ROAD SAFETY PROCEDURES ON DARUSSALAM
BRIEFING AND DIALOGUE WITH TYRE
IMPORTERS AND SUPPLIERS
Objectives of Dialogue:
1. To create awareness among importers
suppliers on the issues pertaining to
and
used,
retreaded and not quality tyres and to enhance
the safety of road users in Brunei Darussalam.
2. To brief on the process and procedures on the
importation of tyres into Brunei Darussalam.

Introduction
a) Tyres: The only point of contact between a vehicle and the road surface.
b) The RETREADED and USED TYRES are also marketed as an alternative tyre replacement by the consumers.
c) There was no control mechanism on the importation of any kind of tyres to Brunei HENCE posed
uncertainties on their quality.
d) There were and are also used tyres sold within the country HENCE posed further uncertainties.
e) JPD: Introduction of control mechanism through the application of Import/Approval Permit (AP) for any
kind of tyres.
f) Simplified process and procedures will be introduced (via BDNSW) to ensure that the importation process
will still adhered to the EODB agenda.
g) For the used tyres either imported to the country and those that are sold within the country, this will be
dealt with through continuous road safety campaign to ensure that consumer would avoid purchasing used
tyres.3
PROCESS OF RETREADING
Some of Fatal and Seriously Injured Accidents in Brunei that were
associated with used or not quality tyres
Siasatan Awal mendapati kereta jenis Toyota Kijang telah hilang kawalan lalu merempuh besipenghadang jalan yang berpunca dari tayar sebelah kanan belakang kenderaan pecah semasadalam perjalanan.

KESEMUA 8 KES BOLEH DIKAITKAN DENGAN KELIBAT PEMANDU DAN SIKAP SUKA MENGAMBIL RISIKO.
(1) Berbasikal atas Jalanraya & Waktu Malam (Ambil Risiko).(2) “Texting, Speeding, No Seatbelt” (Kelibat / Ambil Risiko).(3) Tidak Memelihara Kenderaan terutama sekali Tayar (Ambil Risiko).(4) 3 Kes Khusus – Kalat Mata / “Fatique” (Ambil Risiko).
Kerosakan:Tayar pecah belakang, kiri Bumper belakang kemek, Bonet Depan kemek, Atap remuk,
Cermin depan pecah, Pintu belakang depan kemek, Lampu depan tanggal, Lampu depan
kiri/kanan tanggal,
Punca kemalangan:A1 memandu lurus lalu hilang kawalan lalu berpusing dan melanggar tiang
lampu di bahagan tengah jalan…..sewaktu berdekatan dengan Jalan A, kenderaan A1 hilang
kawalan lalu kenderaan berpusing dan melanggar tiang lampu di bahagian tengah jalan.
Untuk makluman:1.keterangan A1 masih diambil sbb pada masa ini masih menjalani pemeriksaan
di hospital.2.keadaan jalan raya basah dan licin3.A1 mengalami kesakitan di bahagian punggung
sebelah kiri.4.kedua-dua tayar belakang A1 didapati dalam keadaan botak.4

Apply Import Permit (AP)
(APPLICANT)
Random checks by JPD (If
required either before sale or at
workshop)
Declaration by importer
Fill in AP form (JPD / Customs) & data entry into
BDNSW (APPLICANT)
Forward AP form & obtain approval from JPD (Max 3 working days
for NEW application of brand new, retreaded and used tyres)
AP approval from the Royal Customs and Excise
Shipping (APPLICANT)
Port (CIQS)
Use / Market and Sale by importer
Process and Procedure on Importation of Tyres to Brunei Darussalam:

1) This process and procedure applies only for new
application of new tyre brand not yet included in BDNSW
system.
2) All tyre suppliers and importers must submit all relevant
documents such as:
a)Certificate or Letter of Quality Assurance from any
approved agency or organization in the country of origin
of the tyres.
b) Pictures of tyres (colour) that shows clearly the tyre
specifications / ratings.
3) Subsequent application for the same tyre brand will be
automatic approval via BDNSW and no requirement to
provide certificate or letter of quality assurance.
4) For used tyre, this process and procedures applies every
time before importation to Brunei Darussalam either in
piece or bulk.
5) For used tyre, a certificate or letter quality of assurance
from any approved agency or organization in the country
of origin of the used tyres must be provided at every
application for AP.
