NELHAAQUATICSPECIESHEALTHMANAGEMENTPROGRAM

1. PurposeandGoalsTheNaturalEnergyLaboratoryofHawaiiAuthority(NELHA)stronglybelievesitisinthebestinterestofallbusinessesinHawaiiOceanScienceandTechnologyPark(HOSTPark)tomaintainahighqualityandquarantineenvironment.Centraltoenvironmentalqualityisthemaintenanceandmanagementofthehealthoftheaquaticanimals,plants,andmicroorganismsgrownatthefacilityforresearchandcommercialpurposes.NELHAisresponsibletotheState,CountyofHawaiiandallbusinessesandorganizationsintheparktomaintainawarenessoftheaquaticspeciesbeingtransportedontothesiteandbetweentenantsites,aswellasthehealthstatusofspeciesbeingculturedateachfacility.ThegoalofthisAquaticSpeciesHealthManagementProgram(ASHMP)isto:

1.1 Establishapolicyandproceduralframeworktoreducetheriskandpreventthe

introductionofharmfulpathogensintothefacilityandtenantpropertiesfromoutsidesources.

1.2 Establishbasictenantguidelinesforthedocumentationandmaintenanceofanimal

health,includingspecificsanitationprocedures.1.3 Elaboratecertainrequirementsandguidelinesforactionandcontainmentincase

ofadiseaseevent.Itisimportanttorealizethattheriskofinfectiousdiseaseoutbreaksbyintroductionoronsiteepidemicscanneverbereducedtozero.Therewillalwaysbesomeriskassociatedwitheachnewintroduction,aswellaswithongoingoperations.Therefore,itisessentialthatNELHAbusinessesandorganizationsadopttheirowncomprehensivehealthmanagementprogramspecifictotheorganismstheyareculturingontheirproperty.Tominimizetheriskofinfectiousdiseasesandtheirpotentialnegativeimpacts,thesehealthmanagementpracticesshouldbeacontinuingpartofeachtenant’severydayoperations.

2. ObjectivesNELHAdesirestohavetenantsmaintainhighstandardsofaquaticanimalandplanthealthonallsites.NELHAbelievesthatthemaintenanceofsuchstandardswillhelpoptimizetheprofitabilityandreducetheproductioncostsofallaquacultureoperationsatthefacility,whilemaintainingthedesiredenvironmentalquality.Cooperatingand

complyingwiththeASHMPcanbeexpectedtoachievethefollowingmutuallydesirableobjectives:2.1 Assistinprotectingtenantaquaculturebusinessesfromtheriskofinfectious

disease.2.2 MinimizetheneedforStateregulatoryactionsthatcouldresultfromthe

introductionofinfectiousdiseases.2.3 Assistinoptimizingprofitabilityandproductionefficiency,andminimizing

operatingcostsbymaintaininghealthystocks.2.4 Minimizetheoccurrence,spread,andimpactofanyinfectiousanimalorplant

diseasesbetweenprojectsites.2.5 Contributetothemaintenanceofhighenvironmentalhealthstandardsandwater

qualityatthefacility.2.6 Allowsame-speciesanddifferentspeciesbusinessestocoexist.2.7 MaintainNELHA’sstatusasaquarantinablefacilityforimportationofregulated

speciesandasanenvironmentallycompatiblelocationforaquaculturebusinessdevelopment.

2.8 ProtectthemarketabilityofHOSTParkandandtheproductsproducedtherein.2.9 MaintainNELHA’sstatusasanapprovedspecialpathogenfree(SPF)facilityfor

shrimp.AdditionaldetailedguidelinesforforanybusinessororganizationholdingorgrowingshrimpatHOSTParkarelistedinAppendixB.

3. ImplementationProcessNELHA’sASHMPbiosecuritypolicesareoverseenbytheBiosecurityOfficer.TheBSOshallmonitorNELHA’sandthetenant’simplementationoftheASHMPdiseasecontrolandeliminationprotocols.ThespecificresponsibilitiesandactivitiesofBSOshallbeasfollows:

3.1 Reviewwrittenrequestsfromtenantstoimportofanyregulatedplantsoranimals.Afterreviewofbiosecurityriskandneighboringtenantcomments,respondinwritingastoapprovalordenialoftheserequests.

3.2 ReviewandverifythattenantBMP’sareinconformancewithNELHAbiosecuritypoliciespriortoapprovaloftheimportationofanyregulatedplantsoranimalstoNELHAwhichrequireDoAapproval.

3.3 ReviewandapprovetenantsitedesigntoassureconformancewithNELHAbiosecuritypoliciespriortoarrivalofanyregulatedplantsoranimalsatNELHAthatrequireHawaiiDepartmentofAgriculture(DoA)approval.

