for
support to prepare detailed analyses and strategic plans based on which GHG reduction commitments
and related timeframe will be determined.

Conference on Climate Change and Sustainable Development in Budva
On the 16th and the 17th of October, a Conference on Climate Change and Sustainable Development in
the Mediterranean Region and Southern Eastern Europe organized by the Montenegrin Ministry for
Environment and Spatial Planning and the Italian Ministry for Environment, Land and Sea, took place in
Budva.
The conference aimed to promote an exchange of knowledge and experience and to identify models for
successful integration of measures for mitigation and adaptation to climate change in tourism and
spatial planning sector policies.
Representatives from Montenegrin, Italian, Western Balkans, Tunisian and Slovenian governments
attended to the conference as well as representatives from United Nations Agencies, the World Travel &
Tourism Organisation, and Energy Organizations working in the Mediterranean area.

News from the EU
Bangkok talks on climate change
The Swedish Presidency acknowledged that the two weeks of the United Nations Climate Change
negotiations held in Bangkok between the end of September and the beginning of October made some
progress, in particular as regards the streamlining and shortening of the text of the possible final deal
countries should agree upon in Copenhagen. However, on the other hand it pointed out that the pace of
progress was insufficient and that the core issues such as financing were not solved.

It then stressed the need for the negotiations to be greatly accelerated at the final preparatory session
in November which will be held in Barcelona.

EU position in the view of the Copenhagen conference
On the 20th of October, when it held a discussion on climate financing, the Ecofin1 Council was not able
to reach an agreement on both the long-term need for resources and the immediate funding to make
available to developing countries to take mitigation and adaptation measures to climate change. One of
the main issues discussed was the internal burden-sharing between Member States once the sum for
financing is decided.
The day after, the Environment Council was held in Luxembourg and the EU Ministers for Environment
adopted conclusions on setting out the EU position for the Copenhagen climate conference in
December. The most important features of the agreement reached in Luxembourg are:
in accordance with the Fourth Assessment Report of the Intergovernmental Panel on Climate
Change, developed countries should reduce their emissions of 25-40% by 2020 and of 80–95%
by 2050 compared with 1990 levels, while developing countries by 15–30% by 2020 below the
currently predicted emissions growth rate;
limitations on emissions by 10% from international aviation and 20% from shipping by 2020
compared with 2005 levels should be introduced;
adaptation should be comprehensively addressed in Copenhagen as a necessary complement to
mitigation, and to be integrated in national sustainable strategies, national and sectoral policies,
and into development cooperation;
EU views on how to combat deforestation and conduct sustainable forestry through a step-by-
step approach are clarified;
the EU will further consider options on how to deal with the surplus of emission allowances
after 2012. This issue can potentially create problems in the negotiations in Copenhagen;
in accordance with the principle of common but differentiated responsibilities and respective
capabilities, all countries, except Least Developed Countries (LDCs), should commit themselves
to preparing ambitious, credible and country-owned low-carbon development strategies/growth
plans (LCDS/LCGP);
carbon markets importance is reiterated and a call for an OECD-wide carbon market through the
linking of compatible cap-and-trade systems preferably by no later than 2015 and the extension
of this market to more advanced developing countries by 2020 is put forward;
the importance of reforming the CDM and JI mechanisms is emphasised;
the proposal that the more advanced developing countries identify ambitious thresholds and
targets for specific sectors, subject to agreed international governance procedures, with a view
to participating in sectoral crediting and sectoral trading mechanisms is reiterated;

