Ayeyawady Bridge (Yadanabon) lying splen-didly across the Ayeyawady River, the gift of nature, makes commodity flow swift, for the bridge can reducetraveling time obviously.
If you take a look at Sagaing from Khawataungof Mandalay bank, residential buildings with the greenishmountain ranges in the background will be seen. Sagaingof Sagaing Region shares border with Mandalay of Man-dalay Region. But the Ayeyawady River is flowingbetween them.
Although Inwa Birdge bonded Mandalay andSagaing together in the past, it is now in aging state. So,the government set down a project to build the AyeyawadyBridge (Yadanabon) 2000 feet upstream of the InwaBridge.
The bridge is 5614 feet long steel girdle type, with49-foot-wide four lanes motor road flanked by six-foot-wide pedestrian ways, and can withstand 60 tons of loads.Vessels and motorboats can run in the clearance area of thebridge.
While having a stroll on the Ayeyawady Bridgefrom Mandalay, I witnessed the bridge is beneficial toevery national race as it serve as an all-season-use facility, staring at various vehicles driving along the bridge.

Mechanism controls quickor safe decision discovered
THE HAGUE, 9 Sept—The ability to switch fromspeed to accuracy in perceptual decision making isdetermined by the strength of the connectionbetween two brain areas, an international team saidin the latest issue of Proceedings of the NationalAcademy of Sciences (PNAS).
Quick decisions generally have a greater chanceof error than decisions which take longer time. Therefore it is important for both humans andanimals, to provide a flexible switching from quickbut risky to virtually error-free but slow decisionmaking. However, the ability to adjust was notknown.
Neuroscientist Birte Forstmann of Universityof Amsterdam and his British, German andAustralian colleagues explained, when people makedecisions they often face opposing demands forresponse speed and response accuracy, a processlikely mediated by response thresholds.
The researchers conducted two experiments onperceptual decision making in which they usedcues to vary the demands for speed vs accuracy. Inboth experiments, behavioral data and mathematicalmodel analyses confirmed that instruction from thecue selectively affected the setting of responsethresholds.

creation of the financialcenter should not merelybe an idea but rather a“working draft” byimplementing Russia’sglobal status.
Establishing aninternational financialcentre, he said, is con-ducive to a better macro-economic environment inRussia and would
enhance the competiti-veness of Russia’sdomestic financialsystem in the globalmarket.
Meanwhile Narysh-kin suggested that thecenter should not becreated at the level ofMoscow only, but also ofregional megacities.
That view was
echoed by AlexanderVoloshin, the head of theworking group involvedin establishing the centre.Voloshin voiced favourfor Irkutsk.
“Irkutsk as any otherbig city is already aregional financial centerand the rest is the questionof size and scale,” he said.

