Greetings HCAT members and
Happy Summer to all of you! I hope
that you are able to join us at our
chapter events and participate in our
chapter activities this year. We held
our first Face-to-Face event for the
year on April 30 on “Ensuring Your
Community’s Emergency
Preparedness” at Norfolk Yacht Club.
We had a great turnout for this event,
and the panelists provided interesting
and engaging presentations. We
hope that you will be able to join us at
our next Face-to-Face event, which
will be held on June 30, on “The
Healthcare Organization's Role in
Formulating Public Policy” at Town
Point Club , Norfolk, VA. Our
Programs Committee has done a
wonderful job this year on planning
these events, and they are working
diligently developing valuable Face-
to-Face events and networking
events this year. There will be more
event details on upcoming chapter
events soon, so please look for them
in your emails from Eventbrite. We
hope that you will be able to attend
these events to earn some ACHE
qualified education credits, while
enjoying opportunities for
professional development and
networking with other members.

Member Reflections on April 30 Event “Emergency Preparedness”

On Thursday, April 30, 2015, the Healthcare Administrators of Tidewater chapter of ACHE hosted an event on “Emergency
Preparedness” at the Norfolk Yacht & Country Club. Member at large, Tyrone Davis, MBA served as an excellent
moderator personalizing the evening by sharing experiences in emergency preparedness while serving in several
leadership roles within the Air Force, with his final being as Chief Enlisted Manager/VP Operations, Lakenheath Air Force
Base Hospital. The evening’s panelists provided a well-rounded perspective to emergency preparedness and management
both locally and globally and included the following leaders:
Joann Frye, Col, USAF, NC, MSHA, BSN, NE-BC is a 26 year Air Force Nurse serving as an executive team member
whose team partners with Air Base Wing teams to anticipate, respond, and recover emergencies and is responsible
for Air Force Medical Contingency Response and Disease Containment Plans.
Joseph James Legan, MD, CPE, is board certified in Orthopedic surgery and currently the Vice President of Medical
Affairs at Sentara Princess Anne Hospital. Prior to joining Sentara, he commanded a mobile field hospital assigned
to work with civilian authorities in disaster settings. He also graduated from the DOD Assistance to Civilian
Authorities course.
Jim Redick is the Director of Emergency Preparedness and Response for the City of Norfolk, VA. He is a Certified
Emergency Manager with the International Association of Emergency Managers (IAEM) and the 2012 Virginia
Emergency Management Professional of the Year.
This experienced panel each provided valuable insight to emergency planning and while each came from difference sectors
of the healthcare environment they each reinforced that the key attributes to successful emergency planning and
management are collaboration and open communication.
Colonial Frye enlightened the audience on the role of the Air Force Medical Services (AFMS) on which she serves as an
executive team member. The AFMS Mission is to enable medically fit forces, provide expeditionary medics, and improve
the health of all to meet the Nation's needs. She discussed how this mission is fulfilled through proactive planning and
training but also through global deployment when needed. A recent demonstration of this global deployment occurred in
September of 2014 when the AFMS were called to support in West Africa during the Ebola outbreak, in Operation United
Assistance. Ground breaking in this mission was the collaboration between the Air Force, Navy, DOD, and the CDC in a
joint task force. This team deployed and set up a fully functioning modular hospital with surgical ICU level coverage in less
than a month, to care for those stricken with Ebola. However, just as healthcare leaders here in the US were learning daily
from experiences from the CDC and adapting policies accordingly, the teams associated with United Assistance had to
remain flexible and responsive to new requirements and safety levels in order to protect those serving and provide care to
those infected. Leadership in the armed forces partnered with the CDC leadership to open communication enabling
resources from both groups to focus on a the key objectives at hand in a rapid time frame – which led to the successful
completion of the mission, further preventing spread of the disease outside of West Africa (continued on next page).

Dr. Legan provided an overview of the Emergency Preparedness process at Sentara Healthcare. Like
many healthcare systems nationally, Sentara Healthcare has worked on standardizing and unifying its
process both internally and with local community support systems. The key to successful emergency
management within the Hampton Roads region has been proactive notification and communication from
the hospitals to Virginia Hospital Alerting and Status System (VHASS) which ties the system to the state
Department of Emergency Preparedness. Key statistics such as blood supply and ventilator access are
provided daily so that when a disaster strikes within the local area, emergency responders know when
and how to triage patients accordingly. When emergencies are reported, the VHASS determines if it
should be managed locally, regionally through the incident command center housed at Riverside, or at
the state level with resources deployed from Richmond. Dr. Legan, expounded that networks such as the
VHASS can only be effective with proactive planning and transparent communication. Fortunately the
local hospitals have worked well together to support community emergency medical needs.
Finally, Jim Redick provided a thorough overview to Norfolk’s emergency framework aptly named: Team
Norfolk Emergency Operations. The committee supporting this team is comprised of all emergency
support function sand includes community partners, such as local hospitals, to ensure a well-managed
comprehensive city wide response to all-hazards. The Norfolk plan correlates with state and federal level
arrangements which when effectively deployed seamlessly manage any level of disaster. Mr. Redick
reminded the HCAT members that hospitals are only one facet to community emergency management,
but a critical component. Through this presentation the audience quickly realized the critical structures
developed between transportation, communication, housing, public health, and security services within
the city and whenever any single area is disrupted, all others can be critically affected. An example of this
that we experience annually is inclement weather concerns; snow or flooding impact staff being able to
safely reach the hospital due to limited transportation options, housing options, or childcare resources.
Mr. Redick and his team coordinate communication between community sectors to ensure the
community has a plan for extended disaster – which enables hospital leadership to proactively work with
their staff to ensure that essential personnel have a plan in place so they can confidently provide vital
services to the community and know that those in their personal life are safe.
Emergencies are inevitable – especially in healthcare. Whether it’s a surge of fifty patients due to a plane
crash in a residential area or a foot of snow falling overnight preventing travel for staff and patients –
hospitals must be prepared to manage accordingly. This requires planning and to effectively coordinate
resources hospitals MUST communicate transparently and collaborate internally and externally within the
community. (Ms. Clary is the Director of Neuroscience at Sentara Healthcare and Imaging Services and has served
in the leadership role of Neurosciences since 2009. She is a former board member and Past-President of HCAT)
