1. Situation. To promulgate policy and guidance for theestablishment, management, training, and employment of aSecurity Augmentation Force at all Marine Corps installationsper references (a) through (g).

2. Mission. In accordance with reference (a), Marine Corpssupporting establishment installation commanders must establish,train, manage, and employ a Security Augmentation Force per thisOrder.

3. Execution

a. Commander's Intent and Concept of Operations

(1) Commander's Intent. To promulgate policy andprovide the necessary guidance to create a Security AugmentationForce to meet security requirements which exceed the organiccapabilities of a Provost Marshal's Office (PMO) or Marine CorpsPolice Department (MCPD).

(2) Concept of Operations. During periods of elevatedForce Protection Conditions (FPCON), other emergency/increased

threat situations or special events, installations may requireadditional security forces to perform additional securityfunctions.

(a) The Security Augmentation Force is primarilyused to augment military and civilian police during FPCON BRAVO,CHARLIE and DELTA. However, this force may be tasked to conductother security related operations as directed by theinstallation Commander or his/her appointed securityrepresentative.

(b) The Security Augmentation Force should possessthe capability to fully man posts required in FPCON BRAVO,CHARLIE and DELTA, with the ability to sustain these operationsfor a minimum of 30 days or until relief forces can beidentified and deployed. Additionally, the size and complexityof the installation, critical assets to be protected, and thenumber of personnel required to man additional security posts toprotect mission essential assets during increased FPCON's shouldbe considered when determining Security Augmentation Force sizeand capabilities.

b. Subordinate Element Missions

(1) Marine Forces Commanders shall:

(a) Mandate the establishment of installation levelSecurity Augmentation Force units and form Security AugmentationForces as required.

(b) Ensure Marine Corps region-level commanders andinstallation commanders have sufficient resources for thepurpose of training and equipping Security Augmentation Forcepersonnel.

(2) Commanding Generals for Marine Corps region-levelcommands, Marine Corps Installations - East, Marine CorpsInstallations - West, Marine Corps Combat Development Command,Training and Education Command, Marine Corps Bases Japan, andLogistics Command shall:

(a) Mandate the establishment of installation levelSecurity Augmentation Forces and ensure sufficient resources areavailable for the purpose of training and equipping personnel.

(b) Develop memorandums of understanding oragreement with Marine Expeditionary Forces (MEF) clearlyidentifying FPCON augmentation requirements per installation tomeet local requirements (when MEF units are assigned to

subordinate installations).

(c) Issue local directives that will dictate themethodology for activating the Security Augmentation Force,utilizing Security Augmentation Force personnel, and supportingother installations or Marine Corps sponsored activities such asair shows, etc. Local directives shall be maintained perreference (b) SSIC 5215.1b and lc as applicable.

(d) Develop plans to support those installationsthat do not have sufficient active duty personnel to maintain aSecurity Augmentation Force. Records of plans shall bemaintained per reference (b) SSIC 5000.12a and 12b asapplicable.

(e) For multiple installations that are supported byone consolidated PMO/MCPD, establish a memorandum ofunderstanding to delineate one of the commanders as supportingand the other supported.

(f) Include mutual support for installations inclose proximity when suitable and appropriate. Supportagreements shall be maintained per reference (b) SSIC 5000.12aand 12b as applicable.

(3) Installation-level Commanders shall:

(a) Maintain operational control of the assignedSecurity Augmentation Force via the Provost Marshal/Police Chiefor other appropriately appointed Security Augmentation ForceCommander. Installation commanders shall also be responsiblefor Security Augmentation Force training, operations, exercisesand equipping at the activity/installation level.

(b) When multiple installations are supported by oneconsolidated PMO/MCPD, establish a memorandum of understandingto delineate one of the commanders as supporting and the othersupported.

(c) Establish a local directive that addresses thefollowing:

1. Requirement for all supporting establishmentcommands, Marine Corps tenant commands, and non-Marine Corpstenant commands possessing military personnel to supplyqualified personnel, per paragraph 3c(2) below, to serve on theinstallation Security Augmentation Force based on locally agreedupon methodology. For tenant commands, it may be necessary toinstitute an inter-service support agreement, memorandum of

understanding or memorandum of agreement.