3.4 ActasthepointofcontactforDoAwithregardtobiosecurityissues.

3.5 AccompanyDoAofficial(s)duringinitialsitevisitpriortoanyregulatedspeciesshipmentstoassurefacilitydesignisincompliancewithpermitrequirementsandconditions

3.6 Collectandmaintainrecordsoftenant'simport(regulatedplants,animalsandfeedstock)permitapplications,permits,periodictestreportsandonsiteinspectionsonanongoingbasis.

3.7 ObtaintenantwrittenagreementthattheywillfollowandmaintaincompliancewiththeNELHAASHMPrulesandregulationspriortotheimportationofanyregulatedplantsoranimalstoNELHA.

3.8 ReviewDoAimportationpermit,document,andapprovealltransfersofregulatedplantsandanimalsbetweensitesatNELHAandbetweentenantsatNELHApriortoactualtransfer.

3.9 AccompanyDoAPlantQuarantineBranch(PQB)official(s)duringfacilitysiteinspectionsforImportorPossessionPermitcomplianceverification.

3.10 Inthecaseofshrimp,accompanyDoAAnimalDiseaseControl(ADC)officials(s)ontenantsitevisitstoobtainsamplesofshrimptissuefordiseaseanalysistestingandverificationofhealthstatus.NELHABSOmaybetrainedanddelegatedbyADCtoobtainshrimptissuesamplesfordiseaseanalysis.AdditionalinformationregardingtheHawaiiShrimpSurveillance&CertificationProgram(HSSCP)isavailableattheHawaiiDepartmentofAgriculture.

3.11 Inthecaseofshrimp,conductbi-annualreviewoftenantsrecords,BMP’s,etc.Dependingontiming,thismaybeperformedinconjunctionwithADCHSSCPtesting.

3.12 MonitorNELHAvectorexclusionactivitiessuchastrappingofferalvertebrates.

3.13 ResponsibleformonitoringNELHAandtenantsolidwastemanagementplansastheypertaintobiosecurityincludingwasteandmortalities.

3.14 Monitorandrespondtounusualmorbidityandmortalityevents.ReportsevereeventstoADCandPQBofficials.Maintainconfidentialityoftheseeventsbetweentenant,NELHAandDOAuntiltestresultshavebeenconfirmed.

3.15 Inthecaseofshrimp,notifyothershrimpgrowersatNELHAthatDoAhasconfirmedthepresenceofanOIElistedcrustaceandiseaseandthattransfersofshrimparetemporarilyprohibitedbetweentenantsuntilUSDAandDoAmandateddiseaseresponsehasbeenimplementedandthediseasedsitehasbeendecontaminated.

3.16 Intheeventofaconfirmedshrimpdiseaseoutbreak,ordertheimmediatescreeningofallshrimpstocksatNELHAbyADCHSSCP.

3.17 WorkcloselywithDoAandU.S.DepartmentofAgriculture(USDA)APHIStocoordinateresponsetoreportedinfectionoutbreaks.Incaseofareportedinfectionoutbreak,inspectionoftreatedsitespost-infectionandverificationofcleanupmeasureswillbecompleted.

TheStateDepartmentofAgriculture(DOA)hasthestatutoryauthorityoverimportationofaquaticspeciesintotheStateofHawaii(Chapter150HRSasamendedandTitle4-71HRSasamended).ThespeciesimportationpermitprocessadministeredbyDOA’sPlantQuarantineBranch(DOA-PQB)specifiestheproceduresforintroductionandtransferoforganismsandthespecificconditionsforculture(e.g.containmentofspeciesanddisposalofwater).Thesecondtierofreviewforimportationofaquaticspecies(native&non-native)intoNELHAaretheprovisionsofthesiteagreement(FUA,FRA,Sub-Lease)signedbyeachtenantoperatingatthefacility.Eachagreementshouldspecifybyscientificnameallaquaticanimalsandplantsundercultivationateachtenantsite.TenantsareresponsibleforobtainingpermissionfromNELHAinadvanceofproposedchangestothespeciescompositionoftheirsite,entryontothesiteofallregulatedspecies,andanychangestothediseasefreestatusofthesite.FailuretocomplywiththeseresponsibilitiesandrequirementsmayleadtoterminationoftheleaseagreementwithNELHA.NELHAwillmaintainaconfidential(totheextentpermittedbylaw),computerizeddatabaseformanagingthisprogramandtrackingallDOApermitsissuedtotenants.Asitefacilitymapwillberegularlyupdatedtoindicate“ataglance”,whereeachaquaticspeciesislocatedontheNELHAproperty.InordertomaintainthehighhealthandquarantineenvironmentthatpresentlyexistsatNELHAandachievetheoverallprogramobjectives,theNELHABoardofDirectorshasadoptedthefollowingpoliciesandguidelinesforimplementationbyNELHAstaff.

