Dear Unit PTA President, Welcome to Long Beach Council PTA! As a Unit President, you are to be congratulated for being willing to take on such an important responsibility. The LBCPTA board members are looking forward to working with you during this school year. PTA is a multi-level organization with information being passed and communicated through channels (units, council, district, state and national). Membership dues and volunteer hours are just two examples of what passes all the way from the unit level to the national level. It is so important that our units complete the necessary forms and turn them in by due dates so the council, district and state can then meet their own due dates. This Red Book has been compiled by LBCPTA board members to help LBCPTA units fulfill requirements and have access to all sorts of PTA information. Unit presidents are encouraged to make copies of documents turned into LBCPTA. Please remember to make copies of forms BEFORE you fill them out so you may have an original to make copies of if needed again.
Unit presidents are asked to please READ AHEAD in the book. By doing so, you will be able to stay ahead of
the paper trail and allow enough time to gather all the information from your officers. In the Months section, the Green turn-in pages serve as the Money Matters form. They have an at-a-glance look at paperwork and fees due to LBCPTA each month. Unit presidents (UPs) will turn in their paperwork to their area advisors along with the green Money Matters form and the green Unit Tracker at UPs meetings. UPs are encouraged to keep track of what they turn in on the form provided in this Red Book. Recognition will be given at the end of the year to the units that have complied with meeting dates and action items on the Unit Tracker. Chain of Command Who should I call?
As of this school year, Long Beach Council PTA is made up of 44 PTA units at schools in LBUSD. We are a large council, divided into “areas” with an advisor for each. Area Advisors collect and help keep track of unit reports and materials that are due to council. They are also available to assist unit presidents by answering questions and providing guidance. Unit presidents should not hesitate to contact their area advisor with any questions or concerns. If you cannot get in touch with your Area Advisor, please feel free to call any of the advisors if you need help right away.

Parliamentarian Nominating Committee & Bylaws Committee
President: presides over Board of Directors and Unit Presidents meetings; creates the agenda and delivers them electronically to appropriate members; creates council calendar with the Executive Vice President; attends all meetings of the Thirty-Third PTA district board and committees as assigned; shares with appropriate council officers and chairmen information from Thirty-Third District PTA, California State PTA and National PTA; compiles reports as requested for the Thirty-Third District PTA; attends at least one unit meeting in the term for every unit within the council (this responsibility can be shared with other council officers); encourages attendance at the annual California State PTA Convention; makes sure that the correct council due date is placed on all 33rd District PTA flyers and any other appropriate information; along with one additional elected officer will sign all contracts which are legally binding or require a Long Beach Council PTA commitment of money. Secretary: keeps the official record of the activities of the Board of Directors and the Unit Presidents (UPs) meetings; prepare the minutes for the president's review and distribute electronically within one week to council officers; responsible for the sign in sheet at the UPs meetings and files with the minutes; at the end of term, the minutes are to be bound and stored in the bungalow on the Head Start campus. Treasurer: develop a financial due date calendar for the council that will be included in the Red Book; develop a tracking system for all financial filings (IRS, FTB and Annual Treasurer's Report) to ensure that all units in the council are submitting their financial reports in a timely manner; distribute the tracked information to the Board of Directors on a regular basis; create Treasurer’s
Reports and have it delivered electronically, 5 days prior to the meeting(s), to the appropriate members. Executive Vice President: Serves as an aide to the president; chairman of the Office Committee, Convention Committee and the Laura Costley PTA Convention Scholarship Committee; responsible for retrieving mail and distributing it in a timely manner; scheduling all Unit Presidents and Board of Directors meetings; responsible for the allocation of keys for the bungalow at the Head Start school; in charge of opening the venues for the meetings and making sure all needed materials (PTA sign, crates and other supplies) are in place; coordinates the transfer of procedures books from outgoing officers and chairmen to incoming officers and chairmen and if necessary, helps create procedure books; Long Beach Council PTA Handbook; ordering and engraving the council president’s pin for the outgoing president for presentation at the June Council meeting; collect money and purchase a gift for the outgoing president, if desired; work with the president to develop a tentative calendar of council events, meetings and other necessary dates. 1st VP Director of Leadership: Coordinates the work of the Area Advisors; assists with new units; provide leadership training for units; oversees the organization of new units and the disbanding of units in conjunction with Thirty-Third District PTA; responsible for the “paper flow” for the crates at UPs meetings; chairman of the Leadership Team (President, Executive Vice President, Director of Leadership and the Area Advisors).