2. Schedule and procedures for the recurringreview of the installation's military population and updating ofSecurity Augmentation Force quotas.

Requirements, policies and procedures forthe management of Security Augmentation Force personnel toinclude availability, assignment, return to parent commands,replacement, permanent change of station (PCS) transfer andleave/temporary additional duty. Ideally, personnel should beassigned to the Security Augmentation Force for a minimum termof 6 months to maximize resources and maintain readiness. Whenpossible, every effort should be made to reduce unnecessaryturn-over.

£. Establishment, identification and authorityof Security Augmentation Force operational and administrativechains of command, to include disciplinary action and parentcommand/activity notification of performance.

7. Procedures for training the SecurityAugmentation Force, to include initial, proficiency, andrecurring training, and identification of special qualificationsto meet local requirements.

8. Requirement for equipping of SecurityAugmentation Force personnel, and procedures for determination,acquisition and inventory control of Security Augmentation Forceequipment.

(d) Maintain Security Augmentation Force recordsdirected above per reference (b) SSIC 3000.5a.

(e) Request support from the appropriate MarineCorps Installations East or West Commander when there areinsufficient active duty personnel to maintain a SecurityAugmentation Force.

(4) Commanding officers, commanding generals, andofficers in charge of tenant commands/activities withmilitary personnel shall support and participate in the hostinstallation's Security Augmentation Force program as

described in this Order subject to and dependent upondeployment and pre-deployment training schedules.

(5) The Security Augmentation Force Commander shall:

(a) Request deployment of the SecurityAugmentation Force, via the installation Commander, provideprogram oversight, and screen and approve SecurityAugmentation Force nominees.

(b) Review the local Security Augmentation Forcedirective at least annually and make recommendations to theinstallation Commander as needed to modify that directivebased on threat, vulnerability and criticality.

(c) Ensure all Security Augmentation Force postsand functions are aligned to requirements found in theinstallation antiterrorism plan with the number of personnelrequired to man those posts/functions during increasedFPCONs.

(d) Provide Security Augmentation Force trainingin accordance with enclosure (1).

(e) Maintain coordination with tenant command/organization Security Augmentation Force POCs and establishSecurity Augmentation Force recall procedures.

(f) Maintain and issue all required securityequipment unique to employment of the Security AugmentationForce.

(g) Establish a quarterly watch schedule forSecurity Augmentation Force members. Security AugmentationForce members should perform their assigned security duties fora minimum of one standard 8-hour shift per quarterly watchschedule.

(h) Personnel assigned to the Security AugmentationForce during installation annual exercises will fullyparticipate.

(i) Return personnel to their commands when a memberfails to meet initial assignment qualifications and request thecommand/organization to provide a qualified replacement withinseven days or as authorized by the installation commander.

(j) Provide supervisory authority commensurate withrank and expertise within the Security Augmentation Forceorganization and establish a Security Augmentation Force chainof command.

(k) Monitor the number of available SecurityAugmentation Force support at any given time.

(1) Maintain Security Augmentation Force recordsdirected above per reference (b) SSIC 3000.5a.

(m) If someone other than the installation provostmarshal (PM) or police chief (PC), coordinate as required withinstallation PM/PC to ensure Security Augmentation Forceactivation and employment compliment existing security protocolsto reduce redundancy of effort and misalignment of resources.

c. Coordinating Instructions

(1) Composition. The Security Augmentation Force willbe composed of permanently assigned military personnel from hostinstallation Departments first and Marine Corps and Non-MarineCorps tenant commands secondly. The Security Augmentation Forceshould be primarily comprised of staff sergeant (or equivalent)and below personnel with a Security Augmentation Force Officerin Charge who is normally a second or first lieutenant.