4. PoliciesforAquaticSpeciesHealthManagement4.1 OnlytheaquaticorganismslistedbyscientificnameandapprovedinaNELHA

tenantrentalagreementorsub-lease,andamendmentsthereto,areallowedtobeonsite.Noaquaticanimals,plantsormicroorganismsshouldbeallowedonNELHApropertyoratenantsitewithoutNELHA'swrittenpriornotification.UnlessfurtheractionisrequiredbytheNELHABoardofDirectors,theNELHAExecutiveDirectorshallrespondtoallrequestsfortheimportationofneworadditionalaquaticanimals,plantsormicroorganismswithin30calendardaysofreceiptofwrittenrequest.

4.2 TheNELHAExecutiveDirectorreservestherighttorequestfurtherinformationor

refusetheimportationtoasiteortransferofanyaquaticanimalorplantfromonesitetoanotherwhentheExecutiveDirectorafterconsultationwithexpertshasreasonablejustificationthatsuchimportationortransfermayposearisktoestablishedtenantsortheenvironment.TheexpertswhowilladvisetheExecutiveDirectorshallberecognizeddiseaseexpertsinaquaculturewithcredentialsrecognizedbytheEuropeanAssociationofFishPathologists,theAmericanFisheriesSociety–FishHealthSection,ortheAssociationofAquaticAnimalMedicine,ortheAmericanVeterinaryMedicalAssociation.

4.3 TheDOA-PQBhasstatutoryauthorityfortheimportationortransferof

regulatedspeciesintoandwithintheStateofHawaii.NELHAanditstenantsareboundbythelawsandregulationsofFederal,StateandCountygovernment.ApermitapplicationmustbesubmittedtotheDOAandasiteinspectionconductedbeforerequiredthepermitisofficiallyissued.AlltenantsshouldbeawarethatDOAImportationPermitsarealsorequiredforshipmentsofregulatedspecieswithintheStateofHawaii,betweensitesonthesameandprospectivetenant’sisland,andbetweenprojectsiteswithinNELHA.NELHAbelievespriorconsultationbybusinesseslocatedatNELHAwithDOAonallspeciesimportationissuesisnecessarytosuccessfullyimplementthisprogram.

4.4 PriortosubmissionofaDOAImportPermitApplication,tenantsmustconsult

withNELHAstafftoconfirmthatcultureorcontainmentofthedesiredspeciesisapproved.Thesediscussionscanbekeptconfidentialtotheextentpermittedbylaw.Thesepre-applicationdiscussionswillgiveNELHAopportunitytoaddressanyconcerns.

4.5 AcopyofeachImportationPermitissuedtoatenantbyDOAforexistingandnew

speciesintroductionsshallbesubmittedtoNELHAforreviewwithinseven(7)workingdaysofreceipt.ThelocationofnewtenantaquacultureprojectsandnewspeciesintroductionswithinestablishedtenantsiteswillbecloselycoordinatedinadvanceofapprovalwithneighboringtenantsandtheKeaholePointAssociationtominimizediseasetransferrisks.Eachprospectivetenantandnewspecies

introductionwillbereviewedbyNELHAonacasebycasebasistodeterminecompatibility.Confidentialitywillbeobservedtotheextentpermittedbylawasrequiredbytheprospectivetenantandsituation.

4.6 Asnecessary,NELHAwillconsultwiththeStateAquacultureDiseaseSpecialist

andotherauthoritiestoobtainprofessionaladviceconcerningdiseaseandenvironmentalcompatibilityissuesrelatingtothelocationofnewtenants,aswellasthetransportofregulatedaquaticspeciestoandbetweentenantsites.

4.7 Specifictomarineshrimpspecies(FamilyPenaeidae),allstocksenteringNELHA

shallbecertifiedSpecificPathogenFree(SPF)byanauthorityapprovedbytheStateDepartmentofAgriculture,AquacultureDiseaseSpecialist.IftheshrimpstockistobeimportedfromasourceoutsideofthestateofHawaii,itmustpassthroughaquarantineandpathogenscreeningprocessunderthesupervisionoftheStateAgricultureDiseaseSpecialistatalocationoutsideofNELHA.DocumentationcertifyingthattheshrimpstockisSPFmustbesuppliedtoNELHApriortoshipmenttothetenant’ssite.AdditionaldetailedguidelinesforforanybusinessororganizationholdingorgrowingshrimpatHOSTParkarelistedinAppendixB.

4.8 Concerningthedistribution,use,anddischargeofseawaterateachtenant

location,thefollowingconditionsshouldbeprovidedandmaintainedbytenantsatalltimes.Theseconditionswillbeincorporatedintoallpresentandfutureagreements.NELHAmayperiodicallyinspecttheseawaterdistributionsystemateachtenantlocationtoassurethatthefollowingconditionsarepresent:

4.81 Backflowcontroldevices(e.g.checkvalves,etc.),suitableplumbingbreaks,

orairgapsmustbeinstalledinallinfluentplumbingtopreventculturetanksandholdingvesselsfrombacksiphoningintoNELHA'sdeliverypiping.