2nd VP Director of Membership: Coordinate the ordering and distribution of membership envelopes; coordinate the distribution of membership cards to the units; report membership status at BOD and UPs meetings; support units with membership challenges; create a membership campaign that promotes year round involvement; track council membership by unit and provide reports monthly to the Board of Directors; verify that membership numbers match with the Thirty-Third District PTA Membership report; work with the units to enhance their membership campaigns; present a membership workshop at the LBC training session. 3rd VP Director of Communications: create and distribute the LBCPTA directory to the council members as soon as possible; oversees the maintenance of the LBCPTA web site; promotes the 33rd District communication awards and forwards them on to the district; chairman of the Publication Review Committee (Unit Program Directories & Unit Communications Awards) 4th VP Director of Legislation: attend local legislative conferences and give report at the BOD and UPs meetings; be familiar with and promote the activities and programs provided by CAPTA and 33rd District PTA; promote LBCPTA’s participation in the 33rd District Sacramento Safari; coordinates with the LBCPTA Sacramento Safari Scholarships committee; report is given at the BOD and UPs meetings; if funds are available, attend the Sacramento Safari as a participant; be familiar with the CAPTA convention resolutions to be presented at convention. 5th VP Director of Programs: Founders Day Event; Inspiration; In & Out Meetings and Award Ceremony; Teacher of the Year; present program ideas to council members 6th VP Director of Education: Parent Education; Reflections; LBCPTA Scholarships; when possible, having representation at Ed Source meetings and seeing that a report is given to council members; coordinate the booth at the LBUSD Education Celebration; promote and inform the membership of the scholarship and grants available from CAPTA; LBUSD Science Fair-if budgeted, see that the payment is made. 7th VP Director of Community Concerns: Honorary Service Awards; Red Ribbon Week; Bethune Homeless Project; Health and Safety; work with community agencies and keep the council membership informed of current issues, concerns and new projects within the council’s area: Long Beach, Signal Hill, Lakewood and Catalina; be familiar with the work Thirty-Third District PTA does with the California State Youth Camps; keep the council membership informed of these activities. Area Advisors: leadership liaison to unit presidents within their area; provide individual training to units and their officers when needed; develop a (or implement the) tracking system for all required reports that units are responsible for; keep a roster of each unit’s board of directors; develop a relationship with each unit president to create a partnership; is part of the Leadership
Team; communicate with unit presidents who do not attend meetings and/or have trouble submitting required reports. Financial Secretary: receive all monies from units including membership, insurance, calendars, membership envelopes, event reservations and council fees; bank all council monies within five days; verify with the treasurer and the director of membership the membership enrollment for the council; develop a tracking systems for memberships, insurance payments, council fees and RRF-1s to insure that all units are in good standing; distribute the above tracked information to the Board of Directors on a regular basis; bill units for delinquent monies due for California State PTA insurance, membership dues, envelopes, calendars or any other monies outstanding; work with event chairmen for each council paid event; create Financial Secretary’s Report and have it delivered electronically, 5 days prior to the meeting(s), to the appropriate members; oversees the distribution of the paid 33rd District PTA calendars. Auditor: audit the financial records of the council and issue both a written and oral report at the Unit Presidents meeting; give signed copies of all council audits to the financial officers and a copy of the audit report to the recording secretary; receive and file the monthly reports of the treasurer, financial secretary and the recording secretary’s minutes for use in the audit; set a date for council financial officers to submit their records for audit; perform audits in a quick and efficient manner; develop a tracking system to collect and confirm that all units are performing timely audits; distribute above tracking information to the Board of Directors on a regular basis; one copy of every unit audit and the council audits are to be forward to 33rd District; assist unit auditors in conducting their audits or in the event that a unit does not have an auditor to perform the audit for the unit; assist in training the unit auditors at the LBC training session for incoming officers. Historian: assemble and preserve the record of activities and achievement of the PTA and assists the president in prepareing the Annual Council Historian Report. Corresponding Secretary: provide email meeting reminders to all Unit Presidents and Board of Directors; forward correspondence at the president’s request. Parliamentarian: keep the membership informed of any bylaw changes which affects their units; collect, review and forward unit bylaws to 33rd District PTA; keep a log withf the date of receipt and return of unit bylaws; distribute updated information on unit bylaws to the board of directors on a regular basis; assist units with bylaws parliamentary and election procedures and give general information upon request.

The United States Congress is the bicameral legislature of
the Federal government of the United States. The legislature
consists of two chambers: the Senate and the House of
Representatives.
The Senate is composed of senators, each of whom represents a
single state in its entirety, with each state being equally
represented by two senators, regardless of its population,
serving staggered terms of six years; with 50 states currently in
the Union, there are 100 U.S. Senators.
The House is composed of Representatives who sit
in congressional districts that are allocated to each of the 50
states on a basis of population as measured by the U.S. Census,
with each district entitled to one representative.
The Congress meets in the United States Capitol in Washington,
D.C.