8 THE NEW LIGHT OF MYANMAR Friday, 10 September, 2010
Let’s vote to choose reliable representativesMaung Motion
Democracy general elections will takeplace on 7 November 2010. All eligible voterscan cast votes in polling stations.
Certain foreign radio stations are dis-suading the people from taking part in thevoting.
I wonder why they are that ignorant ofthe fact that the people have waited for years toembrace such a rare opportunity. I wonder ifthey are not happy with democratization proc-ess through voting. And I wonder if they thinkthat Myanmar people are not intelligent enoughof choosing reliable, responsible public repre-sentatives as yet.
Voting is, indeed, a fundamental rightof every citizen. Those deceiving the peopleinto refusing to enjoy the voting right are noneother than anti-democracy activists. In reality, every citizen has the right to vote in Myanmar. They are not under any negative influence inthat regard. They can vote if they want to andthey may not vote if they don’t want to; it is upto them. If a citizen, despite having the votingright, does not participate in elections, such aperson may be deemed to be an irresponsibleopportunist. I do not think such persons deservedemocracy. And if so, they are too foolish toenjoy democracy. Now, the country is trans-forming from the government-centered intopublic-centered system. Therefore, the peoplewill have to enjoy fundamental rights and takefundamental duties. Voting is a responsibilityof every citizen under which they have toexpress their desire freely. So, I would sayevery citizen should vote in elections.
Anyone can ask a question “For whomwill we have to vote, then?”
The answer is “You may vote for anycandidate you favour”.
In that case, a voter just has to put a tickin the box beside the candidate he is in favourof. All voters have the right to vote for anycandidate. They do not need to claim who theyvoted for. The secret ballot system is applied inall polling stations to ensure free and fair elec-tions. Rest assured no one can know for who aperson voted in elections.
What should be taken into considerationis that which candidates are reliable for nationalinterest.
Voting should not be based on relation-ship, same location, and canvassing. Voters shouldtry to know what the candidates for the constitu-ency concerned are like.
Some say “I don’t think it matters if Idon’t vote in the election.” Democracy is a systemin which the strength of every citizen is mobilizedto build a democratic nation. Every citizen isresponsible for democratization.
Here, I would like to tell a story.Onceupon a time, there existed a livestock village of atribe without much civilization. Villagers raisedcattle, goat, sheep, chicken and duck.
One day, the village head set a glazed potin the middle of the village and said to thevillagers that he had a plan to hold a festivity thenext day. He asked them to prepare meals forthemselves and put a quart (a bottle) of milk eachinto the pot from the evening onwards. He alsosaid that the villagers might add milk at night, andmilk would be boiled and a banquet would beheld the next morning.
Commencing the dusk, villagers put milkinto the pot till late at night.
The following morning, the pot of milkwas opened and it was found that what in the potwas all water, not milk.
Every villager thought that other house-holds would add pure milk into the pot. It did notmatter even if he put water. And no one couldnotice that.
After all, inside the pot was all water dueto irresponsibility of every villager.
Nothing added and nothing enjoyed. The village head said to the villagers that
their village remained poor whereas the village tothe east and the village to the west of their villagehad become affluent; that he would like to askwhy their village was still poor; that day, theycould know the root cause of why their villagewas poor; and that it was due to lack of goodwillor sense of responsibility. And he exhorted hisfollowers to have a sense of duty. Later, everyvillager did their bit in the tasks for developmentof their village. Before long, the village becameeconomically developed.
Only each and every person has a sense ofaltruistic spirit in a society, will it be possible forsuch a society to enjoy progress and prosperity. The total strength of everyone is mighty. No
sweat to go to the polling station and castvotes. The number of the citizens who havevoted in the general elections is an indicatorfor the political sense of the people.
If the people all take part in theelections, the image projected to the interna-tional community by Myanmar will be verypositive.
Then, the countries that are in favourof Myanmar will show their praise.
The countries that dislike Myanmarwill be shocked.
The countries that want Myanmar toenjoy development will be happy.
The countries that want to get Myanmarinto trouble will be unhappy.
So, every citizen is solemnly urged tovote in the elections. Voting is a duty entrustedto every citizen.
Whoever is found guilty of disturbingthe people from casting votes in electionsmay face a one-year prison term or a fine of100,000 kyats or both. The people should, therefore, weigh the broadcasts aired bycertain foreign radios as to the forthcomingelections. They should not let themselvesunder the sway of such broadcasts.
At first, an eligible voter has to searchhis name in the list of voters on the board. It willbe convenient if he put his roll number into hismemory. It will be easy for the polling boothofficer or the deputy polling booth officer toidentify him if he lets them know what is his rollnumber in the book of the names of 500 to 1000voters. Voters should extend a helping hand tothose responsible for elections.
If his name is not included yet in the listof voters attached to the board, a voter shouldinform the ward election commission aboutthat. Every eligible voter is to be on the voterslist. Rest assured. (A voter shall not vote twicenor does he vote in two elections. Every votershall vote only one time).
Suppose today is 7 November 2010(First Waxing of Tazaungmone, 1372Myanmar Era):
(1) Go to the polling station and drawa ballot paper. What he just needs is to put theballot paper into the ballot box. Put a tick-marked vote in the box shown against the nameof the Pyithu Hluttaw candidate he favours. That is all he has to do. (Remark: Do not putany cross-marked vote in the box.) If a voterputs a cross mark in the box, his ballot paperwill be a canceled vote.
The names and party emblems of can-didates are stated on the ballot paper.
A voter can choose the candidate hefavours in the polling booth and put a tick-marked vote in the box shown against the nameof the candidate. Then, put the paper into thegreen-coloured ballot box.
(See page 9)
If a citizen, despite having the votingright, does not participate in elections, such a person may be deemed to be anirresponsible opportunist. I do not thinksuch persons deserve democracy.