4.82 Alldisposalwatershallbedischargedintodisposalsystemsthatare

specifiedandapprovedbyNELHAandshallbeincompliancewithallapplicablegovernmentregulatoryagencies.

4.83 Nodisposalwatershallbeallowedtoflowontoneighboringpropertyor

outsidetheconfinesofatenant'sleasedpropertyunlessapprovedinwritingbyNELHA.

4.84 Nocrossconnectionsbetweensurfaceanddeepseawaterdeliverypipes

willbeallowedwithouttheinstallationofcheckvalvesorotheranti-siphoningdevices.

4.9 Uponconfirmationofadiseaseoutbreakbythetenantataprojectsite,theentire

siteshallbeconsideredunderquarantine.Appropriatesignsshallbeposted

indicatingrestrictedaccesstothefacility.Thetenantshallmakebesteffortstocontainthediseaseuntilamanagementandmitigationplanhasbeenestablished.Visitationtothequarantinedsiteshallbelimitedtotenantstaffandthemitigationteam.

4.10 Onceasitehasbeenquarantined,noliveanimalsorplantspotentiallyinfectedby

thediseasewillbepermittedtoleavethesitewithoutwrittenapprovalfromNELHA.NonewintroductionsoflikeorrelatedaquaticspecieswillbeallowedbyNELHAuntilthesitehasbeencertifiedtobedecontaminatedbytheStateAquacultureDiseaseSpecialist.

4.11 Withinseven(7)calendardaysofconfirmationofadiseaseoutbreak,ameeting

mustbescheduledbetweenNELHAandtheaffectedtenanttoreviewanddiscussthetenant’splantotreattheoutbreak.

4.12 AllapplicableFederal,StateandCountyregulationsmustbefollowedduring

normalfacilityoperationsandduringquarantineconditions.

4.13 FailuretofollowthesepoliciesduringadiseaseeventmaynecessitateeradicationofaffectedfarmstockbyDOAand/orterminationofthetenant’suseagreementwithNELHA.

4.14 In the event that disputes between NELHA staff and the tenant develops

concerning interpretations and actions relating to the Aquatic Species HealthManagementProgram,tenantsmayrequestahearingbeforetheNELHABoardofDirectors,whowillrenderadecision.TenantsmayalsoconsultwithexpertsandindustryofficialsandpetitiontheNELHABoardforreconsiderationofanyactiontakenbyNELHA.

4.15 TheASHMPshallbereviewed,modified,andupdatedonan“asneededbasis.”

AnyrequestforsuchchangesshallbesubmittedtotheNELHAExecutiveDirectorinwritingandmaybeimplementedbyNELHA,butonlyafterapprovedbytheNELHABoardofDirectors.

5. GuidelinesforManagementandDocumentationofAquaticSpeciesHealthMaintainingaquaticanimalandplanthealthbyatenantwillbenefitofalltenantsatNELHAandtheNELHAadministration.Eachtenantshouldpracticeabasiclevelofenvironmentalmanagementatitsfacility.ItisinthebestinterestofeachtenantandNELHAthatthefollowingrecommendedguidelinesbeimplementedandpracticedtothebestofeachtenant’sability:

5.1 Aroutineevaluationoftheaquaticanimal,plant,ormicroorganism’shealthstatusatthefacilityshouldbemadeonacontinuousbasisbystafftrainedinbiosecurityandbytheStateAquaticDiseaseSpecialistatDOAonasemi-annualbasis.

5.2 ProjectsoperatingatNELHAshouldlimittheimportationofnewstocksfromnew

sourcestoessentialrequirementstolessentheoverallriskofdiseaseintroductionandcontamination.

5.3 Introductionsofnewaquaticspeciestocksregulatedorunregulatedshouldbe

freeofallattachedorganisms(e.g.parasites,epiphytes,algae,shellfish,etc).5.4 Unlessotherwisespecifiedbythetenant,tenantsitesatNELHAwillbe

consideredprivatepropertysubjecttotenantvisitationpolicies.NELHAshouldbeinformedoftenantvisitationpoliciessothattheycan,ifneeded,becommunicatedtoprospectivevisitors.

5.5 Proceduresformaintaininghighhealthandhygieneconditionsateach

aquaculturefacilityshouldbedevelopedandfollowedbyeachNELHAtenant.AssistancefordevelopingtheseprocedurescanbeobtainedfromtheU.S.DepartmentofAgriculture’sAnimalandPlantHealthInspectionService(APHIS)orfromtheAquaticDiseaseSpecialistoftheStateofHawaii’sDepartmentofAgriculture.Itshouldbenotedthatcommonpotentialvectorsforcontaminationinclude:people,groundwateruse,transferofstock,movementofequipment,birds,feralcats,rodents,insects,andairbornespraysormarineaerosol.