Long Beach Council PTA Glossary Words you’ll hear a lot and what they mean.
Agenda – a written outline of the order of business. Association – your school’s entire PTA membership also referred to as a unit. Association meetings are usually held once a month according to each unit’s bylaws. Audit – a review of the financial records done twice a year by an auditor elected by your association. Budget – estimate of the unit’s income and expenses for the year. It must be adopted by the association. Bylaws – document that governs how a unit is to operate. Needs to be approved by CAPTA and adopted by the association. They must be reviewed annually and updated every 3 years. Books of Account: All financial records should be kept for seven years, which include the current year. Ledger books are kept permanently. CAPTA – California State Parent Teacher Association. Administrative level between the Thirty-Third District PTA and National PTA. Members of units automatically belong to the California State PTA. See CAPTA.org for more info. Council – coordinating group for a specific set of units, usually in a common school district or geographical area. Your unit belongs to the Long Beach Council. District – administrative level between council level and the state level. Acts as a liaison. Your unit belongs to Thirty-Third District. Executive Board – the elected and appointed officers plus chairmen of standing and special committees.
Founders Day –PTA’s birthday. The celebration is held in February and it refers to our three founders: Alice McClellan Birney, Phoebe Apperson Hearst and
Selena Sloane Butler. HSA (Honorary Service Awards) - CAPTA award program for volunteers. Monies collected by State PTA are used to pay for scholarships. To see more info, please go to the January section of the Red Book. Procedure Book – “how to” manual for each position on the board. PTSA – Parent Teacher Student Association. Generally, middle or high schools which have elected student officers working with the parent and teacher officers. Standing Rules – additional procedures added to the bylaws that pertain to your specific unit. State Board of Managers – the officers and chairman of the State PTA Toolkit – ultimate PTA resource. Honor Unit Award Instructions What are Honor Unit Awards? Honor Unit Awards were established to recognize units that have achieved the highest standards of responsibility and organization. Gold, Silver & Bronze levels will be awarded to the units at the June UPs meeting. This meeting is referred to as the “IN & OUT” Ceremony and Awards. It is called the “IN & OUT” because it is a time to welcome the “IN” coming officers and thank the “OUT” going officers.
The table on the next page will be used for reference by the Leadership Team to determine the award level of the units at the end of the year. If you would like to achieve a certain award, please make sure to complete all the requirements for that level.
If you choose to participate in EXTRA CREDIT, your Area Advisor may use this to bump you up to the next level if you were close to completing that level. Opportunities for EXTRA CREDIT can be found on pages 10 & 11. Please contact your Area Advisor if you have any questions about how to obtain an award level or if you feel you are unable to complete a requirement. Consistent communication with your Area Advisor is an important part of your job as PTA President. Their job is to help you.
All Required items (those with an “R” listed next to them) MUST be turned in regardless of award level. These items are passed on up the line to District, State and National PTA and show that your unit is in good standing. If you need more time to turn in paperwork, please contact your Area Advisor. If a unit president is unable to attend UPs meetings, trainings or conferences, then anyone from the unit may attend as a representative for the unit. If need be, share the responsibilities among the executive board and have a different person attend each of the monthly meetings, trainings or conferences. Having a unit president that works during the day is not an excuse for the unit missing monthly Unit President Meetings. Please communicate with your area advisor if this is an issue for you. After 3 months, if a unit HAS NOT:
1. Shown up to a Unit President’s meeting, 2. Communicated with their Area Advisor the reason they have not attended the meetings OR 3. Turned in required paperwork, then
the Leadership Team; along with the Financial Team, will collect the units books (bank statements, check book and minutes) to assess the situation and determine how best to support the unit going forward.

PTA—A Century of Commitment to Children
For more than a century, PTA has reminded our nation of its obligations to children and provided resources and
important information to parents and teachers. Whenever young people’s education, health, safety, or well-being
were threatened, PTA members were on the forefront of working to resolve those challenges. PTA has been
instrumental in the passage of important laws and guidelines that we sometimes take for granted today, such as:
Creating a separate criminal justice system for juvenile offenders
Enforcing child labor laws
Building Kindergarten into the public school system
Supplying federally funded hot-lunches—that now feed more than
26 million children a day
Supporting school bus safety regulations
Creating the content-rating system for television programs—yes,
PTA supported the creation of that ratings indicator you now see
in the upper-left corner of your TV screen.
Many of these concerns may not have been addressed if PTA members did
not take up the cause!
PTA has never been shy to tackle tough issues - from talking about sex
education as early as 1916 to supporting HIV/AIDS education programs in
the 1980s, PTA has been there to help parents and teachers be partners in
children’s education.
Our Legacy of Caring Continues
PTA prides itself on being a powerful voice for children’s education and
health issues, a relevant resource for parents, and a strong advocate for
public education efforts such as:
Developing resources for parents and teachers to promote
diversity and encourage inclusiveness in our schools; and
Offering practical information and tools for parents and teachers on a broad range of topics ranging from
child nutrition and wellness to school/family communication to TV and media violence and bullying.
Supporting and speaking on behalf of children and youth before governmental bodies & other
organizations to secure adequate laws for the care and protection of children & youth.
Times and issues may have changed, but advocating for children still requires steadfast parent involvement. That’s
why parent involvement remains at the core of all PTA’s efforts. Today, more than 5 million PTA members actively
work in schools and communities to make every child’s potential a reality.
