What is BlueCheck?
• The BlueCheck is a portable fingerprint scanner for law enforcement personnel.
• Enables users to perform on‐the‐spot fingerprint acquisi9on and matching against CLEMIS /Cogent Systems Automated Fingerprint Iden9fica9on System using Web ID
CLEMIS Web ID™ • Easy‐to‐use portable fingerprint iden9fica9on system
for law enforcement officers. • Compares live fingerprints to a data base to quickly
iden9fy a subject. • Subject index fingerprints are collected on the
BlueCheck device. • Web‐based applica9on func9ons as an interface with
the CAFIS/AFIS system. • Enhanced by Cogent to allow 2 digit fingerprints
searches. • WebId then conducts a search of the submided
fingerprint(s).

• Connects by either Bluetooth or USB cable
Purpose of Field Iden9fica9on • To obtain posi9ve iden9fica9on of subjects that law enforcement comes into contact with.
• Examples: – Non‐custodial interviews/contacts. – No iden9fica9on on person – Unable to provide personal informa9on – Confirma9on of iden9ty
• Must have a legal reason for “detaining” a subject and running their prints. System does not retain the fingerprints.

Finger Captured
Capturing Fingerprints To capture fingerprints, take the following steps: 1. Turn on the device. 2. Ensure that the Web ID applica9on is open and that you are connected via Bluetooth. 3. To start capturing fingerprints, press the Blue (OK) budon. The R Index Please message will be displayed on the Display Panel.
4. Place the subject’s right index finger on the sensor so that his/her first knuckle rests on the ridge above the sensor. The device will automa9cally capture the print, and the Finger Captured message will be displayed momentarily on the Display Panel.
5. Ager two seconds, the L Index Please message will be displayed on the Display Panel. Repeat step 4 with the leg index finger.
Note: If the subject only has one finger that can be captured (e.g., fingers are missing), press the Blue (MISS) buWon.

6. The BlueCheck device will send the fingerprints to the Web ID application, and the Sending message will be displayed on the Display Panel.
7. You may end the procedure or repeat steps 3 through 6 to capture additional sets of fingerprints for other subjects. Note: If the device was unable to connect to the application, it will make several quick beeps, and the Not Sent message will be displayed on the Display Panel. 8. The prints will then be saved to the BlueCheck device, and the Saving message will be displayed on the Display Panel.
9. The device will switch over to ‘Offline’ mode, and you will be unable to send fingerprints to Web ID via Bluetooth until you download the saved fingerprints to Web ID. (Refer to the following procedure for instructions.) You may also turn the device off and then restart it to reset the device to ‘Online’ mode. Note: The BlueCheck device can hold up to 4 sets of fingerprints.

Downloading Fingerprints from the BlueCheck Device To download saved fingerprints from the BlueCheck device to your applica7on, take the following steps: 1. Turn on the device. 2. Ensure that the Web ID applica9on is open and that you are connected via Bluetooth. 3. Press the Green (NEXT) budon twice. A message indica9ng the number of sets currently stored on the device will be displayed. 4. To select OK and begin downloading the fingerprints, press the Blue budon. The Sending message will be displayed on the Display Panel. Note: As fingerprints are downloaded, they are automa9cally deleted from the internal memory of the BlueCheck device.
WebID Results Screen • For each submission the officer will receive a no9fica9on back to the Bluecheck device and the WebID sogware of a “Hit” or “No Hit”.
• On the WebID screen a hit is highlighted in the “Transac9on Queue” in red. In addi9on, demographic informa9on about the subject is displayed in the main body of the screen. If a photo is available it will be display to the leg of the demographic informa9on.