5.6 Physicalbarriers(gates,walls,fencing,etc.)asallowedbyNELHAdevelopment

guidelinesshouldbeerectedandsignspostedaroundtenantpropertiestopreventunauthorizedaccesstothepremises.

5.7 Inconsiderationoftheresearchorcommercialgoalsofeachtenantandthe

sensitivityoftheaquaticanimalsand/orplantsbeingculturedbyaparticulartenant,thefollowingguidelinesmustbeadoptedinordertomaintainhighstandardsofsanitation:

5.71 Placementofdisinfectantfootbathsattheentrytocontainmentareasfor

newanimal,plant,andmicroorganismimportationorareasusedforisolationofdiseasedorganisms.

5.72 Useofgloves,boots,andapronsorotheradequateprotectivegarmentsinallcontainmentorisolationareas.Thesemustnotbecarriedtootherpartsofthefacility.

5.73 Birdandrodentcontrolprogramsmustbeinplace.5.74 Feralcatsanddogsmustbecontrolled.

5.75 Allequipment(brushes,nets,scoops,etc.)shouldbesoakedinIodophor.TenantsshouldconsulttheAquaticAnimalCodeandAquaticManualoftheOrganizationofInternationlExizooties(OIE).Themanualchapterthatdescribesappropriatedisinfectionprocedurescanbeaccessedat:http://www.oie.int./

5.8 Properdisposalofcarcasses(mortalities)accordingtopermitconditionsshould

beundertaken,soastopreventthespreadofinfectiousagents.Incineration,chemicaldisinfecting,orothermethodsapprovedbyStateDepartmentofHealthshouldbefollowedatalltimes,whendisposingofdeadaquaticanimal,plantormicroorganismmaterial.

5.9 Thetenant’scomprehensivehealthmanagementprogramshouldprovideproper

trainingtoitsemployeesinaquaticorganismhealthregulatoryrequirementsandaquaticspeciespolicies.Suggestedtrainingprogramscanbeobtainedthroughthefollowing:

5.12 Tenantsmustdevelop(inadvanceofadiseaseevent)emergencydisease

managementandmitigationplans.

DiseaseEventQuickactionandpreventionisthebestremedyfordiseaseoutbreaks.Itisinthebestinterestofthetenantswhohavespecificpathogenfreestockstoensurethatthereisacontainmentareaaroundtheirownsitetopreventtransmissionofdiseasefrominfectedstocksatanothersite.Forfurtherguidelines,pleasereferenceC.S.LeeandP.J.O’Brian(eds.)BiosecurityinAquacultureProductionSystems:ExclusionofPathogensandOtherUndesirables,WorldAquacultureSocietypublication,2001.Thefollowingarerecommendedbasicoperationsproceduresandbestmanagementpracticesthatshouldbeimplementedaspartofeachtenantshealthmanagementprogramassoonasadiseaseoutbreakhasoccurred.Thebasicproceduresareasfollows:6.1 ReportthediseaseeventimmediatelyuponconfirmationtoDOA,ifrequiredby

6.6 Ensurethatdeadanimalcarcassesandplantmaterialareproperlystoredand

disposedoftopreventthespreadofinfectiousdiseases.Itisnotedthatfreezingdoesnotdestroymostviruses.Incinerationorchemicaldisinfectingofthedeadmaterialisthepreferredmethods.

6.7 Ensurethatcontaminatedwaterisdisinfectedandnotallowedtocomeinto

contactwithgroundwateroraneighboringsite.6.8 Ensurethatalldrugsandchemicalsforthetreatmentofthediseaseareusedin

accordancewithfederalandstateregulations.

1.0 Introduction:NELHAhasseennumerousapplicationsforbusinessesrequestingapprovaltoaddshrimpmariculturetotheirleasein2015.Someestimatethatasmuchastwo-thirdsoftheworld’sfarmraisedshrimpproductionbeginshereinHawaii,muchofitatNELHAandprotectingthebiosecurityoftheseexistingbusinessesisparamounttoourworldwideimageasaspecificpathogenfree(SPF)facility.

WehavedeterminedthatthebestcourseofactionatthistimeistoaddnewlanguagespecificallyforshrimptotheNELHAbiosecurityplanasAppendixB.Thefollowingrepresentsactionsfordatacollection,bestpracticesforSPFmariculture,detailedbiosecurityprotocols,sitedesign,separation,reportingproceduresandnewresponsibilitiesfortheWaterQualityLaboratoryatNELHAtomonitoractionsbybusinessesatHOSTParkandoverseeNELHA’sactivitiesinthisarea.