(2) Assignment. Tenant command CommandingOfficers/Officers in Charge and installation Department Headsshall provide individuals to serve on the installation'sSecurity Augmentation Force. Those personnel provided may notbe currently receiving treatment for mental health relatedillnesses such as Post Traumatic Stress Disorder (PTSD), have nodrug or alcohol dependencies, no felony-level convictions, andbe in compliance with the Lautenberg Amendment (see reference(c)). Any arrests and apprehensions for crimes identified inreferences (a), (c), (d), or (e), are automaticallydisqualifying and will remain so if the arrest or apprehensionresults in a felony-level conviction. Security AugmentationForce members will be on-call during the period of theirassignment as determined by the installation commander.

(a) Acceptance or rejection of a candidate will bethe responsibility of the appointed Security Augmentation ForceCommander. Any candidate rejected will be sent back to his/hercommand or organization with the reasons for disqualificationand a request to the providing command or organization to submitother nominees until their quota is satisfied. Tenant commandsand organization heads will designate a point of contact

available to the Security Augmentation Force Coordinator duringboth on-duty and off-duty hours.

(b) In order to achieve a maximum return on trainingtime invested and to field a qualified force, SecurityAugmentation Force members should be assigned for a minimum of 6months. This will ensure the member receives initial training,quarterly watch assignments to gain familiarization andproficiency with each post, and the opportunity to participatein exercises to identify discrepancies and reward excellence.Consideration should be given to longer assignments wheneverpossible to retain experienced personnel, reduce requirementsfor training and firearms qualification/ammunition, and to limitthe amount of equipment issuance and re-issuance. Tenantcommand Commanding Officers and Officers in Charge at locationshaving unique situations that may preclude a 6 month assignmentshould coordinate with the installation Commander. Waiverrequests shall include specific and supported justification forspecial consideration and recommended assignment term.

(3) Training. The minimum training requirements for allpersonnel assigned to Security Augmentation Force duties consistof the Marine Corps Security Augmentation Force trainingcurriculum found in enclosure (1). This is the only course ofinstruction authorized by the Deputy Commandant of the MarineCorps for Plans, Policies, and Operations (PP&O). Only lessonplans approved and provided by PP&O are authorized. Use offorce training must be consistent with references (e) and (f).Additional training may be accomplished by the installation.Activating the entire Security Augmentation Force ininstallation exercises is recommended. Active duty trainingrecords for officers and enlisted personnel shall be maintainedper reference (b) SSIC 1520.1 and 1510.4 accordingly.

(4) Recall. Only the installation commander may recallSecurity Augmentation Force personnel. An entire SecurityAugmentation Force may be recalled or specific members may berecalled at the discretion of the recall authority. During theperiod of recall for FPCON increases, exercises, and/or specialevents, all Security Augmentation Force members are under theoperational control of the installation Commander's SecurityAugmentation Force Commander and will not be released withoutprior authorization of the installation Commander.

(5) Deployment. For training, qualification andsustainment purposes, each member of the Security AugmentationForce will be required, at a minimum, to perform one standardwatch/training day quarterly. Posting and training assignmentsshould be made with the intent of familiarizing individuals on

AUG 26 2011the posts and duties they are expected to stand and perform whenactually recalled. Individual Security Augmentation Forcemembers assigned during periods which include quarterly andannual exercises shall participate as part of the members'ongoing training and qualification program.

(6) Arming. Security Augmentation Force personnelperforming security duties will be armed in accordance withreferences (a), (d) and (e). Type of arm(s) to be issued to themember will be dependent upon the arms designated as appropriatebased upon post orders. The installation Provost Marshal/PoliceChief will ensure that prior to being issued a weapon personnelwill have been properly trained on the use of force perreferences (e) and (f), and are qualified on that weapon inaccordance with references (a), (d), (e) and (g).

4. Administration and Logistics

a. Recommendations concerni~s this Order may be submittedto the Commandant of the Marine Corps (PS) via the appropriatechain of command.

b. Records shall be managed according to National Archivesand Records Administration approved dispositions per reference(b) to ensure proper maintenance, use, accessibility andpreservation, regardless.of format or medium.

5. Command and Signal

a. Command. This Order is applicable to the Marine CorpsActive Force and is not applicable to the Marine Forces Reserve.

b. Signal. This Order is effective the date signed.