the importance of providing additional assistance to further enhance the capacity of developing
countries to participate in the carbon market and its mechanisms, including Monitoring,
Reporting and Verification (MRV) of data, in particular for sectoral mechanisms in advanced
developing countries and capacity building for CDM in countries currently underrepresented is
stressed;
it is recognized that a Copenhagen agreement will require a gradual but significant scaling up of
both public and private financial flows to developing countries (including through the carbon
market) for adaptation, mitigation, deforestation reduction, technology and capacity building
activities;
the EU will support the establishment of a high-level forum or body to provide an overview of
international sources for financing climate-related investments in developing countries, review
the balanced distribution of international public finance, involve all relevant actors, and
encourage synergies with other environmental agreements;
the importance of development, deployment and diffusion, including transfer, of safe and
sustainable technologies for mitigation and adaptation is stressed.
On the 29th and 30th of October, the European Council2 took place in Brussels. It endorsed the
conclusions of the Environment Council and discussed some of the politically difficult issues such as
financing and unused Assigned Amount Units (AAUs) after 2012.
Concerning financing, the European Council backed the Commission estimates presented in the
Communication Stepping up international climate finance: A European blueprint for the Copenhagen
deal issued last 10th of September according to which net incremental costs of mitigation and adaptation
in developing countries could amount to 100 billion € annually by 2020. Sources of funding for this sum
would be:
• developing countries own efforts;
• the international carbon market;
• international public finance.
The European Council reaffirmed that the overall level of the international public support should be 22
to 50 billion € per year by 2020. According to the conclusions “this amount must be subject to a fair
burden sharing at the global level in line with the distribution key to be agreed by Parties, a governance
arrangement and delivery towards specific mitigation actions and ambitious Low Carbon Development
Strategies/Low Carbon Growth Plans”.
Moreover, a fast-start international public support was looked upon. The purpose of such public support
should be “to prepare (developing countries) for effective and efficient action in the medium and longer
term and avoid delay of ambitious action, with a special emphasis on least developed countries”. Again,
the Council took note of the Commission estimate that a global financing of 5-7 billion € per year for the
first three years would be needed following an ambitious agreement in Copenhagen. Therefore the
European Council underlines that a figure for the EU will be determined in the light of the outcome of

the Copenhagen conference; EU contribution will be conditional on other key players making
comparable efforts.
Regarding the surplus of AAUs issue, the European Council specified that since under the Kyoto Protocol
a significant amount of unused Assigned Amount Units is likely to accrue, the question “must be
addressed, in a non-discriminatory manner treating European and non-European countries equally, and
so that the handling of the AAU surplus does not affect the environmental integrity of a Copenhagen
agreement.”

The European Community and IPCC
On the 28th of October, the Intergovernmental Panel on Climate Change (IPCC) made public the decision
to grant the European Community with the special status of enhanced observer to IPCC.
As a consequence, the European Community can fully participate in IPCC meetings, a prerogative
normally reserved for governments, and Commission representatives will have the right to speak and to
introduce proposals (but not to vote).

Link between climate change and security
On the 15th October, a conference on the link between climate change and security took place in
Stockholm with an agenda covering many different aspects: individual and international security,
conflicts for scarce natural resources and water access.
The conference represented an occasion to discuss how the EU and the rest of the world can prevent
and address the problem of climate change and security.

News from the EU
Montenegro 2009 Progress Report: Environment
On the 14th of October, the European Commission (EC) published Montenegro 2009 Progress Report
along with its 2009 Enlargement Strategy and the Progress reports of the other Western Balkans
countries and Turkey.
Concerning the field of environment, the Report points that Montenegro has made some progress on
legislative alignment with European standards ascertaining that “alignment of the relevant
environmental legislation with the acquis is moderately advanced”. It also specifies that a national
environmental policy setting out national priorities and addressing cross-cutting issues has been put in
place by the government as well as the Designated National Authority for approval of Clean
Development Mechanism (CDM) projects.
It then recognizes that considerable work is under way in the area of air quality, even though little
tangible progress has been achieved. It goes on by stressing that limited progress has been made in the
field of waste management as well as in water quality while it acknowledges some progress in the field
of nature protection and of industrial pollution control and risk management. It then specifies that there
was no progress on noise abatement. Furthermore, it calls for further efforts in order to strengthen the
administrative capacity of all institutions involved in environmental policy-making and enforcement.
It concludes by specifying that implementation and enforcement need to be further strengthened in
Montenegro, paying particular attention to administrative capacity and the establishment of effective
inspection services. Moreover, it details that work on awareness-raising on environmental protection
issues needs to be continued and it draws attention to the fact that environmental protection, in
particular in coastal areas and national specify parks, remains a cause for concern.