2.0 NELHABiosecurityOfficer(BSO):TheBSOshallmonitorNELHA’sandthetenant’simplementationoftheASHMPdiseasecontrolandeliminationprotocols.ThespecificresponsibilitiesandactivitiesofBSOshallbeasfollows:

2.16. Intheeventofaconfirmedshrimpdiseaseoutbreak,ordertheimmediatescreeningofallshrimpstocksatNELHAbyADCHSSCP.

2.17. WorkcloselywithDoAandU.S.DepartmentofAgriculture(USDA)APHIStocoordinateresponsetoreportedinfectionoutbreaks.Incaseofareportedinfectionoutbreak,inspectionoftreatedsitespost-infectionandverificationofcleanupmeasureswillbecompleted.SeeattachedADCForeignAnimalDiseaseResponseFlowchart.

3.0 Rules,RegulationsandDocumentation:Thefollowingshallapplytoallshrimpholdingor

growingoperationsatNELHA,regardlessoftheirpurposeforculturingshrimp:3.1 AlltenantsatNELHAmustincludethisAppendixB–PolicyandProceduresforShrimp

4.0 TenantFacilityDesign:ForanyshrimpholdingorgrowingoperationsatNELHA,regardlessoftheirpurposeforculturingshrimp;

4.1. Thefollowingfacilitydesignfeaturesaremandatory:

4.1.1 A6-foothighperimeterfencewithlockablegatesisrequiredatleaseboundary.4.1.2 Allshrimpculturetanksshallbeatleast10feetfromtheleaseboundary.Inthe

eventofasharedfenceline,allshrimpculturetanksshallbeatleast20feetapart.Intheeventthatexistingshrimptanksarelessthan10ft.fromtheleaseboundary,theburdenofcomplyingwiththe20ft.separationpolicywillbeonthenewtenantorproject;

4.1.3 Alloutdoorculturesshallbecoveredbyoverheadandsidenettingsufficienttopreventthecaptureofliveshrimpbybirdsandotherpredatorsandtopreventshrimpfromjumpingoutofculturetanks;

4.1.4 Passivedrainageofallcultureareafloors(nostandingwater)shallbeprovided;4.1.5 AllwaterusedforshrimpcultureshalleitherbefromtheNELHAseawater

distributionsystemorfromasourceapprovedinwritingbyNELHA;4.1.6 Backflowpreventiondevicessuchascheckvalvesshallbeinstalledimmediately

downstreamofthetenant’smainsourceshutoffvalveormainbranchlinestopreventtenantsseawaterfrombackflowing/siphoningintoNELHA'sseawaterdistributionsystempiping.Acceptablealternativeswouldbefortenantstoinstallairgapsorcheckvalvesonindividualtankinfluentlines.

4.1.7 Filtersand/orscreensshallbeinstalledonalltankdischargepipestopreventanimalsfromescapingorbeingflushedintothegrounddisposalsystem;and

4.1.8 AllwaterdischargedfromtheshrimpcultureareashallenteraNELHAapproveddispersionsystemlocatedonthetenant’sproperty.Disposalwatershallnotbeallowedtoflowoutsidethetenant’sleaseboundary.

4.2. Thefollowingfacilitydesignfeaturesaresuggestedandstronglyrecommended:4.2.1. Culturesystemsshouldbedesignedtoincorporatefeaturesthatallowfor

physicalisolationofculturephases,separationofagegroupsandofgenerations,aswellassinglebroodstocksourcestocking;

madeavailabletoallemployeeswhohandleshrimp;4.2.6. Dip-bathsfordisinfectionshouldbeinstalledattheentrancetoallactivity

centers;4.2.7. Handwashingstationsshouldbeinstalledatkeylocations;4.2.8. Burglar,intrusionandsurveillancedevicesshouldbeinstalledfortheft,

vandalismandintentionalharm;4.2.9. Screenedentrydoorstoenclosedfacilitiesshouldbeinstalledsothattheycanbe

deployedasneededduringthedaywhenroutineworkisbeingconducted;and4.2.10. Entrygatesanddoorstoshrimpcultureareasandenclosedfacilitiesshouldbe

keptclosedandlockedatalltimestodiscourageunauthorizedentry.4.3. ThefollowingactivitiesarestrictlyprohibitedwithoutNELHApriorwrittenapproval:

4.3.1. Useofgroundwater,asitsqualitycannotbeguaranteed;4.3.2. Sharingoftenantdischargesystemsoreffluent;4.3.3. Petsaretobecontainedwithintenantsleasedpropertyandnotallowedto

wanderontoothertenant’sproperty;4.3.4. Nofresh,frozenorlivecrustaceansfromasourceoutsideofNELHAareallowed

onNELHAtenantpropertywithoutpriorwrittenapprovalfromNELHA;4.3.5. Sharingofequipmentortoolsbetweentenants;and4.3.6. Sharingofemployeesbetweentenantculturingsiteswithoutproper

decontaminationmeasuresoccurringbothways.

5.0 ImportationandMovementofShrimpStocksorHerds:ForallshrimpoperationsatNELHA,theimportationofshrimpstocksorherdstoNELHAandmovementwithinNELHAaresubjecttothefollowingconditionsandrequirespriorwrittenapprovaloftheBSO.

