Objective
• The objective is to design an LMI system for Mongolia.
• The design of the system is to be based on an analysis of current and future needs of the Mongolian labor market.
• The sustainability of the system will be supported by capacity building which will supply those responsible for its management and maintenance with the necessary skills.
• The LMIS will be designed in a user-friendly manner using the best available IT solutions to deliver the service nationally.

LMI Definition
• The ILO has defined Labor Market Information (LMI) as any information concerning the size and composition of the labor market, the way it functions, its problems and opportunities and the employment-related intentions of those who are part of it.

LMIS Definition
• The ILO defines the LMIS as
• A set of institutional arrangements, procedures and mechanisms that are designed to coordinate the collection, processing, storage, retrieval and dissemination of Labour Market Information.

Findings
• LMI statistical data[1] are collected and processed principally by:
• The National Statistics Office (NSO)• Mongolian Ministry of Social Welfare and Labor (MSWL) • Ministry of Education, Culture and Science (MECS)• Labor and Social Welfare Service Office (LSWSO)• Labor Exchange Central Office (LECO)• Metropolitan Employment Department (MED)•

Findings
• Tasks and responsibilities are not clearly defined.
• Some data is not collected, • Some information is collected by several
institutions. • The reason for collecting some data is not clear• Incentives for job seekers and employers to
disclose information may be insufficient. • Data is not is not used effectively for
employment and education planning.

Findings
• There is not enough effective communication between the supply side, the demand side and the interfaces on the labor market.
• The different agents know too little about each others' needs.
• There is no system yet in place that allows forecasting labor market information. Forecasts are necessary for education policy, particularly for the planning of TVET supply.
• There is need for a centralised, coordinated, reliable LMI system accessible to all who need LMI.
