SIDC was successful at
pursuing its first Indiana State
Tourism Development
Grant. The grant application
was submitted on behalf of
the Indiana Military Museum in Vincennes, and
it was awarded this past March. The project
consists of the renovation of a 22,800 square
foot area in an existing building on the museum
grounds to house a new Military History Dio-
rama Center. The $750,000 project has nu-
merous funding partners, to include the Cook
Group, the Jay E. Hayden Foundation, the City
of Vincennes, the Toyota Corp., and the Old
National Bank. The State Tourism Develop-
ment Grant is funding $250,000 of the overall
project. The Indiana Military Museum will be
utilizing a number of its very rare artifacts and
vehicles in the creation of the dioramas, span-
ning from World War I through the Vietnam
War. Among the rarest vehicles will be a WWI
French built Ambulance, a WWI French built
American Renault Tank, a WWII T-34 Russian
Battle Tank, and a WWII built “Higgins” Land-
ing Craft. All displays will be life size as well as
lifelike. Work on the project has already begun
and the new diorama is expected to be opened
to the public in the summer of 2018. Cook
Group has provided the architectural services
for the project in addition to funding of up to
$300,000. The diorama design is to be assisted
by Hollywood set designer Gerry Ruben of
Siteline Productions. This is an exciting devel-
opment for the Indiana Military Museum and
to the City of Vincennes. SIDC is proud to
be a part of the effort and we congratulate Jim
Osborne and the IMM on this great achieve-
ment.
The Indiana Tourism Destination Develop-
ment Grants are awarded on a yearly basis. It
is a 50/50 match grant, typically up to a maxi-
mum of
$250,000.

SIDC recently received the contract to com-
plete counts in Martin County for the 2018
count cycle.
SIDC also contracted with INDOT in 2012 to
collect traffic count data on non-state owned
roads as part of the INDOT Coverage Count
Program in Daviess, Greene, Knox, Lawrence
and Martin Counties. SIDC’s current contract runs through 2019 and includes counts in
Daviess, Greene, Lawrence and Martin Coun-
ties. Traffic count data is submitted to IN-
DOT to be used for planning and other state
SIDC is contracted with the Indiana Department
of Transportation to conduct traffic counts in the
five county area as part of the Rural Transporta-
tion Traffic Count program. The goal of the pro-
gram is to allow for additional community input
on transportation needs as well as to collect in-
formation on transportation trends for a specific
area, allowing for better informed decisions for
transportation projects in that area. Each county
has counts at least every 5 years and special counts can be requested yearly. Multiple sets of
data are available for each county. SIDC collected
counts in Daviess County in 2014, Greene Coun-
ty in 2015, Knox County in 2016 and just com-
program activities. SIDC will complete
counts in Knox County on a future contract
that is anticipated to be received in 2020.
SIDC has recently started counting gravel
roads and recently completed gravel road
counts in Daviess County. If you have ques-

a high quality plan that will result in a
regional blueprint for economic devel-

As I learned from visiting Grouseland over
in Vincennes Indiana, the phrase “Keep
the Ball Rolling” was coined from a 10
foot diameter tin and leather ball that was
used in the 1840 presidential campaign for
William Henry Harrison. During the cam-
paign the supporters would roll the ball
from campaign stop to campaign stop. I

Place Based Investment Fund – Compet-
itive funding that assists communities with
local efforts to become even greater places
to visit, live and work. This funding encour-
ages community partnerships in working
together towards a unique crowd gathering
project. Grant fund requests can be a maxi-
mum of $50,000 with a 1:1.5 local cash match.

ues such as downtown parks, train depots,
cultural gardens, art parks and more…
Blight Clearance Program – Funding for
clearance of blighted properties such as deterio-
rated and vacant downtown buildings or old
industrial facilities. Clearance of these struc-
tures allow communities to focus on long-term
development and revitalization for these blighted
areas that are being underutilized. Grant fund
requests can be a maximum of $350,000 with a

SIDC was able to assist Lawrence County
with a blight clearance project for cleanup of
the Old Huron School Building in the amount
of $350,000. Cleanup should take place in
the spring of 2018. The Town of Shoals was
also awarded grant funds in the amount of
$500,000 for stormwater system improve-
ments throughout the Town. Construction
should begin next spring with completion at
the end of 2018.
On September 1, 2017, SIDC submitted grant
applications for the following communities:
Daviess County for Washington Township
Fire Station (PFP), City of Vincennes for Main
Street Façade Improvements (MSRP), and the
Town of Worthington for Stormwater Sys-
tem Improvements (SIP).
Community Planning with Grant Funds
The Town of Odon recently submitted and
was awarded funds to complete a Compre-
hensive Water and Stormwater Plan. The
City of Jasonville also was awarded planning
funds for Wastewater and Stormwater Plan.
The Town of Oaktown is currently complet-
ing a Master Utility Plan and the City of
Washington on behalf of PACE is
completing a feasibility plan for a
Childcare Facility. The Town of
Bloomfield and the Town of Shoals
are nearing completion on Com-prehensive Plans.
Next funding rounds will be next
year so any community with pro-
jects need to be getting ready now!

DNR Historic Preservation Fund
Grant Program
SIDC assisted the City of Vincennes with
applying and receiving funding for a windows
rehabilitation and masonry tuck-pointing
project that is now complete on the Police
Station Building and the City has applied for
funding to have a conditions assessment and
plans and specifications completed for fu-
ture rehabilitation on the former Old U.S.
Post Office Building that currently houses the
Vincennes Police Department in the Vincennes
Historic District. Grant requests for these funds
can be a maximum of $50,000 with a 50% local
match requirement. Projects are funded in part
by a grant from the U.S. Department of Interior,
National Park Service’s Historic Preservation
Fund Administered by the Indiana Department of
Natural Resources, Division of Historic Preserva-
tion and Archaeology. For information on this

The OOR program provides homeowners
with a more safe, energy efficient, accessi-
ble, and livable home.
SIDC is currently administering OOR pro-
jects for the following communities:
Town of Elnora – anticipate assisting 5
housing units
Town of Sandborn – anticipate assist-
ing 11 housing units
Town of Wheatland – assisting 8 hous-
ing units
Town of Worthington – assisting 12
housing units
Martin County – assisting 14 housing
units

tion (OOR) grant applications to the Indiana
Housing and Community Development Au-
thority on July 17, 2017 on behalf of five com-
munities:
Town of Bloomfield - $275,000 to assist

City of Petersburg - $350,000 to assist
approximately 14 housing units
City of Vincennes - $350,000 to assist
approximately 14 housing units
City of Washington - $350,000 to assist