5.1. PriortotheshipmentofanynewSPFshrimpstocksorherdstoNELHA,thefollowing

mandatoryactionsmustbecompleted:5.1.1. TenantmustobtainpriorwrittenpermissionfromNELHAtoimportSPFshrimp

totheirfacility.5.1.2. TenantmustobtainashrimpImportorPossessionPermitfromPQB.5.1.3. TenantmustprovideNELHAwithaADCHSSCPissuedwrittenCertificateofOrigin

fortheshrimpstockorherdtobeshippedtoNELHAandacopyoftheCertificateofHealthfromtheshippercertifyingtheshrimptobesenttoNELHAareSPF.TheCertificateofHealthshallincludetheresultsofcompletediseasetestingandscreeningforOIElistedshrimpdiseasesandpathogensoftheshrimpstocktobe

5.1.4. Inthecaseofshrimpshipments/importationsfromstocksotherthanthoseenrolledintheADCHSSCP,thenHSSCPsupervisedprimaryandsecondaryquarantineatasiteoutsideofNELHAisrequired.

5.1.5. Thetenant’sshrimpculturefacilitymustbeinspectedandapprovedbyPQBforcultureofshrimppriortoshippinganySFPshrimptothefacility.

5.1.6. Thetenant’sshrimpculturefacilitymustbeenrolledinandultimatelycertifiedbyADCasbeingafacilitywithSPFshrimpstatusandcertification.DoAADCBranchcertificationmustbeobtaineddemonstratingthatshrimparefreeofallOIElisteddiseasesandclassifiedasSPF;

5.1.7. AcopyofADCHSSCPcertificationmustbereceivedbytheNELHABSOatleast7calendardayspriortoshipmentofanimalstoNELHA;

5.1.8. AfterHSSCPcertificationhasbeenobtained,shrimpmustbequarantinedatasiteoutsideofNELHAforaperiodoftimethatallowsforoneoffspring(F-1).OnlyF-1offspringSPFshrimpwithADCHSSCPcertificationfromafacilitylocationoutsideofNELHAshallbeallowedintoNELHA;and

5.1.9. ArrivaloftheshrimpshipmenttoNELHAshallbeoverseenbyDoAofficialsandwitnessedbytheBSO.

5.2. UponarrivalofshrimpstocksorherdsatNELHAthefollowingactionsmustoccur:5.2.1. ShrimpmustbeimmediatelyplacedinaPQB/ADCcertifiedSPFapprovedand

inspectedfacility;5.2.2. ShrimpwillbesubjecttotheADCHSSCPtestingcertifyingthattheshrimp

maintainSPFstatusasalltimes;5.2.3. AlltenantsmustobtainNELHApriorwrittenapprovaltotransferfresh,frozenor

liveshrimptootherfacilitiesinthepark;5.2.4. ThetenantreceivingliveshrimpfromaNELHASPFshrimpfacility,mustobtaina

PossessionPermitfromPQBandprovideNELHAwithacopyofthispermitpriortoreceivingSPFshrimp.

5.2.5. ThetenantreceivingdeadorfrozenshrimpfromaNELHASPFshrimpfacilitymustobtainNELHA’swrittenpermissionpriortoreceivingtheseshrimp.

5.2.6. NoshrimpshallbetransferredbetweentenantsitesatNELHAunlessthesourceshrimparecertifiedtobeofSPFstatus.

5.3. AllliveshrimptransferredwithinNELHAshallbesubjecttothefollowingconditions:5.3.1. ParticipationintheADCHSSCPprogramismandatory;5.3.2. ShrimpshallbetestedeverysixmonthsbyADC;and5.3.3. Tenantswhocultureshrimpandremovetheseshrimpentirelyfromtheirsite

withinsixmonthsanddrainanddryouttheirshrimpculturetanksforperiodofatleast14calendardaysperiod,donothavetoparticipateintheADCHSSCPorbetestedaftertheinitialtesting.However,aftertheminimum14calendardays,tenantmustobtainpriorwrittenapprovalfromNELHAbeforeresumingtheholdingorgrowingofanyshrimpatthisfacility.

6.0 ImportationofFeedstocks&BiologicalMaterials:ForallshrimpoperationsatNELHA,the

importationoffeedstocksandbiologicmaterialsaresubjecttothefollowingconditionsandrequirespriorwrittenapprovaloftheNELHABSO.