Environment Council
On the 21st of October, the EU Ministers for Environment met in Luxembourg.
The items discussed were:
the EU position for the Climate Change Conference in Copenhagen (see previous section)
eco-efficient economy conclusions with an invitation to Member States and the Commission to
take actions for the promotion of further actions in the direction of an eco-efficient economy
an EU strategy for better ship dismantling for the promotion of a safe and environmentally
sound management of ship recycling
a policy debate on the proposed recast of two directives concerning electrical and electronic
equipment, the Waste electrical and electronic equipment (WEEE) Directive, promoting
recycling and recovery of electrical and electronic waste, and the Restriction of Hazardous

Substances (RoHS) Directive, intended to eliminate as far as possible the use of hazardous
substances in electrical and electronic equipment.

Labelling of tyres
On the 1st of October, the negotiators of the European Parliament Industry, Research and Energy (ITRE)
Committee, the European Commission and the Swedish EU Presidency reached an agreement on the
legislative plans for labelling of tyres. This step prepares the way for the establishment of an A-G
labelling system for tyres for cars and lorries from 2012.
More specifically, the labelling would provide purchasers with three kind of information: tyres fuel
saving performance, their wet adhesion performance and their external road noise.
This measure is expected to cut fuel bills on one side and CO2 emissions on the other.

Draft legislation on CO2 reduction from light commercial vehicles
On 28th of October, the European Commission adopted a new legislative proposal whose aim is to
reduce average CO2 emissions from light commercial vehicles to 175 grams per kilometer.
The proposal will be phased in from 2014 to 2016, and contains a long term emission reduction target of
135 g/km by 2020; the EU fleet average for all new light commercial vehicles of 175 g/km will apply as of
2014. Starting from that date, 75% of each manufacturer's newly registered vans should comply on
average with the limit value curve set by the legislation. This will rise to 80% in 2015, and 100% from
2016 onwards.

News from Montenegro
Hydro power plant Perudica resumes production
Hydro power plant Perudica resumed production after two months of interruption to allow the works of
reconstruction of its facilities and the integration of a new purifying facility. The investment was worth 8
million €. As far as the purifying facility is concerned, its construction was made possible by 500,000 €
loan from the World Bank.

50 million euro financing for KAP
Crnogorska Komercijalna banka (CKB), OTP, Kombinat Aluminijuma Podgorica (KAP) representatives and
the Ministry of Finance of Montenegro ratified the general conditions for a loan contract of about 49.68
million €: 25 million € will be used to solve KAP workers social conditions, 21.68 to settle obligations
towards CKB, OTP, and 3 to reimburse KAP’s debt towards Montenegrobonus.

EPCG announces tender for electricity purchase
On the 8th of October, Elektroprivreda Crne Gore (EPCG) announced a tender for the purchase of about
817,08 megawatt hour for the national 2009 electricity demand.
The deadline for presenting offers is the 4th of November. Results will be made public within thirty days
from the deadline.

Possible cooperation in the energy sector between Montenegro and Algeria
After their meeting at the end of September, Montenegrin Minister of Economy Branko Vujovic and
Algerian Minister for Energy and Mines Chakib Khelil pointed that energy represents a key sector for the
cooperation between Montenegro and Algeria. Such cooperation could focus on gas exploration in the
Montenegrin coast and supply of butane and propane from Algeria.

Montenegrin Committee to CIGRE
In mid October, the first consultation of the Montenegrin Committee to the International Council on
Large Electric Systems (CIGRE) took place.
Branko Vujovic, Ministry of economy of Montenegro, is confident that the activity of the committee will
improve the professional and scientific collaboration in planning, construction and use of the electric
and energy system and facilitate the contact with members of CIGRE from the neighboring countries and
from the other 80 countries part of the Council.