(from page 8)(2) He also has to draw another ballot

Put a tick-marked vote in the box shownagainst the name of the favoured candidate. And put the ballot paper into the blue-colouredballot box.
(3) Also draw the third ballot paper tovote for a candidate to State (or) Region Hluttaw. The number of the candidates to State (or)Region Hluttaw may be two to three. Put a tick-marked vote in the box shown against the nameof the favoured candidate. And put the ballotpaper into the violet-coloured ballot box.
(4) If a local in Yangon Region is aKayin national, he also can enjoy the right tochoose a candidate for the seat of Kayin people.Draw out a ballot paper. Put a tick-marked votein the box shown against the name of the favouredcandidate. And put the ballot paper into thefourth ballot box.
(5) If a local in Yangon Region is aRakhine national, he also can enjoy the right tochoose a candidate for the seat of Rakhine people.Draw out a ballot paper. Put a tick-marked votein the box shown against the name of the favouredcandidate. And put the ballot paper into the fifthballot box.
Very clear, in Yangon Region, a Kayinnational voter has to put four ballot papers intothe four ballot boxes, and a Rakhine nationalvoter also has to put four ballot papers into thefour ballot boxes. Other voters have to put threeballot papers into the three ballot boxes (green, blue and violet boxes) to choose three candi-dates to the Pyithu Hluttaw, the Amyotha Hluttawand Region Hluttaw.
As to putting ballot papers to chooserepresentatives to Pyithu Hluttaw (green ballotbox), the numbers of candidates to townships arenot the same. Candidates are free to choose theconstituency.
In Yangon Region, there is no constitu-ency in which there is only one canditate. Inevery constituency, candidates all have to com-pete for seats.
The numbers of Pyithu Hluttaw candi-dates for townships each of which can elect onerepresentative are as follows:-(1) Candidates for Cocogyun Township 2(2) Candidates for Yankin Township 3(3) Candidates for Dawbon Township 4(4) Candidates for S/Okkalapa Township 5(5) Candidates for Kamayut Township 6(6) Candidates for Kyauktada Township 7(7) Candidates for Hlinethaya Township 8
There is no township in Yangon Regionfor which nine candidates are nominated.
To vote, it is needed to take into consid-eration the behaviors of each candidate andparty. Elected representatives should be all quali-fied. And the favoured parties should be theones with correct policies capable of servingnational interests. The people should vote themost reliable, suitable candidates.
Free and fair general elections will beheld in the Union of Myanmar from 6 am until4 pm on 7 November 2010. (Those who havealready got into the polling stations before 4 pmare allowed to cast votes till it is already 4 pm.)Voters are hoped to cast votes in the morning inorder that votes can be counted ward-wise assoon as possible. (A polling station can beclosed before 4 pm if all the voters whose namesare on the list all have cast votes.)
The Union of Myanmar is on the vergeof another system with enthusiasm of each andevery citizen.

At a directions hearing in the Supreme Court onWednesday, the accused pleaded not guilty and judgeRobert Shuster adjourned the matter to 8 October, when a trial date is expected to be set.
The Princess Ashika sank in August last yearwhile on an overnight voyage from Nuku’alofa, thecapital of the South Pacific nation, to an outlyingisland.
Survivors told of water building up in the cargohold of the boat before the ferry capsized aroundmidnight, trapping sleeping passengers below deck.
An inquiry into the sinking described the tragedyas “scandalous” and found there was a lack of duediligence by the shipping firm and government whenthe unsafe ferry was bought.
The Princess Ashika, built in the early 1970s,was on its fourth voyage in Tonga when it sank, andthe inquiry blamed authorities for allowing it to sailas evidence mounted of its unseaworthiness whichled to the 74 deaths.—Internet