6.1. OnlyfeedstocksfromcertifiedUSManufacturers,orsuppliersfromareasthatareknownto

bepathogenfreeforOIElistedshrimppathogenswillbeallowed;6.2. NewsourcesofliveorwetfeedstocksandprobioticsrequirewrittenproofofSPF

certificationforOIElisteddiseasesfromaUSDAcertifiedlaboratoryorpriorwrittenapprovalfromNELHAbeforetheyarrive;

6.3. Nolive,wetordryfeedstocksorprobioticswhatsoevershallbeimportedfromregionsoutsideoftheUnitedStatesthatareknowntohavehadahistoryofdiseaseandpathogenconcernsunlesswrittenproofofSPFcertificationforOIElisteddiseasesisprovidedtoNELHApriortoshipment;

6.4. ForfeedstocksimportedintotheUSA,USDAimportpermitsandaCertificateofOriginvalidatedbyanofficialgovernmentauthoritymustbeprovidedtoNELHAwithin30daysofarrival;and

6.5. NELHAreservestherighttobaninthefutureanyfeedstocks,probioticsorbiologicmaterialsfromanyworldwideregioniftheareaisonOIE’swatchlistforshrimpdiseases.

7.0 BestManagementPractices(BMPs)Program:Alltenantsarerequiredtofollowschedulesof

activities,prohibitionsofpractices,maintenanceprocedures,andothermanagementpracticestomitigatetheriskofdiseaseandtominimizethespreadofdiseaseincidentsastheyoccur,andtocontainandeliminatediseaseoutbreaks.7.1. TheBMPProgrammustincludestandardoperatingproceduresforthefollowing:

7.1.1. AwrittenBMPmanual;7.1.2. Pathogenexclusion;7.1.3. Feedstorage;7.1.4. ADiseaseIncidentResponseprogram.TenantshallreviewandrevisetheBMP

andIncidentResponsemanualwiththeBSOaftereachdiseaseincident;7.1.5. Ensuringdecontaminationmeasuresaresufficienttodisinfectthoseenteringthe

facilityfromanoutsidesource.Inthisregard,itisimportanttonotethatshrimpfacilitiesatNELHAshouldbeattentivetothepossibilitythatemployeesworkingatmorethanonesite,orformorethanoneNELHAtenant,havesignificantpotentialtotransferdiseasesbetweensites;

7.1.6. TenantshallnameaPointofContractpersonresponsibleforreportingadiseaseincidentandcoordinatingtheincidentresponsewiththeNELHABSO.

7.1.7. ASolidWasteManagementProgram–specialattentionshallbegiventothehandlingandtheoff-sitedisposalofdeadanimals.Allshrimpmortalitiesshallberemovedfromculturetanksandimmediatelyplacedinchlorine,autoclaved,orfrozen,anddisposedofinaCountyofHawaiiapproveddisposalfacilityorlandfill

onaweeklybasis.Shrimpmortalitiesarenottobethrownawayinatenantsdisposaldumpsterortrashcontaineronsite;

7.1.8. Sterilizationsuchasusingdip-bathsandhandwashingstationsshouldbeimplementedbetweenallactivitiesandalllocations.Specifically,allequipment(brushes,nets,scoops,etc.)shouldbesterilizedonaroutinebasis;

7.1.9. TrainingofemployeesregardingtheBMP’sandespeciallyhownewhireswillbetrained;

7.1.10. Record-keepingincludingbutnotlimitedtothefollowing:7.1.10.1.1. Dailystaffactivitylog(whodidwhatwhere);7.1.10.1.2. Chainofcustodyforall(liveordead)animalsenteringand

leavingafacility;7.1.10.1.3. Stafftrainingrecords;7.1.10.1.4. ImportationorPossessionPermits(DoA/PQB);7.1.10.1.5. CopiesofDoAPQBorADCbranchauthorizationsandinspection

reports;7.1.10.1.6. Supplysourceforallfeedstocksandbiologicalculturematerials;7.1.10.1.7. Stored(frozen)tissueinventories;7.1.10.1.8. Stocktransferrecords–includingfromsaleofmeat;andinthe

caseofdiseaseincident,environmentalandwaterqualityrecordssuchastemperature,DO,pH,turbidity,waterexchange,etc.;

7.1.10.1.9. Recordinghistoricalsurvivaldataforallphasesoftheshrimpgrowingprocess;

7.1.10.1.10. Transientvectorcontrolincludingbutnotlimitedtoferalvertebratetrapping(mice,rats,cats,andmongoose),insects,vehicletrafficbetweenothersitesatNELHA,andvisitors;and,

7.1.10.1.11. Handlingofshrimpfromoutsidesources.

7.2. ProceduresforthefollowingactivitiesarestronglysuggestedforinclusionintheBMPProgramincludethefollowing:7.2.1. Trainingofemployeesafteradiseaseincidentandproceduresformonitoring

andreviewingstaffcompliancewiththeBMP’s;7.2.2. Bolsteringtransientvectorcontrolbylimitingvisitoraccesstocertainareas,

visitortraining,enforcingvisitoruniforms;7.2.3. Periodicinspectionsforvectorcontroleffectiveness;7.2.4. Requiringemployeeschangeintoworkuniformswhenon-site;