New funding from KfW
The German Development Bank KfW has announced a 125 million euro investment programme for
Montenegro in the field of energy, water supply and waste water treatment.

News from the EU
Montenegro 2009 Progress Report: Energy
In Montenegro 2009 Progress Report, the European Commission (EC) also presented its comments on
the Energy sector.
After analyzing Montenegro’s situation, the EC acknowledges some progress in some energy sectors as
well as the steps taken towards meeting the requirements of the Energy Community Treaty, such as the
opening of the electricity market for non-household consumers.
However, the EC also points that further efforts are required and that the promotion of energy
efficiency and renewable energy sources is crucial.

Commission call for additional € 50bn in low carbon technologies
On the 7th of October, the European Commission (EC) adopted a Communication on “Investing in the
Development of Low Carbon Technologies”.
The Commission estimates that an additional investment, public and private, of €50 billion in energy
technology research will be needed over the next 10 years to effectively move forward the European
Strategic Energy Technology (SET) Plan, the technology pillar of the EU climate and energy policy. This
represents a triplication of the annual investment in the European Union from the current 3 billion € to
8 billion €.
Moreover, it draws up Technology Roadmaps for 2010-2020 identifying key low carbon technologies
with strong potential at EU level in six areas: wind, solar, electricity grids, bioenergy, carbon capture and
storage (CCS) and sustainable nuclear fission.
A new initiative on energy efficiency to support pioneer cities that transform their buildings, energy
networks and transport systems in low-carbon ones called “Smart Cities Initiative”, has also been
proposed for thirty cities. This initiative is meant to represent a first enabler for the mass market take–
up of energy efficiency, renewables and energy network technologies.

Renewable energies: the EU and Mediterranean and Gulf countries
On the 9th of October, the European Commissioner for External Relations and European Neighborhood
Policy, Benita Ferrero-Waldner, and the Energy Commissioner, Andris Piebalgs, hosted in Brussels a
Ministerial level conference on renewable energy cooperation between the EU, the Mediterranean and
the Gulf countries. Foreign and Energy Ministers from almost 60 countries participated. Also
Montenegro attended.
The conference aimed to create increased political support for closer cooperation in this field, and help
to find concrete solutions to future challenges. Representatives from industry, research institutes and
international financial institutions also participated.
At the conference, EU initiatives in renewable energy were presented. Moreover, the conference
addressed:
the role of energy in the EU’s relations with the partners from the Mediterranean and the Gulf
regions;
the development of a regional “green energy” market, including the policy, legislative and
regulatory issues;
the research & technology aspects of renewable energy and the opportunities for cooperation
between the stakeholders from the EU, the Mediterranean and Gulf regions;
and the possible joint initiatives and projects to support the development of renewable energies
and in particular solar energy.

TRANSPORT
News from Montenegro
Bar-Boljari highway
On the 15th of October, the construction of the highway linking Bar to Boljari was officially started at the
presence of Milo Djukanovic, Mirko Cvetkovic and Jadranka Kosor, Prime Ministers of Montenegro,
Serbia and Croatia. It is foreseen that completion of the highway will be achieved in the next 7-8 years.

Motorway from Serbia to Montenegro’s border
Serbian Minister for infrastructures Milutin Mrkonjic announced that by the 1st of March 2010 the
tender documentation for the last part of the motorway from Belgrade to the Montenegrin border
should be ready.

Privatization of Port of Bar
The tender for the sale of 54,0527% of the total share capital of the company AD Container terminal and
general cargo Bar and the award of concession for the period of 30 years with the obligation of investing
has been announced by the Commission for privatization of Port of Bar AD.
The deadline for eligible participants to present their bids is on the 1st of February 2010.

News from the EU
Montenegro 2009 Progress Report: Transport
Montenegro 2009 Progress Report specifies that concerning transport, Montenegro’s preparations are
moderately advanced in the cases of road and rail transport, but still at an early stage for air and
maritime transport. It also points that progress on safety aspects and a systemic approach to
development of transport is still limited and that considerable efforts are required to establish adequate
administrative capacity and implement the acquis.

Transport Community with the Western Balkans
When they met in Luxembourg at their informal meeting on the 9th of October, the EU transport
Ministers adopted complementary negotiating directives concerning road transport for the negotiation
of a Transport Community Treaty between the European Union and the Western Balkan countries. As a
consequence, talks related to the road transport sector will be initiated.
The treaty should initially promote cooperation between the states within the region through reciprocal
opening of their overland transport markets and, under certain conditions, access to the EU market.

Eventually, it should result in integration of transport infrastructure and in a common legislative
framework for transport in the EU and the Western Balkan countries based on the relevant EU
legislation.

Report from coordinators of the Trans-European Transport Network
The coordinators of the Trans-European Transport Network are eight eminent persons in charge to
evaluate progress on certain TEN-T projects3 () and to make recommendations for the effective
implementation of these priority projects.
On the 7th of September they presented European Commission Vice-President Antonio Tajani reports
giving a detailed state of play of the priority projects for which they are responsible.
These reports sum up the work carried out over the 2005-2009 whole period of their first four year
mandate and reflect coordinators’ perspectives and analyses together with a set of proposals and
recommendations for stakeholders involved in the projects.
Moreover, the coordinators presented also a Position Paper in order to contribute to the debate around
the TEN-T review process by delivering an assessment as well as recommendations based upon their
experience.

Marco Polo programme
The European Commission has adopted new rules to broaden the scope of the Marco Polo programme.
Such programme, founded in 2003, provides financial support to the transport industry to develop
sustainable transport projects in order to reduce road freight or to shift it to other more sustainable
transport modes, like shipping, rail or inland waterways.
Further to the programme review, the conditions for participation have been improved in order to
increase industry participation; these conditions will already apply to the next call for proposals
expected for the beginning of 2010.

News from the European Parliament
A strategy for the Copenhagen Conference on Climate Change
On the 19th of October, the Environment, Public Health and Food Safety (ENVI) Committee adopted a
motion for a Resolution on the EU strategy for the Copenhagen Conference on Climate Change (COP 15),
that the European Parliament will discuss in the next Plenary Session in November.
In the ENVI Committee members view, the international agreement should ensure that:
- developed countries significantly reduce their emissions collectively (by 25-40 % in the short
term and by at least 80% by 2050 in the long term compared to 1990);
- developing countries as a group limit their emission growth to 15 - 30% below the business as
usual scenario;
- targets are reviewed every five years, to ensure they are aligned with the 2 °C-objective;
- the collective contribution by the EU towards developing countries’ mitigation efforts and
adaptation needs should not be less than €30,000 million per year by 2020;
- both emission reduction targets and financing commitments need to be subject to a tougher
compliance regime, including an early warning mechanism and penalties;
- strict project quality standards must be part of future offsetting mechanisms, to prevent
industrialised countries taking away the low-cost reduction options from developing countries
and to guarantee reliable, verifiable and real emission reductions.

Climate Change discussed at plenary session in Strasbourg
From the 19th to the 22nd of October, the European Parliament held its plenary session in Strasbourg.
On the 20th, a three hour debate around climate change and developing countries in view of the
December Copenhagen conference took place.
MEPs called on the EU to generously promote technology transfer and cooperation to tackle
deforestation. However, divisions between different political groups came up: S&D, Greens/EFA, GUE
and ALDE proposed a sum to allocate to support developing countries in implementing adaptation and
mitigation measures in addition to Official Development Aid, while the EPP refused to specify the
amount needed stressing the importance of financial burden sharing among all countries.

From the 27th to the 29th of October, a delegation of MEPs from the Environment, Public Health and
Food Safety (ENVI) Committee and from the Industry, Research and Energy (ITRE) Committee went to

Washington and met with Members of the US Congress and other stakeholders to discuss climate and
energy issues and the current situation in view of the December COP 15 in Copenhagen.
